【摘要】：隨著社會(huì)和市場(chǎng)經(jīng)濟(jì)的深入發(fā)展，城市建設(shè)不斷地開展，市政工程在城市建筑業(yè)中發(fā)揮著中心的作用，同時(shí)市政工程建設(shè)對(duì)于城市功能的基礎(chǔ)設(shè)施的完善、人們生活水平的提高、圍繞城市經(jīng)濟(jì)、帶動(dòng)周邊商業(yè)發(fā)展和進(jìn)城務(wù)工人員的就業(yè)有著重要的作用。在市場(chǎng)經(jīng)濟(jì)中，市政工程的建設(shè)逐步向多樣化、多元化發(fā)展，但由于國內(nèi)市政建設(shè)市場(chǎng)現(xiàn)在是“僧多粥少”的情況下，竟?fàn)幒芗ち�，�?dāng)?shù)卣叩淖儎?dòng)，國內(nèi)外大型工程施工總承包提供貨商的進(jìn)入，國外先進(jìn)思想的引進(jìn)不斷完善國內(nèi)招投標(biāo)制度，無疑使這種竟?fàn)幉粩嗉觿　Ｊ姓こ探ㄔO(shè)的激烈竟?fàn)�，主要表現(xiàn)工程項(xiàng)目的竟?fàn)�。這些工程項(xiàng)目一般都是通過招標(biāo)確定施工企業(yè)，企業(yè)能否中標(biāo)主要在于企業(yè)是否能為社會(huì)提供高品質(zhì)、工期短、成本低的市政工程產(chǎn)品。市政工程施工企業(yè)在項(xiàng)目中標(biāo)，收到施工任務(wù)時(shí)，該工程項(xiàng)目的價(jià)格是確定的，，這就要求施工企業(yè)必須在規(guī)定工期內(nèi)，保證質(zhì)量合格的前提下完成工程項(xiàng)目，并且要求企業(yè)通過成本管理提高市政工程項(xiàng)目的經(jīng)濟(jì)效益。然而企業(yè)要滿足可持續(xù)發(fā)展的關(guān)鍵是實(shí)現(xiàn)利潤(rùn)最大化，降低成本，所以市政工程施工企業(yè)在項(xiàng)目施工過程中，要堅(jiān)持以成本管理為核心，向成本要效益，是實(shí)現(xiàn)利潤(rùn)最有效、最根本的辦法。采用現(xiàn)代化的管理方法和手段，加強(qiáng)工程項(xiàng)目的成本管理，以人為本、降低消耗、提高效率，追求最佳經(jīng)濟(jì)效益，是工程項(xiàng)目成本管理勢(shì)在必行趨勢(shì)。因此市政工程施工項(xiàng)目的成本控制與管理也成為市政工程項(xiàng)目管理的主要內(nèi)容。 市政工程施工項(xiàng)目的成本控制是一項(xiàng)系統(tǒng)化的工作，工作涉及招投標(biāo)、施工準(zhǔn)備、施工階段和隨后的竣工驗(yàn)收階段，為了達(dá)到控制成本的目的，我們必須要進(jìn)行全面的成本管理。市政建設(shè)工程成本控制與管理，對(duì)降低施工成本、增加利潤(rùn)空間，獲得更多的市場(chǎng)起著重要的作用，并且它還是企業(yè)管理改革、建立現(xiàn)代管理制度的重要組成部分。然而，由于人們的思想觀念的限制和在市政工程建設(shè)施工現(xiàn)場(chǎng)的科學(xué)管理水平的實(shí)際應(yīng)用中，工程項(xiàng)目的成本控制存在很多的問題。因此，市政工程施工企業(yè)對(duì)于如何進(jìn)行有效的成本控制一直是非常關(guān)注，也是許多專家學(xué)者探討的熱點(diǎn)話題。 論文首先通過國內(nèi)外項(xiàng)目成本管理研究的動(dòng)態(tài)介紹了市政工程施工項(xiàng)目成本控制的理論基礎(chǔ)，分析了市政工程施工項(xiàng)目的特點(diǎn)并淺談了影響市政工程施工項(xiàng)目成本的主要因素，了解了當(dāng)前國內(nèi)市政工程施工項(xiàng)目成本控制的形勢(shì)，對(duì)市政工程施工項(xiàng)目成本控制進(jìn)行了討論，最后運(yùn)用實(shí)例演示了采用的成本控制方法和措施。本文對(duì)市政工程施工企業(yè)進(jìn)行項(xiàng)目成本控制起到了一定的的借鑒作用。
[Abstract]:With the further development of society and market economy, urban construction is continuously carried out, municipal engineering plays a central role in the urban construction industry, and the infrastructure of urban function is improved by municipal engineering construction. The improvement of people's living standards has played an important role in promoting the development of commerce and the employment of migrant workers in the surrounding areas around the city economy. In the market economy, the construction of municipal projects has gradually become diversified and diversified. However, due to the fact that the domestic market for municipal construction is now "more than enough", the competition is very fierce, the local policy changes, and the domestic and foreign major project construction contractors are entering the supply chain. The introduction of foreign advanced ideas and the continuous improvement of the domestic bidding system undoubtedly make this kind of competition aggravation. The main performance of the competition of engineering projects. These engineering projects are generally determined by bidding construction enterprises. Whether the enterprises can win the bid mainly depends on whether the enterprises can provide high quality for the society and have a short construction period. Strengthening the cost management of engineering projects, taking people as the basis, reducing consumption, improving efficiency and pursuing the best economic benefits, Therefore, the cost control and management of municipal construction project has become the main content of municipal engineering project management. The cost control of municipal engineering construction project is a systematic work. The work involves bidding, construction preparation, construction stage and subsequent completion and acceptance stage, in order to achieve the purpose of controlling the cost, The cost control and management of municipal construction projects plays an important role in reducing construction costs, increasing profit margins and gaining more markets, and it is also an enterprise management reform. Firstly, the paper introduces the theoretical basis of cost control of municipal engineering construction project through the research of project cost management at home and abroad. This paper analyzes on the characteristics of municipal engineering construction projects and discusses the main factors affecting the cost of municipal engineering construction projects, and understands the current situation of cost control of municipal engineering construction projects in China. This paper discusses the cost control of municipal engineering construction projects, and demonstrates the cost control methods and measures by an example at last. This paper provides a reference to the project cost control of municipal engineering construction enterprises.
