澳大利亞水敏感城市設(shè)計及啟示研究

【摘要】:城市可持續(xù)雨水系統(tǒng)已經(jīng)成為當(dāng)今城市可持續(xù)發(fā)展的主流。由于城市化和全球氣候變化,很多國家和地區(qū)面臨水資源短缺、水污染嚴(yán)重、水生態(tài)惡化的問題。而雨水作為一種可利用資源得到全球的廣泛共識,很多國家致力于開發(fā)和研究雨水收集及再利用,并取得了較為成熟的經(jīng)驗。其中,澳大利亞水敏感城市設(shè)計(WaterSensitive Urban Design,以下簡稱WSUD)不僅在緩解城市用水壓力、降低水污染并維持水生態(tài)平衡方面卓有成效;最重要的是,WSUD系統(tǒng)地將雨洪管理和城市設(shè)計相結(jié)合并達(dá)到優(yōu)化。WSUD作為跨學(xué)科的新興領(lǐng)域(涉及水資源管理、水文和水利工程、水文生態(tài)、景觀設(shè)計、城市規(guī)劃、環(huán)境科學(xué)等學(xué)科)[1],將為城市的可持續(xù)發(fā)展做出巨大貢獻(xiàn)。 我國的可持續(xù)雨洪管理研究相對滯后,上世紀(jì)80年代才開始在北京進(jìn)行徑流污染的相關(guān)研究,隨后廣州、深圳、上海等其他大城市也逐漸開展起來。隨著城市水問題的日趨嚴(yán)峻,很多城市和地區(qū)面臨嚴(yán)峻的城市水問題。加之,暴雨侵襲又屢屢發(fā)生,很多城市甚至出現(xiàn)了雨后“看!钡木跋螅o日常生活造成了極大的不便,威脅人身財產(chǎn)安全,,并嚴(yán)重影響了經(jīng)濟(jì)發(fā)展。 澳大利亞WSUD作為成功經(jīng)驗,值得我們借鑒和學(xué)習(xí)。但國內(nèi)對WSUD的相關(guān)研究在內(nèi)容上主要停留在局部探討,缺乏結(jié)構(gòu)清晰、內(nèi)容全面的整體認(rèn)識。要把澳大利亞WSUD作為我們學(xué)習(xí)借鑒的對象,有必要對其相關(guān)內(nèi)容進(jìn)行深入的梳理和研究,并在此基礎(chǔ)上結(jié)合我國國情,提出適合我國WSUD的應(yīng)用啟示。 本文以澳大利亞WSUD作為研究對象,在對一系列的學(xué)術(shù)研究的總結(jié)和歸納的基礎(chǔ)上進(jìn)行研究。對澳大利亞WSUD進(jìn)行總結(jié)與分析,并結(jié)合我國國情,得出對我國WSUD的應(yīng)用啟示。在內(nèi)容上主要分為五部分: 第一部分為緒論。提出了課題研究的背景、內(nèi)容、方法和論文框架。 第二部分為WSUD的基本概念。闡述了WSUD的源起與發(fā)展、內(nèi)涵、基本原則和目標(biāo)。 第三部分為WSUD的方案制定。簡要總結(jié)了WSUD的方案制定過程,并分別對WSUD目標(biāo)確定、最佳規(guī)劃實踐、最佳管理實踐、方案評估進(jìn)行了總結(jié)和分析。 第四部分為WSUD的典型案例。對WSUD經(jīng)典案例進(jìn)行剖析。 第五部分為WSUD的應(yīng)用啟示。結(jié)合我國現(xiàn)狀,提出對我國WSUD的應(yīng)用啟示。
[Abstract]:Urban sustainable Rain Water system has become the mainstream of urban sustainable development. Due to urbanization and global climate change, many countries and regions face water shortage and serious water pollution. The problem of the deterioration of water ecology. Rain Water, as a kind of available resources, has been widely recognized in the world. Many countries have devoted themselves to developing and studying the collection and reuse of Rain Water, and have gained more mature experience. Water sensitive Urban Design (WSUD) in Australia is not only effective in reducing water pressure, reducing water pollution and maintaining ecological balance of water; The most important thing is that WSUD systematically combines rain and flood management with urban design and optimizes .WSUD as an interdisciplinary emerging area (involving water resources management, hydrology and water engineering, hydrology and ecology, landscape design, urban planning, etc.). Environmental science and other disciplines [1], will make a great contribution to the sustainable development of cities. The study of sustainable rain and flood management in China lags behind. It was only in the 1980s that the research on runoff pollution began in Beijing. Subsequently, Guangzhou, Shenzhen, Shanghai and other big cities are also gradually developing. With the increasingly serious urban water problem, many cities and regions are facing severe urban water problems. In addition, heavy rain attacks occur again and again. Many cities even "see the sea" after the rain, causing great inconvenience to daily life, threatening the safety of life and property, and seriously affecting the economic development. As a successful experience, WSUD in Australia is worthy of our reference and study. However, the domestic research on WSUD mainly focuses on local discussion, lacking of clear structure. In order to take Australian WSUD as the object of our study and reference, it is necessary to comb and study the relevant contents in depth, and on this basis, combined with the national conditions of our country, put forward the application enlightenment suitable for our country WSUD. This paper takes Australia WSUD as the research object, on the basis of summarizing and summarizing a series of academic research, summarizes and analyzes the Australian WSUD, and combines with the national conditions of our country. The main content of this paper is divided into five parts:. The first part is the introduction. It puts forward the background, content, method and framework of the research. The second part is the basic concept of WSUD. It expounds the origin and development, connotation, basic principles and objectives of WSUD. The third part is the formulation of WSUD scheme. It summarizes the process of WSUD scheme making, and summarizes and analyzes WSUD goal determination, best planning practice, best management practice and scheme evaluation respectively. The fourth part is the typical case of WSUD. Analyze the classic case of WSUD. The fifth part is the apocalypse of the application of WSUD. According to the present situation of our country, it puts forward the application enlightenment to our country WSUD.
