節(jié)能優(yōu)先視角下的建筑企業(yè)技術(shù)中心評(píng)價(jià)體系建立

【摘要】:提高自主創(chuàng)新能力對(duì)于我國(guó)經(jīng)濟(jì)的快速、高效發(fā)展和國(guó)家、社會(huì)穩(wěn)定,都具有非常重要的戰(zhàn)略意義。企業(yè)是技術(shù)創(chuàng)新的主體,而由各企業(yè)建立內(nèi)部技術(shù)中心,將技術(shù)研發(fā)集中化、規(guī);,則在提升企業(yè)自主創(chuàng)新能力中扮演重要角色。我國(guó)現(xiàn)行的企業(yè)技術(shù)中心評(píng)價(jià)指標(biāo)體系大多對(duì)所有行業(yè)的技術(shù)中心都適用相同的評(píng)價(jià)體系,再用行業(yè)系數(shù)進(jìn)行調(diào)整,其中許多指標(biāo)都不符合建筑業(yè)的特征。因此,專門適用于建筑行業(yè)的技術(shù)中心評(píng)價(jià)體系急需建立。另一方面,本研究以京津唐地區(qū)作為調(diào)查地,對(duì)38家具有省級(jí)技術(shù)中心資質(zhì)的建筑企業(yè)進(jìn)行調(diào)研,并通過將26家設(shè)計(jì)院納入調(diào)研范圍、將受調(diào)查者按職級(jí)分組,進(jìn)行對(duì)比研究。調(diào)查結(jié)果顯示,通過改進(jìn)現(xiàn)有技術(shù)和研發(fā)新技術(shù)降低技術(shù)使用成本,提高相關(guān)參與方的積極性,是推廣節(jié)能技術(shù)最為有效的舉措。另外,相關(guān)部門若能在建立建筑企業(yè)技術(shù)中心評(píng)價(jià)體系時(shí)加入與節(jié)能技術(shù)有關(guān)的指標(biāo),將在很大程度上促進(jìn)其發(fā)展。據(jù)此,本研究通過刪減、修訂、調(diào)整原有指標(biāo),并加入建筑業(yè)特有指標(biāo)和鼓勵(lì)節(jié)能技術(shù)發(fā)展的指標(biāo),構(gòu)建出一套節(jié)能優(yōu)先視角下的建筑企業(yè)技術(shù)中心評(píng)價(jià)體系。該體系不僅符合我國(guó)建筑企業(yè)技術(shù)中心的特色和發(fā)展要求,還能夠在一定程度上促進(jìn)建筑節(jié)能技術(shù)的研發(fā)和應(yīng)用,從技術(shù)層面上減少建筑業(yè)碳排放,緩解我國(guó)的減排壓力,同時(shí)也是對(duì)構(gòu)建導(dǎo)向型評(píng)價(jià)體系的一次初步探索。
[Abstract]:To improve the independent innovation ability is of great strategic significance for the rapid and efficient development of our economy and the stability of our country and society. Enterprises are the main body of technological innovation, and each enterprise establishes the internal technology center. Centralize and scale the technology research and development. It plays an important role in promoting the independent innovation ability of enterprises. Most of the current evaluation index system of enterprise technology center in China applies the same evaluation system to the technology center of all industries. With the adjustment of the industry coefficient, many of the indexes are not in line with the characteristics of the construction industry. Therefore, the evaluation system of the technical center which is specially suitable for the construction industry needs to be established urgently. On the other hand. This research takes Beijing-Tianjin-Tangshan area as the investigation place, carries on the investigation to the 38 construction enterprises which have the provincial technical center qualification, and through bringing 26 design institutes into the scope of investigation, the respondents will be grouped according to the rank. The results show that by improving the existing technology and research and development of new technologies to reduce the cost of technology use, increase the enthusiasm of relevant participants, is the most effective measures to promote energy-saving technology. If the relevant departments can add the indexes related to energy-saving technology when establishing the evaluation system of the construction enterprise technology center, it will promote its development to a great extent. Accordingly, this research will adjust the original index by deleting, revising and adjusting. And join the specific indicators of the construction industry and encourage the development of energy-saving technology indicators. This paper constructs a set of evaluation system of technology center of construction enterprise from the perspective of energy saving priority, which not only meets the characteristics and development requirements of construction enterprise technology center in our country. It can also promote the development and application of building energy saving technology to a certain extent, reduce the construction industry carbon emissions from the technical level, alleviate the pressure of emission reduction in China. At the same time, it is a preliminary exploration to construct a leading evaluation system.
