【摘要】：“多規(guī)合一”作為新型城鎮(zhèn)化進程中具有中國特色的規(guī)劃管理實踐，正在逐步引起社會各界尤其是學術理論界的高度關注。根據(jù)城鎮(zhèn)化發(fā)展戰(zhàn)略的變化和規(guī)劃管理實踐的最新動態(tài)，本論文選取了以規(guī)劃整合模式研究為命題，以“多規(guī)合一”的實踐為實證基礎，以市場主導的城市運營為前提的跨專業(yè)綜合研究方向。 本論文圍繞“城市運營”和“規(guī)劃整合”兩條主線深入展開，“城市運營”是本論文研究的基礎和前提，“規(guī)劃整合”是本論文研究的目標和方向。鑒于“城市運營”同樣是產(chǎn)生于中國城鎮(zhèn)化進程中的創(chuàng)新型城市綜合開發(fā)運營實踐，論文以國內外典型的城市綜合開發(fā)與運營管理相關實踐案例分析為基礎，通過對歐美城市發(fā)展各種流派理論的演變梳理與國內城市發(fā)展和經(jīng)營理論的比較研究，嘗試總結出具有中國特色的“城市運營”實踐的理論根源和模式特征，并從廣東省汕頭市的創(chuàng)新型城市運營實踐中進行實證研究，，力求從城市運營的理論根源、模式特征和實證案例中，尋找基于“城市運營”模式特征的關聯(lián)規(guī)劃要素和規(guī)劃制約條件。 基于對中國特色的“城市運營”模式特征的基本認知并以此為假設前提，本課題在“規(guī)劃整合”的模式理論研究上重點針對中國現(xiàn)行城市管理體制下的“五規(guī)”（社會經(jīng)濟發(fā)展規(guī)劃、城市土地利用規(guī)劃、城市總體規(guī)劃、城市交通總體規(guī)劃、城市環(huán)境保護總體規(guī)劃）的規(guī)劃要素差異和整合方法開展研究，通過對歐美城市發(fā)展過程中眾多流派的城市規(guī)劃理論的演變進行比較研究，以及中國近年來以“多規(guī)合一”為主要內容的規(guī)劃整合實踐和理論研究成果的分析總結，本論文系統(tǒng)地提出了以新型城鎮(zhèn)化戰(zhàn)略為目標、以市場導向的城市運營模式為前提、以“五規(guī)合一”為核心的“四階段”規(guī)劃整合模式理論體系，分別在規(guī)劃整合的理念、方法論和執(zhí)行操作層面，明確了戰(zhàn)略發(fā)展概念規(guī)劃和控制性詳細規(guī)劃的組織編制模式，以及規(guī)劃整合價值后評價模式等一系列流程、方法和理論，形成了具有理論創(chuàng)新價值和實踐指導意義的規(guī)劃整合模式理論體系。
[Abstract]:As a planning and management practice with Chinese characteristics in the process of new urbanization, "the integration of multiple planning and planning" is gradually attracting great attention from all walks of life, especially academic and theoretical circles.According to the change of urbanization development strategy and the latest development of planning management practice, this paper chooses the research of planning integration model as a proposition, and takes the practice of "integration of multiple rules" as the empirical basis.Market-led urban operation as the premise of cross-professional comprehensive research direction.This paper focuses on the two main lines of "urban operation" and "planning integration". "Urban operation" is the foundation and premise of this paper, and "planning integration" is the goal and direction of this paper.In view of the fact that "urban operation" is also an innovative urban comprehensive development and operation practice arising from the process of urbanization in China, this paper is based on the case study of typical domestic and foreign urban comprehensive development and operation management practices.Through the comparative study of the evolution of various schools of urban development in Europe and the United States and the theory of urban development and management in China, this paper tries to summarize the theoretical roots and mode characteristics of the practice of "urban operation" with Chinese characteristics.From the practice of innovative city operation in Shantou City of Guangdong Province, this paper tries to make an empirical study on the theoretical origin, mode characteristics and empirical cases of urban operation.To find the relevant planning elements and planning constraints based on the characteristics of "urban operation" mode.Based on the basic cognition of the characteristics of the "urban operation" mode with Chinese characteristics, and based on this assumption,This topic focuses on the "five rules" (social and economic development planning, urban land use planning, urban master planning, urban transportation master planning) under the current urban management system in China.The differences of planning elements and integrated methods of urban environmental protection master planning are studied, and the evolution of urban planning theories of many schools in the process of urban development in Europe and America is compared.As well as the analysis and summary of planning integration practice and theoretical research results in China in recent years, this paper systematically puts forward the new urbanization strategy as the goal and the market oriented urban operation model as the premise.The theoretical system of "four-stage" planning integration model with "five rules in one" as the core, defines the organizational model of strategic development conceptual planning and controlling detailed planning at the level of planning integration concept, methodology and execution operation respectively.A series of processes, methods and theories, such as the post-evaluation model of planning integration value, have formed a theoretical system of planning integration model with theoretical innovation value and practical guidance significance.
