【摘要】：黨的十八大報(bào)告提出,要按照建立中國特色社會主義行政體制目標(biāo),深入推進(jìn)政企分開、政資分開、政事分開、政社分開,建設(shè)職能科學(xué)、結(jié)構(gòu)優(yōu)化、廉潔高效、人民滿意的服務(wù)型政府。同時(shí),十八大把我國的城鎮(zhèn)化建設(shè)任務(wù)提到了非常重要的戰(zhàn)略地位。隨著城鎮(zhèn)化的實(shí)施,建設(shè)工程投資尤其是國有資金投資的效益問題將會非常重要。建設(shè)工程造價(jià)管理機(jī)構(gòu)如何按照黨和人民的要求,積極作為,順應(yīng)形勢,努力摒棄硬性管理理念,構(gòu)建服務(wù)型的建設(shè)工程造價(jià)服務(wù)體系作為本論文的研究重點(diǎn)。本文將通過研究我國及河北省建設(shè)工程造價(jià)管理服務(wù)的歷史沿革,挖掘形成目前造價(jià)管理現(xiàn)狀的根源。同時(shí)研究部分國外發(fā)達(dá)國家建設(shè)工程造價(jià)管理服務(wù)制度及工作機(jī)制,與我國及河北省有關(guān)情況進(jìn)行比對,吸取其先進(jìn)經(jīng)驗(yàn),從而分析出目前河北省建設(shè)工程造價(jià)服務(wù)體系存在的問題。針對這些問題,首先采用逐項(xiàng)解決、各個(gè)擊破的方法,一一提出解決問題的方法,最后運(yùn)用系統(tǒng)工程理論,將這些解決問題的方法進(jìn)行優(yōu)化組合,形成一個(gè)完整的建設(shè)工程造價(jià)服務(wù)體系。建設(shè)工程造價(jià)服務(wù)體系的研究,重在能夠精準(zhǔn)的分析當(dāng)前的形勢,把握當(dāng)前存在的問題,從而正確的尋找到解決問題的方法。本文通過研究當(dāng)前形勢建立起來的建設(shè)工程造價(jià)服務(wù)體系,區(qū)別于完全大膽創(chuàng)新性的研究,而是立足于實(shí)際,主要對當(dāng)前制度、機(jī)制、形成要素等內(nèi)容的改善、豐富、延伸,具有一定的實(shí)際參考價(jià)值。
[Abstract]:In the report of the 18th National Congress of the CPC, it was proposed that, in accordance with the goal of establishing a socialist administrative system with Chinese characteristics, it is necessary to promote in depth the separation of government and enterprise, separation of government from capital, separation of government from affairs, separation of government from society, construction of scientific functions, optimization of structure, integrity and efficiency. A service government satisfactory to the people. At the same time, the 18 th National Congress of China's urbanization task to a very important strategic position. With the implementation of urbanization, construction investment, especially the benefit of state-owned capital investment, will be very important. According to the requirements of the Party and the people, the construction project cost management organization should actively act, conform to the situation, try to abandon the rigid management idea and construct the service-oriented construction project cost service system as the focus of this paper. This paper will study the historical evolution of construction cost management service in China and Hebei Province, and dig out the root of the current cost management situation. At the same time, it studies the service system and working mechanism of construction cost management in some foreign developed countries, compares it with the relevant situation of our country and Hebei Province, and absorbs its advanced experience. The problems existing in the construction cost service system of Hebei Province are analyzed. Aiming at these problems, the methods of solving the problems one by one, one by one, are adopted to solve the problems one by one. Finally, by using the theory of system engineering, the methods of solving the problems are optimized and combined. Form a complete construction project cost service system. The research of the construction cost service system is focused on the accurate analysis of the current situation, grasp the current problems, so as to find a correct solution to the problem. This paper, by studying the construction cost service system established by the current situation, is different from the completely bold and innovative research, but based on reality, mainly improving, enriching and extending the contents of current system, mechanism, forming elements, etc. It has certain practical reference value.
