【摘要】：國(guó)務(wù)院于2012年8月20日，批復(fù)了甘肅省關(guān)于設(shè)立蘭州新區(qū)的請(qǐng)示，同意將蘭州新區(qū)設(shè)立為國(guó)家第五個(gè)國(guó)家級(jí)新區(qū)。蘭州新區(qū)的設(shè)立滿足了蘭州對(duì)于完善城市職能和優(yōu)化產(chǎn)業(yè)布局的需要、營(yíng)造良好生態(tài)環(huán)境和保暢交通網(wǎng)絡(luò)的需要、對(duì)提升蘭州市戰(zhàn)略地位有重要意義。 藉此，本文通過對(duì)已建國(guó)家級(jí)新區(qū)發(fā)展綜述與規(guī)劃評(píng)價(jià)體系的探討，分析了蘭州新區(qū)規(guī)劃中存在的突出問題，從中結(jié)合蘭州新區(qū)規(guī)劃的實(shí)際調(diào)研情況，在規(guī)劃評(píng)價(jià)體系下分析得出：蘭州新區(qū)規(guī)劃中以機(jī)場(chǎng)周邊環(huán)境建設(shè)、生態(tài)環(huán)境保護(hù)、石化產(chǎn)業(yè)選址和新區(qū)城市交通規(guī)劃為首的重要構(gòu)建內(nèi)容，是新區(qū)規(guī)劃中極其關(guān)鍵的突出問題。通過對(duì)這四個(gè)方面突出問題的研究，提出了相關(guān)的應(yīng)對(duì)策略�？v覽全文，并得出以下主要結(jié)論： （1）規(guī)劃評(píng)價(jià)體系的研究 基于中西方規(guī)劃評(píng)價(jià)理論體系，探討了適用于蘭州新區(qū)規(guī)劃的評(píng)價(jià)方法。 （2）新區(qū)規(guī)劃評(píng)價(jià)結(jié)論： 蘭州新區(qū)規(guī)劃中以機(jī)場(chǎng)周邊環(huán)境建設(shè)、生態(tài)環(huán)境保護(hù)、石化產(chǎn)業(yè)選址和新區(qū)城市交通規(guī)劃是其極其關(guān)鍵的突出問題。 （3）新區(qū)規(guī)劃中突出問題的應(yīng)對(duì)策略 ①機(jī)場(chǎng)建設(shè)對(duì)周邊地區(qū)影響的應(yīng)對(duì)策略 機(jī)場(chǎng)運(yùn)營(yíng)產(chǎn)生的固體廢棄物有鍋爐房的爐渣、地面生活垃圾、飛機(jī)帶來的航空垃圾。進(jìn)行集中統(tǒng)一處理。合理而有效地使用機(jī)場(chǎng)及其周圍地區(qū)的每一分土地。對(duì)機(jī)場(chǎng)及其附近一定范圍規(guī)定了幾種稱為凈空障礙物限制面的平面、斜面，用以限制機(jī)場(chǎng)周圍及其附近的建、構(gòu)筑物，對(duì)超高障礙物限制面的物體應(yīng)進(jìn)行處理。以及后期機(jī)場(chǎng)建設(shè)對(duì)用地的需求問題，本文進(jìn)行了機(jī)場(chǎng)移位的大膽設(shè)想。 ②蘭州新區(qū)生態(tài)突出問題的治理方法 以自然系統(tǒng)的綜合治理和生態(tài)和諧理念為目標(biāo)，實(shí)現(xiàn)“點(diǎn)、線、片”的緊密結(jié)合，全面實(shí)施生態(tài)化的空間管制戰(zhàn)略，綜合考慮綠地系統(tǒng)規(guī)劃、資源節(jié)約、生態(tài)產(chǎn)業(yè)與循環(huán)經(jīng)濟(jì)體系建設(shè)三方面內(nèi)容。 ③石化產(chǎn)業(yè)選址的應(yīng)對(duì)策略 當(dāng)前，西固石油化工產(chǎn)業(yè)的布局從安全風(fēng)險(xiǎn)、城市發(fā)展、大氣環(huán)境等多個(gè)層面都不能適應(yīng)新形勢(shì)的發(fā)展需求，因此，需要對(duì)西固重化工產(chǎn)業(yè)進(jìn)行搬遷改造，以適應(yīng)新的發(fā)展形勢(shì)。綜合各方面發(fā)展條件，關(guān)于石化產(chǎn)業(yè)選址白銀綜合條件最好。 ④新區(qū)城市交通問題策略 加強(qiáng)外聯(lián)，融入?yún)^(qū)域；構(gòu)筑廊道，網(wǎng)絡(luò)化發(fā)展；構(gòu)筑雙層網(wǎng)絡(luò)。 在加強(qiáng)自身的區(qū)域交通基礎(chǔ)設(shè)施建設(shè)，積極融入國(guó)家鐵路和高速公路網(wǎng)的格局，以促進(jìn)總體開放格局的形成。 加強(qiáng)與蘭州市區(qū)的快速聯(lián)系，構(gòu)筑三條快速通道。西部通道為西固地區(qū)到新區(qū)方向，打造一條綜合廊道，蘭州-張掖城際鐵路中川段、蘭州—中川機(jī)場(chǎng)高速公路、省道201（升級(jí)為城市快速路）；中部通道為七里河地區(qū)到新區(qū)方向，建設(shè)一條快速路；東部通道為城關(guān)地區(qū)到新區(qū)方向，建設(shè)一條快速路，并結(jié)合蘭白市域軌道建設(shè)，形成蘭州—皋蘭—新區(qū)的市域軌道。 構(gòu)筑“分區(qū)路網(wǎng)+聯(lián)系通道”雙層網(wǎng)絡(luò)城市道路結(jié)構(gòu)。強(qiáng)化組團(tuán)間聯(lián)系通道的建立——形成“系統(tǒng)性”、”網(wǎng)絡(luò)化”的骨干道路網(wǎng)絡(luò)；組團(tuán)內(nèi)形成“方格網(wǎng)”道路格局，，優(yōu)化網(wǎng)絡(luò)、貫通銜接、擴(kuò)展延伸。
[Abstract]:In August 20, 2012 the State Council approved the establishment of Gansu Province, Lanzhou District of Lanzhou new referrals, agreed to the establishment of the national fifth national district. The establishment of the Lanzhou District of Lanzhou city for meet the needs to improve the functions and optimize the industrial layout, to create a good ecological environment and ensure the smooth traffic network, have important meaning to promote Lanzhou City, the strategic position.
