【摘要】：經(jīng)歷了幾十年的高速發(fā)展，我國(guó)的城市建設(shè)開(kāi)始趨于理性，，城市轉(zhuǎn)入內(nèi)涵發(fā)展階段，由原先的重“量”發(fā)展轉(zhuǎn)向重“質(zhì)”的發(fā)展，開(kāi)始反思城市建設(shè)的成效。總體規(guī)劃不再是專注于物質(zhì)空間設(shè)計(jì)的技術(shù)藍(lán)圖，而是協(xié)調(diào)各方發(fā)展需求、調(diào)配城市空間資源的公共政策，其公共政策屬性得到越來(lái)越多的認(rèn)同。但目前的總體規(guī)劃實(shí)施評(píng)估實(shí)踐更多地立足技術(shù)層面，對(duì)總體規(guī)劃實(shí)施情況進(jìn)行總結(jié)和評(píng)價(jià)，在很大程度上忽視了總體規(guī)劃的公共政策屬性。這種評(píng)估的結(jié)果并不能真正反映總體規(guī)劃在城市發(fā)展與建設(shè)中的地位、作用和內(nèi)涵。本文以總體規(guī)劃的公共政策屬性為導(dǎo)向，嘗試構(gòu)建一套包括方案評(píng)估、過(guò)程評(píng)估和實(shí)施評(píng)估的針對(duì)總體規(guī)劃全過(guò)程的評(píng)估體系。 首先，在吸收和借鑒西方公共政策評(píng)估的理論和實(shí)踐基礎(chǔ)上，梳理了城市規(guī)劃理論的發(fā)展與規(guī)劃評(píng)估實(shí)踐的過(guò)程和階段，總結(jié)了國(guó)內(nèi)規(guī)劃評(píng)估理論探索和實(shí)踐的發(fā)展。其次，通過(guò)總體規(guī)劃公共政策屬性的解讀，指出了目前總體規(guī)劃編制和管理實(shí)踐的“公共性”和“政策性”轉(zhuǎn)向，和總體規(guī)劃實(shí)施評(píng)估中存在的問(wèn)題，認(rèn)為目前我國(guó)規(guī)劃評(píng)估參與主體的公眾性不足、評(píng)估內(nèi)容的公共政策屬性體現(xiàn)不足。第三，基于公共政策屬性，論文建構(gòu)了以公共政策屬性為導(dǎo)向的總體規(guī)劃實(shí)施評(píng)估體系，并針對(duì)方案評(píng)估、實(shí)施過(guò)程評(píng)估和實(shí)施效果評(píng)估分別建立了評(píng)估指標(biāo)體系。最后，論文選取無(wú)錫市總體規(guī)劃實(shí)施評(píng)估實(shí)踐，分析其實(shí)施評(píng)估方案中的不足，結(jié)合本文所構(gòu)建的評(píng)估體系提出了相應(yīng)的優(yōu)化建議。
[Abstract]:After decades of rapid development, the urban construction in our country began to be rational, and the city turned to the stage of intension development, from the development of "quantity" to the development of "quality". Starting to reflect on the effectiveness of urban construction. The master plan is no longer a technical blueprint focused on material space design, but a public policy to coordinate the development needs of all parties and allocate urban space resources. Its public policy attributes are more and more recognized. However, the current practice of overall planning implementation evaluation is based more on the technical level, and summarizes and evaluates the implementation of the overall plan. To a great extent, the public policy attribute of master plan is neglected. The result of this kind of evaluation can not really reflect the position, function and connotation of master plan in urban development and construction. This paper is guided by the public policy attribute of master plan. This paper attempts to construct an evaluation system for the whole process of overall planning, including scheme evaluation, process evaluation and implementation evaluation. Firstly, on the basis of absorbing and drawing lessons from the theory and practice of western public policy evaluation, this paper combs the development of urban planning theory and the process and stage of planning evaluation practice, summarizes the development of domestic planning evaluation theory and practice. Through the interpretation of the attributes of the general planning public policy, the paper points out the "public" and "policy" turn of the overall planning and management practice, and the problems existing in the evaluation of the overall planning implementation. The author thinks that the public nature of the participants in the planning evaluation is insufficient, and the public policy attribute of the evaluation content is insufficient. Thirdly, based on the public policy attribute, the paper constructs the evaluation system of the overall planning implementation oriented by the public policy attribute. Finally, the paper selects Wuxi City master plan implementation evaluation practice, analyzes the shortcomings of its implementation evaluation scheme. Combined with the evaluation system constructed in this paper, the corresponding optimization suggestions are put forward.
