海南旅游度假區(qū)選址規(guī)劃管理研究

【摘要】:2009年12月,作為我國發(fā)展旅游業(yè)的重要舉措,國務(wù)院將打造海南國際旅游島立為國策。一時間,各類開發(fā)企業(yè)和游客涌向海南島,短短幾年海南成立了數(shù)十家旅游度假開發(fā)區(qū),但隨著美國房地產(chǎn)泡沫引發(fā)的國際金融危機(jī)對世界及我國經(jīng)濟(jì)影響的進(jìn)一步加深,房地產(chǎn)和旅游項目的融資受到了國家調(diào)控政策的嚴(yán)格限制,,使一度熱情高漲的旅游度假區(qū)開發(fā)、旅游房地產(chǎn)開發(fā)陷入困境。 通過對海南當(dāng)前旅游度假區(qū)規(guī)劃建設(shè)情況進(jìn)行調(diào)查,筆者發(fā)現(xiàn)海南的旅游度假區(qū)的設(shè)立存在較大的隨意性,旅游度假區(qū)的審批管理程序模糊不清,省級旅游主管部門爭奪旅游度假區(qū)的控規(guī)編制和審批權(quán)力,地方政府為了土地財政借用旅游發(fā)展規(guī)劃自行設(shè)立、自行審批旅游度假區(qū),因此旅游度假區(qū)的開發(fā)存在與城鄉(xiāng)總體規(guī)劃、土地利用總體規(guī)劃相脫節(jié)、相矛盾的情況。市縣政府各自為政割裂了全省旅游發(fā)展一盤棋的局面,有的地方政府罔顧旅游資源可開發(fā)利用的條件,將有限的城鎮(zhèn)建設(shè)資金無計劃地投到旅游度假區(qū)的建設(shè)當(dāng)中,嚴(yán)重影響了城鎮(zhèn)建設(shè)的健康發(fā)展。而不少旅游度假區(qū)表面是在開發(fā)旅游項目,實質(zhì)上是在變相搞房地產(chǎn)開發(fā),由于旅游度假區(qū)與居住區(qū)規(guī)劃功能的不匹配,旅游度假區(qū)開發(fā)性質(zhì)的變更給開發(fā)項目帶來了災(zāi)難性的后果,嚴(yán)重影響了海南建設(shè)國際旅游島國家政策的實施效果。 筆者認(rèn)為此中關(guān)鍵的問題在于海南缺乏對市縣旅游度假區(qū)的選址審批進(jìn)行有效的管理,對旅游度假區(qū)的總體布局缺乏有效的控制,因此十分有必要對海南旅游度假區(qū)的選址審批提出嚴(yán)格的管控要求,規(guī)范旅游度假區(qū)的設(shè)立問題,希望通過此項研究給海南建設(shè)國際旅游島提供一些理論支持,引導(dǎo)旅游度假區(qū)健康發(fā)展。
[Abstract]:In December 2009, as an important measure to develop tourism in China, the State Council made it a national policy to build an international tourism island in Hainan. In a short period of time, all kinds of development enterprises and tourists flocked to Hainan Island, and in just a few years, dozens of tourist vacation development zones were set up in Hainan. However, with the further deepening of the impact of the international financial crisis caused by the real estate bubble in the United States on the world and China's economy, the financing of real estate and tourism projects has been severely restricted by the state's regulatory policies. Once the enthusiasm of tourism resorts development, tourism real estate development into difficulties. By investigating the current planning and construction of Hainan tourist resorts, the author finds that the establishment of Hainan tourist resorts is arbitrary, and the approval and management procedures of tourist resorts are vague. The provincial tourism departments shall compete for the control and approval power of the tourist resorts, and the local governments shall set up their own tourist resorts for the purpose of land finance borrowing and tourism development planning, and examine and approve the tourist resorts by themselves. Therefore, the development of tourist resorts is in contradiction with the overall planning of urban and rural areas and the overall planning of land use. The municipal and county governments have severed the situation of tourism development in the whole province. Some local governments, ignoring the conditions under which tourism resources can be exploited and utilized, have invested their limited urban construction funds unplanned into the construction of tourist resorts. It has seriously affected the healthy development of urban construction. However, many tourist resorts are developing tourism projects on the surface, but in fact they are engaged in real estate development in disguised form. Because of the mismatch between the planning functions of tourist resorts and residential areas, The changes in the development nature of tourist resorts have brought disastrous consequences to the development projects and have seriously affected the implementation effect of the national policy of building an international tourism island in Hainan. The author believes that the key problem lies in Hainan's lack of effective management of the location approval of tourist resorts in cities and counties, and the lack of effective control over the overall layout of tourist resorts. Therefore, it is necessary to put forward strict control requirements for the location approval of Hainan tourist resorts, standardize the establishment of tourist resorts, and hope to provide some theoretical support for Hainan to build an international tourist island through this study. Guide the healthy development of tourist resorts.