Therefore, this paper has built on the national district development and planning evaluation system, analyzes the problems in the planning of Lanzhou New District, Lanzhou New District Planning with the actual research situation in the analysis in the planning evaluation system: Lanzhou New District Planning in the airport construction of surrounding environment, ecological environment protection, important the construction content led by petrochemical industry location and district city transportation planning, is a prominent problem is the key area planning. Through the research on the problems in these four aspects, put forward related countermeasures. Overview of the full text, and reached the following conclusions:
(1) research on the system of planning and evaluation
Based on the theory system of Chinese and Western planning and evaluation, the evaluation method suitable for the planning of Lanzhou new area is discussed.
(2) the conclusion of the planning evaluation in the New Area:
In the planning of Lanzhou new area, the construction of the surrounding environment of the airport, the protection of the ecological environment, the location of the petrochemical industry and the urban traffic planning in the new area are the most important problems.
(3) coping strategies of outstanding problems in the planning of New Area
The Countermeasures for the impact of airport construction on the surrounding area

The management method of ecological outstanding problems in Lanzhou New Area
Taking the concept of natural system's comprehensive governance and ecological harmony as the goal, we must realize the close combination of point, line and film, implement the strategy of ecological control in an all-round way, and take into consideration three aspects of green space system planning, resource saving, ecological industry and circular economy system construction.
Countermeasures for the location of petrochemical industry
At present, the petrochemical industry layout from Xigu safety risk, city development, multiple levels of atmospheric environment can not adapt to the development needs of the new situation, therefore, the need for Xigu heavy chemical industry relocation, in order to adapt to the new situation. The conditions for the development of petrochemical industry, on the location of silver comprehensive condition is best.
Strategy of urban traffic problem in New Area
Strengthen the outreach, integrate into the region, build the corridor, the network development, and build a double layer network.
We should strengthen the construction of regional transportation infrastructure, and actively integrate the pattern of national railway and highway network to promote the formation of the overall open pattern.
Strengthen the rapid contact with the city of Lanzhou, to build three fast track. The channel to the west to a new direction for Xigu region, to build a comprehensive corridor, Lanzhou - Zhangye section of Sichuan intercity railway, Lanzhou Zhongchuan airport highway, highway 201 (upgrade to the city expressway); in the channel for the Qilihe area to the new direction of the construction. A road; the eastern channel for county region to a new direction, the construction of a road, and combined with the lanbai urban rail construction, city rail form Lanzhou - Gaolan - district.
