基于居住環(huán)境滿意度評價的廣州珠江新城居住容積率研究

【摘要】:控制性詳細(xì)規(guī)劃作為平衡城市發(fā)展過程中各個集團(tuán)利益關(guān)系的重要工具,在我國城市土地開發(fā)建設(shè)過程起著至關(guān)重要的作用。而控規(guī)中容積率指標(biāo)作為土地價值的標(biāo)尺,自然受到各個方面的關(guān)注。但目前我國以容積率為核心的控規(guī)指標(biāo)體系卻不斷遭到限制城市經(jīng)濟(jì)發(fā)展的質(zhì)疑,欠缺科學(xué)性的確定方法導(dǎo)致其不斷遭到市場的挑戰(zhàn),而對使用者切身訴求認(rèn)識的缺失又使容積率“公眾利益”衛(wèi)士的角色遭到“不接地氣”的詬病。 基于這一系列問題,本文以平均居住容積率遠(yuǎn)高于廣州其他地區(qū)的珠江新城為研究對象,首先分析其居住用地規(guī)劃及建設(shè)情況,繼而通過對專家與居民的調(diào)查,運(yùn)用層次分析法建立針對珠江新城特點(diǎn)的居住環(huán)境滿意度評價體系,而后抽取九個居住小區(qū)進(jìn)行研究,使用模糊綜合評價以及相關(guān)性分析等方法對滿意度評價因素、居民綜合滿意程度以及容積率與滿意度間關(guān)系進(jìn)行分析,結(jié)果顯示珠江新城居民對于居住環(huán)境的滿意度高低程度與容積率大小基本上不存在直接的相關(guān)性。 基于以上研究結(jié)果,對目前我國城市CBD地區(qū)容積率指標(biāo)確定以及管理的合理性進(jìn)行探討。與美國區(qū)劃一脈相承的我國控規(guī)體系同樣以維護(hù)公眾利益作為最為根本的目標(biāo),但在實(shí)際的操作中卻屢遭困境,尤其是對于容積率指標(biāo)的剛性控制,,飽受“限制城市經(jīng)濟(jì)發(fā)展”的質(zhì)疑,還滋生了規(guī)劃部門的腐敗。基于此,提出針對于容積率確定與管理改善的建議,以更加有效地維護(hù)城市CBD地區(qū)的公眾利益。
[Abstract]:As an important tool to balance the interests of various groups in the process of urban development, controlling detailed planning plays an important role in the process of urban land development and construction in China. Naturally, it is concerned by all aspects. However, at present, the control and planning index system with the volume rate as the core in our country is constantly questioned by restricting the development of urban economy, and the lack of scientific determination method leads to its constant challenge from the market. And the lack of awareness of the user's personal appeal makes the role of the "public interest" guardian of the "public interest" to be criticized by the "inapproachable". Based on this series of problems, this paper takes the Pearl River New Town, where the average residential area rate is much higher than other parts of Guangzhou, as the research object. Firstly, it analyzes the planning and construction of its residential land, and then through the investigation of experts and residents. Using AHP to establish the satisfaction evaluation system of residential environment according to the characteristics of Pearl River New City, and then selecting nine residential areas for research, using fuzzy comprehensive evaluation and correlation analysis to evaluate the factors of satisfaction. The results show that there is no direct correlation between the degree of satisfaction and the volume rate of residents' living environment in Zhujiang New City. Based on the above research results, this paper discusses the rationality of the determination and management of the volume rate index in the urban CBD area of China. The most fundamental goal of China's control and regulation system is to safeguard the public interest, which is similar to that of the United States regionalization. In practice, however, there have been repeated difficulties, especially with regard to the rigid control of the volume ratio index, which has been questioned by "restricting the development of the urban economy", and which has led to corruption in the planning sector. In order to protect the public interests of urban CBD area more effectively, the paper puts forward some suggestions for the determination and management improvement of volume ratio.
