【摘要】：國(guó)家海洋博物館建設(shè)是海洋時(shí)代發(fā)展的客觀要求,對(duì)于保護(hù)海洋文化、培育海洋意識(shí)、增強(qiáng)國(guó)家海洋實(shí)力等具有重要的作用。國(guó)家海洋博物館包括收藏保護(hù)、展示教育、科學(xué)研究、交流傳播、休閑旅游等功能,其作用的實(shí)現(xiàn)要重視資源的整合、注重教育功能的發(fā)展、注重人才和產(chǎn)業(yè)導(dǎo)向等要求。在對(duì)投資項(xiàng)目綜合評(píng)價(jià)的內(nèi)涵、發(fā)展歷程、基本原則、主要內(nèi)容及評(píng)價(jià)步驟等項(xiàng)目綜合評(píng)價(jià)理論的構(gòu)成要素進(jìn)行論證的基礎(chǔ)上,對(duì)從項(xiàng)目建設(shè)方案、項(xiàng)目經(jīng)濟(jì)與環(huán)境影響、項(xiàng)目風(fēng)險(xiǎn)等方面國(guó)家海洋博物館建設(shè)項(xiàng)目進(jìn)行了綜合評(píng)價(jià)。首先,從建設(shè)背景、建設(shè)目標(biāo)、功能定位、建設(shè)原則與內(nèi)容等方面介紹了國(guó)家海洋博物館的詳細(xì)情況,明確了對(duì)其進(jìn)行項(xiàng)目綜合評(píng)價(jià)的必要性和價(jià)值所在；其次,在對(duì)國(guó)家海洋博物項(xiàng)目建設(shè)方案評(píng)價(jià)中,在確定建設(shè)規(guī)模并對(duì)建設(shè)方案的比較的基礎(chǔ)上,從建設(shè)方案整體、建設(shè)規(guī)劃、建設(shè)內(nèi)容三方面對(duì)其進(jìn)行了評(píng)價(jià)；再次,從項(xiàng)目投資管理、運(yùn)營(yíng)管理、環(huán)境影響及社會(huì)效應(yīng)等方面評(píng)價(jià)了國(guó)家海洋博物館建設(shè)項(xiàng)目的經(jīng)濟(jì)及環(huán)境影響；最后,從風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)程度分析及風(fēng)險(xiǎn)防范措施等方面對(duì)國(guó)家海洋博物館建設(shè)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行了評(píng)價(jià)。通過(guò)以上內(nèi)容的研究,有助于豐富項(xiàng)目管理研究領(lǐng)域,特別是專業(yè)性博物館建設(shè)項(xiàng)目管理的研究中項(xiàng)目綜合評(píng)價(jià)、項(xiàng)目風(fēng)險(xiǎn)構(gòu)成、項(xiàng)目風(fēng)險(xiǎn)來(lái)源分析、項(xiàng)目風(fēng)險(xiǎn)程度判定、項(xiàng)目風(fēng)險(xiǎn)防控體系建設(shè)、項(xiàng)目風(fēng)險(xiǎn)實(shí)施措施等內(nèi)容的探討,為項(xiàng)目風(fēng)險(xiǎn)管理領(lǐng)域提供更多的分析案例。本論文研究的風(fēng)險(xiǎn)管理及防范措施,對(duì)于指導(dǎo)國(guó)家海洋博物館項(xiàng)目的建設(shè)方案、項(xiàng)目實(shí)施,特別是構(gòu)建國(guó)家海洋博物館建設(shè)風(fēng)險(xiǎn)防控體系,有針對(duì)性的針對(duì)不同來(lái)源的風(fēng)險(xiǎn)制定有針對(duì)性的防范措施,提供相應(yīng)的參考依據(jù)。
[Abstract]:The construction of the National Oceanic Museum is the objective requirement of the development of the ocean age, which plays an important role in protecting the marine culture, cultivating the ocean consciousness and strengthening the national ocean strength. The National Oceanic Museum includes the functions of collection protection, display education, scientific research, communication and communication, leisure tourism and so on. The realization of its function should pay attention to the integration of resources, the development of educational function and the requirements of talent and industry orientation. Based on the argumentation of the connotation, development course, basic principles, main contents and evaluation steps of the comprehensive evaluation theory of the investment project, this paper discusses the project construction scheme, the economic and environmental impact of the project. Project risk and other aspects of the National Ocean Museum construction project comprehensive evaluation. First of all, from the construction background, construction objectives, functional positioning, construction principles and contents of the National Ocean Museum introduced the detailed situation, clear the necessity and value of comprehensive evaluation of the project; secondly, In the evaluation of the construction plan of the national marine heritage project, on the basis of determining the construction scale and comparing the construction plan, the author evaluates the construction plan from three aspects: the whole construction plan, the construction plan and the construction content. Thirdly, This paper evaluates the economic and environmental impact of the National Ocean Museum construction project from the aspects of project investment management, operation management, environmental impact and social effect. Risk degree analysis and risk prevention measures are used to evaluate the risk of the National Ocean Museum construction project. Through the research of the above contents, it is helpful to enrich the research field of project management, especially the comprehensive evaluation of the project, the composition of the project risk, the analysis of the source of the project risk, the determination of the degree of the project risk, especially in the research of the construction project management of the specialized museum. This paper discusses the construction of project risk prevention and control system, project risk implementation measures, and provides more analysis cases for project risk management field. The risk management and prevention measures studied in this paper can guide the construction plan and implementation of the National Oceanic Museum Project, especially the construction of the National Oceanic Museum Construction risk Prevention and Control system. Aiming at the risk from different sources, we can provide the corresponding reference basis.
