南寧市興工標(biāo)準(zhǔn)廠房項(xiàng)目開發(fā)風(fēng)險管理研究

【摘要】:十二五以來,南寧市加快了工業(yè)發(fā)展的步伐,提出了“工業(yè)強(qiáng)市、產(chǎn)業(yè)旺市”的戰(zhàn)略目標(biāo)。2014年3月市政府辦公廳下發(fā)了關(guān)于《印發(fā)南寧市2014年標(biāo)準(zhǔn)廠房建設(shè)實(shí)施方案的通知》(南辦發(fā)[2014]17號),并制定了一系列的配套優(yōu)惠政策,鼓勵標(biāo)準(zhǔn)廠房的發(fā)展,提出了到2015年3月底前在全市各縣區(qū)開發(fā)區(qū)完成新建180萬平方米標(biāo)準(zhǔn)廠房的目標(biāo),目前,多數(shù)項(xiàng)目已開工建設(shè)。因此,研究南寧市標(biāo)準(zhǔn)廠房建設(shè)項(xiàng)目存在的風(fēng)險以及規(guī)避措施,具有現(xiàn)實(shí)意義。本文以其中一個具體的項(xiàng)目——興工標(biāo)準(zhǔn)廠房項(xiàng)目為研究對象進(jìn)行相關(guān)的風(fēng)險研究。本文基于項(xiàng)目風(fēng)險管理的基礎(chǔ)理論,首先根據(jù)SWOT分析法,分析項(xiàng)目存在的各種挑戰(zhàn),機(jī)遇和項(xiàng)目中未被發(fā)現(xiàn)的優(yōu)缺點(diǎn)。其次通過頭腦風(fēng)暴法對興工標(biāo)準(zhǔn)廠房項(xiàng)目開發(fā)存在的風(fēng)險進(jìn)行了識別。研究發(fā)現(xiàn),在項(xiàng)目開發(fā)風(fēng)險的基本要素主要有政策風(fēng)險、社會風(fēng)險、工程風(fēng)險、經(jīng)營風(fēng)險、市場風(fēng)險等六大類22項(xiàng)風(fēng)險因素。采用專家打分法對這六大類22小項(xiàng)風(fēng)險因素進(jìn)行風(fēng)險評估,得出的結(jié)果是,南寧市興工標(biāo)準(zhǔn)廠房項(xiàng)目開發(fā)的風(fēng)險主要集中在政策和經(jīng)營管理上,以城市規(guī)劃調(diào)整、管理不善和開發(fā)經(jīng)驗(yàn)不足等風(fēng)險的影響最大;其次是工程風(fēng)險和市場風(fēng)險,以工期變動和市場波動等風(fēng)險為主。只要有效規(guī)避和減少這幾方面的關(guān)鍵風(fēng)險,項(xiàng)目才能順利啟動和實(shí)施。在此基礎(chǔ)上,根據(jù)風(fēng)險的大小和概率逐一進(jìn)行控制分析,以期將可能出現(xiàn)的風(fēng)險降的概率到最低,最大程度避免或減少風(fēng)險產(chǎn)生后對項(xiàng)目帶來的損失。
[Abstract]:Since the 12th Five-Year Plan, Nanning has quickened the pace of industrial development, putting forward the "strong industrial city," On March 2014, the General Office of the Municipal Government issued a notice on the issuance of the implementation Plan for the Construction of the Standard Factory Building in Nanning on 2014 (South Office [2014] No. 17), and formulated a series of supporting preferential policies. To encourage the development of the standard factory building, the goal of completing the construction of the new 1.8 million square meters standard factory building by the end of March 2015 in the development zones of all counties and districts of the city has been put forward. At present, most of the projects have already started construction. The paper studies the risk and evading measures of the standard factory building project in Nanning. It is of practical significance. This paper takes one of the concrete project, the standard factory building project, as the research object to carry on the related risk research. Based on the basic theory of project risk management, firstly, according to the SWOT analysis method, This paper analyzes the challenges, opportunities and undiscovered advantages and disadvantages of the project. Secondly, it identifies the risks in the development of the standard factory building by brainstorming. The basic elements of project development risk include policy risk, social risk, engineering risk, management risk, market risk and other six kinds of risk factors. The expert scoring method is used to assess the risk of these six categories of 22 minor risk factors. The results are as follows: the risk of developing standard factory building in Nanning is mainly focused on policy and management, with the greatest impact on urban planning adjustment, poor management and insufficient development experience. Secondly, the project risk and market risk, such as time limit change and market fluctuation, are the main risks. Only by effectively avoiding and reducing these key risks, can the project be started and implemented smoothly. According to the size and probability of risk control analysis is carried out one by one in order to reduce the probability of possible risk to the lowest and to avoid or reduce the loss of the project after the risk is produced to the maximum extent.
