廣州市保障房住區(qū)公共服務(wù)設(shè)施供需特征研究

【摘要】:保障性住房建設(shè)是我國(guó)政府用于調(diào)節(jié)商品住房市場(chǎng)、緩解住房問(wèn)題、調(diào)節(jié)資源分配,最終體現(xiàn)社會(huì)公平的重要舉措。近年隨著我國(guó)、特別是大中城市保障房建設(shè)速度的加快,其關(guān)注點(diǎn)逐漸從目標(biāo)“量”的完成轉(zhuǎn)向“質(zhì)”的完善,對(duì)其規(guī)劃建設(shè)質(zhì)量的探討不斷增多。保障房住區(qū)作為保障性住房和居民物質(zhì)生活系統(tǒng)的載體,其建設(shè)和管理質(zhì)量直接影響居民的生活質(zhì)量,其中,公共服務(wù)設(shè)施作為住區(qū)物質(zhì)系統(tǒng)的重要構(gòu)成,,承擔(dān)著維持居民正常生活的重要責(zé)任,其供給的合理性是保障房建設(shè)“質(zhì)”的保證。 公共設(shè)施供給包括投資、配套和運(yùn)營(yíng)三個(gè)環(huán)節(jié),涉及設(shè)施配套和供給模式兩大內(nèi)容。從資源合理配置的角度,基于保障房住區(qū)政策性、福利性和居民社會(huì)經(jīng)濟(jì)弱勢(shì)等特征,保障房住區(qū)公共服務(wù)設(shè)施的供給較一般商品房住區(qū)具有顯著的差異性,體現(xiàn)在規(guī)劃環(huán)節(jié)的設(shè)施配套(項(xiàng)目、規(guī)模)、供給主體和供給方式等方面。 本文以住區(qū)公共服務(wù)設(shè)施供給的相關(guān)理論為基礎(chǔ),以廣州市保障房住區(qū)公共服務(wù)設(shè)施為研究對(duì)象,通過(guò)梳理廣州市歷年保障房住區(qū)居民構(gòu)成、規(guī)模和區(qū)位特征,選取八個(gè)住區(qū)作為實(shí)證研究對(duì)象,重點(diǎn)研究設(shè)施的“配套”和“運(yùn)營(yíng)”兩個(gè)環(huán)節(jié)。從設(shè)施分類和住區(qū)分類兩個(gè)研究角度切入,結(jié)合自上而下的設(shè)施現(xiàn)狀供給特征和自下而上的居民需求反饋,用量化比較的方法,明晰各類、各項(xiàng)設(shè)施的供需特征和供需差異,尋找現(xiàn)狀問(wèn)題和特征的形成機(jī)制。最終根據(jù)以上分析,從滿足居民需求、設(shè)施規(guī)劃合理性和設(shè)施管理有效性三個(gè)方面提出今后廣州市保障房住區(qū)公共服務(wù)設(shè)施的總體供給思路和各類保障房住區(qū)的差異化供給思路,同時(shí)提出保障房住區(qū)公共服務(wù)設(shè)施總體配套調(diào)整建議和各類保障房彈性調(diào)整建議,并基于設(shè)施的供給現(xiàn)狀和公共產(chǎn)品屬性提出設(shè)施的供給模式調(diào)整建議。本文結(jié)論可為今后保障房住區(qū)公共服務(wù)設(shè)施的有效供給提供參考。
[Abstract]:The construction of affordable housing is an important measure used by our government to regulate the commodity housing market, alleviate the housing problem, regulate the allocation of resources, and finally embody social fairness. In recent years, with the acceleration of the construction speed of indemnificatory apartment, a large and medium-sized city in China, Its focus has gradually shifted from the completion of the target "quantity" to the improvement of "quality", and the discussion on the quality of its planning and construction has been increasing. Indemnificatory apartment residential area as a carrier of affordable housing and the material life system of residents, The quality of construction and management has a direct impact on the quality of life of the residents. Among them, as an important component of the material system of residential areas, public service facilities bear the important responsibility of maintaining the normal life of the residents. The rationality of its supply is the guarantee of indemnificatory apartment's construction "quality". The supply of public facilities consists of three links: investment, matching and operation, which involve two major contents: supporting facilities and modes of supply. From the point of view of rational allocation of resources, it is based on the characteristics of indemnificatory apartment's residential area policy, welfare and the social and economic weakness of the residents. The supply of public service facilities in indemnificatory apartment residential area is different from that in general commercial residential area, which is reflected in the supporting facilities of planning link (project, scale, supply main body and supply mode). Based on the relevant theories of the supply of public service facilities in residential areas, this paper takes the public service facilities of indemnificatory apartment residential district in Guangzhou as the research object, and combs the composition, scale and location characteristics of the residents in the residential areas of indemnificatory apartment in Guangzhou over the years. Eight residential areas are selected as the empirical research object, focusing on the "matching" and "operation" of the facilities. From the point of view of the classification of facilities and the classification of residential areas, Combining the supply characteristics of top-down facilities and the bottom-up feedback of residents' demand, and using the method of quantitative comparison, the characteristics of supply and demand and the differences between supply and demand of all kinds of facilities are clarified. Finally, according to the above analysis, according to the above analysis, from meeting the needs of the residents, The rationality of facilities planning and the effectiveness of facilities management are put forward in the following three aspects: the overall supply of public service facilities in indemnificatory apartment residential area of Guangzhou and the differentiated supply ideas of all kinds of indemnificatory apartment residential areas in the future. At the same time, he put forward suggestions for the overall adjustment of public service facilities in indemnificatory apartment's residential areas and flexible adjustment proposals for all types of indemnificatory apartment. Based on the present situation of the supply of facilities and the attributes of public goods, the paper puts forward some suggestions for the adjustment of the supply mode of facilities. The conclusion of this paper can provide a reference for the effective supply of public service facilities in indemnificatory apartment residential area in the future.
