【摘要】：隨著城鎮(zhèn)化的發(fā)展,工程質(zhì)量問題日益突出。“百年大計,質(zhì)量第一”是建筑領(lǐng)域最響亮的口號之一,因工程質(zhì)量低劣,造成房屋倒塌、橋梁損毀并導(dǎo)致人身傷害的事故頻頻發(fā)生。這給國家實現(xiàn)社會和諧發(fā)展、保護(hù)人民人身財產(chǎn)安全造成嚴(yán)重阻礙。因此,建設(shè)工程質(zhì)量問題亟需解決,但目前建設(shè)工程發(fā)生質(zhì)量事故后,無法確定責(zé)任人,無從追究責(zé)任人的責(zé)任,給質(zhì)量責(zé)任落實追究造成困難。在此背景下,探索工程質(zhì)量責(zé)任落實追究新模式,構(gòu)建建設(shè)工程質(zhì)量責(zé)任終身追究機(jī)制,具有重要的現(xiàn)實意義。 本文內(nèi)容主要分為四部分。首先,介紹了建設(shè)工程質(zhì)量責(zé)任終身追究機(jī)制的概念和意義。然后分析了我國構(gòu)建實施建設(shè)工程質(zhì)量責(zé)任終身追究機(jī)制的必要性和可行性,并在對比國內(nèi)外工程質(zhì)量責(zé)任落實制度模式的基礎(chǔ)上,借鑒國外先進(jìn)經(jīng)驗,并結(jié)合我國實際情況,構(gòu)建建設(shè)工程質(zhì)量責(zé)任終身追究機(jī)制框架,從建設(shè)工程質(zhì)量的責(zé)任體系、終身負(fù)責(zé)范圍、追究程序方面進(jìn)行分析。接下來,從建設(shè)工程質(zhì)量責(zé)任信息平臺、工程擔(dān)保和責(zé)任保險體系以及管理措施等方面研究了建設(shè)工程質(zhì)量責(zé)任終身追究機(jī)制配套措施。最后,為落實工程質(zhì)量責(zé)任終身追究機(jī)制提出幾點建設(shè)性建議。
[Abstract]:With the development of urbanization, the problem of engineering quality is becoming more and more prominent. "quality first" is one of the loudest slogans in the field of construction. Because of the poor quality of construction, the collapse of houses, the destruction of bridges and the occurrence of personal injury frequently occur. This to the country realizes the social harmonious development, protects the people's personal property safety to cause the serious obstacle. Therefore, the construction project quality problem needs to be solved urgently, but after the construction project quality accident, cannot determine the responsible person, cannot investigate the responsible person's responsibility, causes the difficulty to carry out the quality responsibility investigation. Under this background, it is of great practical significance to explore a new mode of accountability for engineering quality responsibility and to construct a lifelong investigation mechanism for quality responsibility of construction projects. This paper is divided into four parts. First of all, the concept and significance of lifelong accountability mechanism of construction project quality responsibility are introduced. Then it analyzes the necessity and feasibility of constructing the lifelong investigation mechanism of construction project quality responsibility in our country, and on the basis of comparing the domestic and foreign models of the implementation system of project quality responsibility, draws lessons from foreign advanced experience, and combines with the actual situation of our country. The framework of lifelong investigation mechanism of construction project quality responsibility is constructed and analyzed from the aspects of construction project quality responsibility system lifetime responsibility scope and investigation procedure. Then, from the aspects of construction quality responsibility information platform, engineering guarantee and liability insurance system and management measures, this paper studies the supporting measures of lifelong investigation mechanism of construction project quality responsibility. Finally, some constructive suggestions are put forward to implement the lifelong investigation mechanism of engineering quality responsibility.
