【摘要】：南充經(jīng)濟(jì)開發(fā)區(qū)是經(jīng)四川省人民政府批準(zhǔn)設(shè)立的省級經(jīng)濟(jì)開發(fā)區(qū),是南充市唯一由市人民政府興辦的對外開放的窗口和深化改革的示范區(qū)。2008年9月,四川省發(fā)改委批復(fù)同意南充經(jīng)濟(jì)開發(fā)區(qū)進(jìn)行擴(kuò)區(qū)建設(shè),新增擴(kuò)區(qū)范圍定位為化學(xué)工業(yè)園區(qū)。依據(jù)《南充市城市總體規(guī)劃》(2008-2030),南充市化工園區(qū)與文鋒片區(qū)、李渡工業(yè)片區(qū)和曲水組團(tuán)共同構(gòu)成以發(fā)展二、三類石油化工工業(yè)為主的城市“南部產(chǎn)業(yè)新城”。因此解決該區(qū)域(晟達(dá)新材料影響區(qū))的供水問題也迫在眉睫。根據(jù)南充市康源水務(wù)集團(tuán)多年來的建設(shè)經(jīng)驗(yàn),大面積管網(wǎng)的建設(shè),從前期工作開始到竣工通水的周期,往往需要一年甚至更長時(shí)間,因而現(xiàn)階段及時(shí)啟動(dòng)晟達(dá)材料影響區(qū)供水工程建設(shè)是市政府的明智之舉,也是南充市經(jīng)濟(jì)保持良好、快速發(fā)展的重要保障。在多次深入現(xiàn)場,察勘研究,廣泛收集有關(guān)資料,對晟達(dá)新材料影響區(qū)供水設(shè)施建設(shè)工程的供水系統(tǒng)總體布局、工程方案、投資造價(jià)、經(jīng)濟(jì)分析、社會效益、能源節(jié)省、環(huán)境影響等諸方面進(jìn)行了充分的分析和研究,在此基礎(chǔ)上,完成了晟達(dá)新材料影響區(qū)供水設(shè)施建設(shè)工程可行性研究報(bào)告。
[Abstract]:Nanchong Economic Development Zone is a provincial economic development zone approved by the Sichuan Provincial people's Government. It is the only window of opening to the outside world and a demonstration area for deepening reform in Nanchong City. September 2008. The Sichuan Development and Reform Commission approved the construction of the Nanchong Economic Development Zone, and the newly expanded area was designated as a chemical industrial park. According to the "Nanchong City Master Plan" (2008-2030). Nanchong Chemical Industry Park, Wenfeng District, Li du Industrial Zone and Qushui Group constitute two groups to develop. Three kinds of petrochemical industry industry mainly city "southern industry new city". Therefore, it is urgent to solve the water supply problem in this area (Shengda new material influence area). According to Nanchong City Kangyuan Water Group's construction experience for many years. The construction of large area pipeline network, from the beginning of the early work to the completion of the cycle of water supply, often takes a year or even longer, so it is wise for the municipal government to start the construction of the water supply project of Shengda material impact area in time at the present stage. It is also an important guarantee for the good and rapid economic development of Nanchong City. The overall layout of water supply system, project plan, investment cost, economic analysis, social benefit and energy saving of the water supply facilities construction project in Shengda new material influence area are discussed. On the basis of the analysis and research on environmental impact, the feasibility study report of water supply facilities construction in Shengda new material affected area was completed.
