【摘要】：目前,全世界60歲以上的老年人口數(shù)已經(jīng)達(dá)到了9.01億,占世界人口總數(shù)的12.3%,2030年將達(dá)到16.5%,因此,養(yǎng)老成了全球關(guān)注的熱點(diǎn)問題。中國是全世界老年人口基數(shù)最多的國家,而相應(yīng)的養(yǎng)老設(shè)施匱乏,帶給了社會(huì)和每個(gè)家庭巨大的負(fù)擔(dān)。然而,物聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)、人工智能等新一代信息技術(shù)的飛速發(fā)展為智慧養(yǎng)老提供了解決養(yǎng)老問題的新途徑。智慧養(yǎng)老涉及眾多部門與產(chǎn)業(yè),其發(fā)展迫切需要綜合性強(qiáng)、科學(xué)聯(lián)動(dòng)的集成創(chuàng)新機(jī)制與相對(duì)集中的空間,因而規(guī)劃建設(shè)一個(gè)科學(xué)合理的智慧養(yǎng)老產(chǎn)業(yè)園具有顯而易見的現(xiàn)實(shí)意義。本文運(yùn)用學(xué)科交叉法、文獻(xiàn)研究法、實(shí)地調(diào)查法、案例研究法、比較研究法,進(jìn)行了國內(nèi)外相關(guān)文獻(xiàn)的梳理和國內(nèi)智慧養(yǎng)老行業(yè)發(fā)展現(xiàn)狀的分析,并結(jié)合案例對(duì)智慧養(yǎng)老產(chǎn)業(yè)園規(guī)劃進(jìn)行了基礎(chǔ)性的研究,同時(shí),選取蕭山聞堰地塊進(jìn)行了實(shí)證性的規(guī)劃研究,形成結(jié)論如下:第一,在文獻(xiàn)研究和實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,提出了智慧養(yǎng)老產(chǎn)業(yè)園的內(nèi)涵,智慧養(yǎng)老產(chǎn)業(yè)園是依托智慧養(yǎng)老行業(yè)專家、技術(shù)人才、資金等資源,進(jìn)行一系列智慧養(yǎng)老產(chǎn)品研發(fā)、生產(chǎn)、展示、銷售以及為老服務(wù)行為的空間載體,通過物聯(lián)網(wǎng)、互聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)等高科技手段組織園區(qū)的生產(chǎn)、管理、服務(wù)運(yùn)營流程,并成為不斷提升老年人生活質(zhì)量的創(chuàng)新研發(fā)基地。第二,智慧養(yǎng)老行業(yè)存在行業(yè)標(biāo)準(zhǔn)缺乏、產(chǎn)業(yè)鏈尚未形成、產(chǎn)品適老化設(shè)計(jì)不足、數(shù)據(jù)孤島、缺乏專業(yè)型復(fù)合人才的問題。第三,我國智慧養(yǎng)老產(chǎn)業(yè)園主要有以“養(yǎng)老產(chǎn)品研發(fā)”為主和以“醫(yī)養(yǎng)結(jié)合”為主的兩種發(fā)展模式。智慧養(yǎng)老產(chǎn)業(yè)園的選址要素主要包括養(yǎng)老需求、智力資源、政策條件、交通運(yùn)輸條件、基礎(chǔ)設(shè)施、服務(wù)配套設(shè)施以及生態(tài)環(huán)境。其功能組成一般包括孵化器、生產(chǎn)用地、研究與培訓(xùn)用地、養(yǎng)老服務(wù)用地、商貿(mào)服務(wù)用地、生活服務(wù)設(shè)施用地、居住功能區(qū)、綠化用地八大類。第四,選取杭州蕭山聞堰地塊進(jìn)行了智慧養(yǎng)老產(chǎn)業(yè)園區(qū)規(guī)劃的研究。對(duì)其項(xiàng)目背景、概況及選址要素進(jìn)行了分析;創(chuàng)意性地進(jìn)行了“園區(qū)管理、企業(yè)服務(wù)、個(gè)人服務(wù)、健康養(yǎng)老”四維度的應(yīng)用層信息化設(shè)計(jì);提出了將“產(chǎn)品研發(fā)”與“醫(yī)養(yǎng)”結(jié)合發(fā)展的思路進(jìn)行功能分區(qū),并加入了富有養(yǎng)老特色的“老年研究中心、老年大學(xué)、老年康復(fù)醫(yī)院、老年再就業(yè)服務(wù)與咨詢中心、老年商品交易與展示中心”功能區(qū)塊;提出以“一、二、三”產(chǎn)業(yè)作為劃分標(biāo)準(zhǔn)進(jìn)行企業(yè)產(chǎn)業(yè)的分類;在環(huán)境要素方面,除了對(duì)交通、空間組織進(jìn)行規(guī)劃之外,還對(duì)綠地進(jìn)行了健康性設(shè)計(jì)。
[Abstract]:At present, the number of people over the age of 60 in the world has reached 901 million, accounting for the world's total population of 12.3, 2030 will reach 16.555, so. Pension has become a hot issue in the world. China has the largest number of elderly population in the world, and the lack of pension facilities brings a huge burden to the society and every family. However, the Internet of things, cloud computing. Big data, artificial intelligence and other new generation of information technology for the rapid development of intelligent pension provides a new way to solve the pension problem. Intelligent pension involves many departments and industries, its development urgently needs to be comprehensive. The integrated innovation mechanism of scientific linkage and the relatively concentrated space, therefore, it is of obvious practical significance to plan and build a scientific and rational endowment industry park. This paper uses the interdisciplinary method and the literature research method. Field investigation method, case study method, comparative research method, carried on the domestic and foreign related literature combing and the domestic wisdom endowment industry development present situation analysis. And combined with a case study of the wisdom of the old-age industry park planning, at the same time, the selection of Xiaoshan Wenyan plot for empirical planning research, the conclusion is as follows: first. On the basis of the literature research and practical experience, this paper puts forward the connotation of the wisdom pension industry park, which is based on the wisdom of the pension industry experts, technical personnel, funds and other resources. Conduct a series of intelligent old-age products research and development, production, display, sales and old service behavior of the space carrier, through the Internet of things, the Internet, cloud computing, big data and other high-tech means to organize the production, management of the park. Service operation process, and become an innovative research and development base to continuously improve the quality of life of the elderly. Second, there is a lack of industry standards, industrial chain has not yet formed, product aging design is inadequate, data island. Lack of professional composite talent. Third. There are two kinds of development modes of intelligent endowment industry park in our country, which are mainly "research and development of endowment products" and "combination of medical and nursing". The location elements of intelligent endowment industry park mainly include the demand for the aged and the intellectual resources. Policy conditions, transportation conditions, infrastructure, service supporting facilities and ecological environment. Its functional components generally include incubator, production land, research and training land, old-age service land, commercial services land. Life service facilities land, living function area, green land eight categories. 4th, selected Hangzhou Xiaoshan Wenyan plot to study the planning of intelligent pension industry park. The background of the project. The general situation and location elements are analyzed.
