舊城改造項(xiàng)目管理模式研究

【摘要】:舊城是城市發(fā)展及蔓延的產(chǎn)物,舊城因?yàn)槠涑恋砹顺鞘械臍v史與文化而成為城市的精華所在。但是,伴隨著城市化進(jìn)程的快速發(fā)展,舊城所呈現(xiàn)的問(wèn)題也日益突出,舊城區(qū)的基礎(chǔ)設(shè)施,規(guī)劃及居住環(huán)境等已經(jīng)不能適應(yīng)城市經(jīng)濟(jì)發(fā)展的需要,如何有效的改造舊城是目前中國(guó)城市發(fā)展面臨的重要課題。而如何對(duì)舊城改造項(xiàng)目進(jìn)行管理則是舊城改造的關(guān)鍵所在。 論文以國(guó)內(nèi)主要大中城市的舊城區(qū)改造作為主要研究對(duì)象,針對(duì)舊城改造模式及其改造過(guò)程中的項(xiàng)目管理模式進(jìn)行了較為深入的研究。首先,基于我國(guó)舊城改造原動(dòng)力的不同,對(duì)不同類(lèi)型舊城項(xiàng)目改造模式的特殊問(wèn)題以及成因進(jìn)行了深入分析,并對(duì)舊城改造模式進(jìn)行了分類(lèi)研究。其次,對(duì)舊城改造模式研究后發(fā)現(xiàn),舊城改造項(xiàng)目成功的核心在于能否滿足所有項(xiàng)目參與者的利益訴求,而滿足其利益訴求的手段就是構(gòu)建有效的協(xié)調(diào)機(jī)制。由此本文提出并嘗試性構(gòu)建了基于利益相關(guān)者協(xié)調(diào)機(jī)制的舊城改造項(xiàng)目管理模式。之后提出了對(duì)該模式的協(xié)調(diào)度測(cè)評(píng)方法,構(gòu)建了協(xié)調(diào)度計(jì)算模型,并且以實(shí)例予以論證。本文主要的研究?jī)?nèi)容如下: 第一、討論了舊城改造項(xiàng)目管理模式。對(duì)項(xiàng)目管理,工程項(xiàng)目管理,舊城改造項(xiàng)目管理等基本概念進(jìn)行了界定,同時(shí)在對(duì)國(guó)外舊城改造相關(guān)經(jīng)驗(yàn)研究和項(xiàng)目管理模式相關(guān)基礎(chǔ)理論研究的基礎(chǔ)上,嘗試性的構(gòu)建了舊城改造項(xiàng)目管理模式的框架體系。為系統(tǒng)的研究舊城改造模式,構(gòu)建舊城改造項(xiàng)目管理模式搭建了平臺(tái)。 第二、基于改造動(dòng)力的不同對(duì)舊城項(xiàng)目改造模式進(jìn)行了分類(lèi)研究。本文在對(duì)舊城改造系統(tǒng)研究及總結(jié)的基礎(chǔ)上,一是提出根據(jù)舊城改造項(xiàng)目的改造動(dòng)力不同分為住宅區(qū)項(xiàng)目、商業(yè)旅游區(qū)項(xiàng)目,并分別進(jìn)行了研究。二是提出了舊城項(xiàng)目改造模式建議,認(rèn)為舊城改造因最終的改造成果及利益訴求的不同,需要在平衡好利益相關(guān)者訴求的基礎(chǔ)上進(jìn)行改造。三是系統(tǒng)的分析了每個(gè)類(lèi)別改造模式的特點(diǎn),,為后續(xù)構(gòu)建項(xiàng)目管理模式提供理論依據(jù)。 第三、提出了舊城改造項(xiàng)目利益相關(guān)者協(xié)調(diào)機(jī)制的項(xiàng)目管理模式并進(jìn)行了嘗試性構(gòu)建。該模式首先基于舊城改造項(xiàng)目全生命周期對(duì)利益相關(guān)者進(jìn)行了充分界定,突破了對(duì)利益相關(guān)者研究?jī)H局限在政府、開(kāi)發(fā)商和拆遷戶三個(gè)大類(lèi)的情況。其次,建立了舊城改造利益相關(guān)者協(xié)調(diào)機(jī)制,分別對(duì)舊城改造核心層利益相關(guān)者和邊緣層利益相關(guān)者構(gòu)建了不同的協(xié)調(diào)機(jī)制。最后,對(duì)舊城改造項(xiàng)目管理模式的有效運(yùn)行提出了保障體系。舊城改造項(xiàng)目管理的運(yùn)行是一個(gè)龐大并且系統(tǒng)的工程。論文提出的保障體系在微觀和宏觀層面保證了項(xiàng)目操作過(guò)程中的科學(xué)性和完備性。在過(guò)程保障體系中提出了時(shí)間空間的科學(xué)配置、資源的科學(xué)配置和組織架構(gòu)的科學(xué)配置,以及構(gòu)建合作伙伴關(guān)系、合約商務(wù)策略和風(fēng)險(xiǎn)管理三個(gè)策略手段。責(zé)任保障體系主要包括社會(huì)責(zé)任、管理責(zé)任、合約責(zé)任,從宏觀層面上保證了項(xiàng)目管理三大目標(biāo)的平衡統(tǒng)一實(shí)現(xiàn)。 第四、構(gòu)建了管理模式的評(píng)價(jià)模型。該評(píng)價(jià)模型將和諧理論中和諧度與協(xié)同學(xué)理論中協(xié)同度的測(cè)量原理及方法相結(jié)合,定義了舊城改造項(xiàng)目利益相關(guān)者協(xié)調(diào)度的概念,建立了舊城改造項(xiàng)目利益相關(guān)者協(xié)調(diào)度評(píng)價(jià)模型,對(duì)其進(jìn)行了評(píng)價(jià)與分析,并提出優(yōu)化措施。應(yīng)用協(xié)調(diào)度評(píng)價(jià)模型,可對(duì)項(xiàng)目利益相關(guān)者間的合作關(guān)系進(jìn)行有針對(duì)性的優(yōu)化,以使之由無(wú)序向有序發(fā)展,達(dá)到協(xié)同狀態(tài),從而促進(jìn)項(xiàng)目的成功。
[Abstract]:The old city is a city development and spread of the old product, because of its historical and cultural city and become the essence of the city. However, with the rapid development of city urbanization, the old city has problems have become increasingly prominent, the infrastructure of the old city, planning and living environment has been unable to meet the needs of city economy the development and transformation of the old city of how effective is an important task facing the development of Chinese city. But how about the transformation of the old city project management is the key to the transformation of the old city.
The old city transformation to the domestic large and medium-sized city as the main research object, aiming at the transformation of the old model and the transformation process of the project management mode are studied. First of all, China's transformation of the old city driving force based on the different special problems of different types of the old city project of transformation mode and the causes of in-depth analysis the renewal pattern for the classification. Secondly, found on the mode of transformation of the old city, the old city reconstruction project success is the core to meet the interests of all participants, and meet the demands of interests means is to build an effective coordination mechanism. This paper puts forward and try to build the old city reconstruction project management mode of coordination based on the mechanism of stakeholders. Then puts forward the method of the coordination degree evaluation model, establishes a model to calculate the coordination degree, and The main contents of this paper are as follows:
