【摘要】：隨著我國房地產(chǎn)的發(fā)展,房地產(chǎn)企業(yè)從早期的資源依賴發(fā)展模式的起步階段,經(jīng)過規(guī)模發(fā)展模式的擴(kuò)張階段,現(xiàn)步入精細(xì)化管理發(fā)展模式階段。近些年伴隨房?jī)r(jià)的突飛猛進(jìn)影響到民生工程,國家加大對(duì)房地產(chǎn)行業(yè)的調(diào)控,房地產(chǎn)企業(yè)面臨越來越激烈的競(jìng)爭(zhēng),因此項(xiàng)目工程質(zhì)量的管理能力成為企業(yè)的核心競(jìng)爭(zhēng)力。本文首先對(duì)于房地產(chǎn)企業(yè)項(xiàng)目工程管理的文獻(xiàn)進(jìn)行綜述,分析目前項(xiàng)目工程質(zhì)量管理尤其是房地產(chǎn)企業(yè)視角下的項(xiàng)目工程質(zhì)量管理的研究現(xiàn)狀,然后深入分析房地產(chǎn)項(xiàng)目開發(fā)過程中面臨現(xiàn)實(shí)環(huán)境和深層的原因分析,總結(jié)出項(xiàng)目工程質(zhì)量管理遇到四大挑戰(zhàn),即市場(chǎng)化帶來的挑戰(zhàn)、項(xiàng)目快速開發(fā)帶來的挑戰(zhàn)、項(xiàng)目多方參與帶來利益博弈的挑戰(zhàn)和項(xiàng)目實(shí)施過程中操作層缺乏技術(shù)與技能培訓(xùn)的挑戰(zhàn)。基于房地產(chǎn)企業(yè)的項(xiàng)目管理視角,面對(duì)挑戰(zhàn),筆者提出五個(gè)應(yīng)對(duì)策略或原則:系統(tǒng)整合原則、主動(dòng)控制原則、強(qiáng)制約束原則、利益平衡原則和可操作性原則。在考慮五個(gè)原則的框架下,結(jié)合房地產(chǎn)企業(yè)的項(xiàng)目管理實(shí)際,提供了項(xiàng)目工程質(zhì)量的技術(shù)管控和程序管控的管理規(guī)劃,重點(diǎn)展開如下管控設(shè)置與要求:1.明確項(xiàng)目配置標(biāo)準(zhǔn)與量化的質(zhì)量標(biāo)準(zhǔn),以期統(tǒng)一項(xiàng)目各參與方的對(duì)質(zhì)量目標(biāo)的認(rèn)識(shí);2.設(shè)置圖紙深化設(shè)計(jì)與技術(shù)方案管控,解決項(xiàng)目快速化開發(fā)和圖紙深度細(xì)度不足的問題;3.強(qiáng)化工序固化與停工待檢的管控流程,確保施工過程中工序的安排合理與有序,避免工序質(zhì)量不達(dá)標(biāo)造成的隱患;4.設(shè)置樣品送審與樣板帶路的管控流程,在大面展開施工前,形象化和具體化的質(zhì)量控制標(biāo)準(zhǔn);5.建立工程實(shí)體的實(shí)測(cè)實(shí)量與驗(yàn)收的管控流程,實(shí)現(xiàn)項(xiàng)目工程質(zhì)量管理的過程跟蹤與檢測(cè),掌控對(duì)項(xiàng)目工程質(zhì)量管理成果的把關(guān)。結(jié)合筆者GLS項(xiàng)目的具體實(shí)踐,展示了項(xiàng)目工程質(zhì)量的管理規(guī)劃的應(yīng)用,實(shí)現(xiàn)了項(xiàng)目工程質(zhì)量管理的制度化、流程化和標(biāo)準(zhǔn)化操作,通過項(xiàng)目后評(píng)價(jià)顯示項(xiàng)目工程質(zhì)量得到明顯的改善與提高,項(xiàng)目操作實(shí)踐為同類企業(yè)提供了參考和借鑒。
[Abstract]:With the development of real estate in our country, the real estate enterprises begin from the early development model of resource dependence, through the expansion stage of scale development model. In recent years, with the rapid development of housing prices affecting people's livelihood projects, the state has increased the regulation of the real estate industry, real estate enterprises are facing more and more fierce competition. Therefore, the management ability of project quality has become the core competitiveness of enterprises. Firstly, this paper summarizes the literature of project engineering management in real estate enterprises. This paper analyzes the current research status of project engineering quality management, especially from the perspective of real estate enterprises, and then deeply analyzes the realistic environment and deep reasons in the process of real estate project development. It is concluded that the project quality management faces four major challenges, namely, the challenges brought by the marketization and the challenges brought by the rapid development of the project. Project multi-participation brings the challenge of benefit game and the lack of technical and skill training in the process of project implementation. Based on the project management perspective of the real estate enterprise, facing the challenge. The author puts forward five coping strategies or principles: system integration principle, active control principle, compulsory restraint principle, benefit balance principle and maneuverability principle. It provides the management planning of technical control and program control for project quality, with emphasis on the following control settings and requirements: 1. Make clear the project configuration standards and quantitative quality standards, In order to unify the understanding of the quality objectives of the participants of the project 2. Set up drawings to deepen the design and control of technical schemes, solve the problems of rapid development of the project and insufficient fineness of the drawing depth. 3. Strengthen the process of control and control of the process solidification and stoppage for inspection, Ensure the arrangement of working procedure is reasonable and orderly in the construction process, avoid the hidden trouble caused by the substandard quality of working procedure. 4. Set up the control flow of sample submission and sample lead, before the construction is carried out on a large scale, Visual and concrete quality control standard 5. Establish the control flow of actual measurement and acceptance of engineering entity, and realize the process tracking and testing of project quality management. Control over the control of project quality management results. Combined with the author's specific practice of GLS project, the application of project quality management planning is demonstrated, and the institutionalization, flowsheet and standardization of project quality management are realized. The post-project evaluation shows that the project quality has been improved and improved obviously. The project operation practice provides reference and reference for the similar enterprises.