First, the old city reconstruction project management. The project management, project management, project management and other basic concepts of the transformation of the old city were defined, and relevant experience in the transformation of research and project management mode of foreign related city based on the study of basic theory, attempts to construct a framework of urban redevelopment project management mode. For researching the system renewal pattern, construction of urban redevelopment project management mode to build a platform.
Second, the reconstruction of the power of different classified research on the old city reconstruction project. Based on the model based on the transformation of the old system and Study on the basis of summing up, one is put forward according to the dynamic transformation of urban renewal projects is divided into residential projects, commercial projects and tourism area, were studied respectively. The two is to put forward the project of the old city the transformation mode is proposed, that is different because of the transformation of the old city transformation achievements and interests of the final need based on balance interest demands on the transformation. Three is the systematic analysis of the characteristics of each category of transformation mode, and provide a theoretical basis for the subsequent construction of the project management mode.
Third, the old city reconstruction project stakeholder coordination mechanism of project management mode and try to construct the model. Based on the whole life cycle of the old city reconstruction project stakeholders are fully defined, a breakthrough on the study of stakeholders is limited to the government, developers and residents of three kinds of situation secondly, established a coordination mechanism for the transformation of the old city stakeholders, are related to the transformation of the old city core stakeholders and stakeholders to build the edge layer of different coordination mechanisms. Finally, the effective operation of the old city reconstruction project management mode of the proposed security system. The old city reconstruction project management operation is a huge system and the paper put forward the security system engineering. To ensure the operation of the project in the process of scientific and completeness in the micro and macro level. In the proposed security system in process Scientific allocation of space between science, scientific allocation of resources allocation and organization structure, and the construction of partnership contract business strategy and risk management strategy. The three liability insurance system mainly includes social responsibility, responsibility, obligation, from the macro level to ensure the implementation of unified balance three objectives of project management.
Fourth, construct the evaluation management model. Combining the evaluation model of harmonious theory of harmonious degree and the theory of synergetics model with degree measurement principle and method, defines the concept of stakeholder coordination degree of urban renewal projects, coordination evaluation model established urban redevelopment project stakeholders, the the evaluation and analysis, and put forward the optimization measures. Coordination evaluation model can be applied to project stakeholders in the cooperation between the targeted optimization, in order to make it from disorder to orderly development, to achieve synergy, so as to promote the success of the project.
