【摘要】：新型城鎮(zhèn)化既是對傳統(tǒng)“圈地式”、“造城運(yùn)動”、“掠奪式”舊有城鎮(zhèn)化的反思，同時也是“建設(shè)美麗中國”、構(gòu)建“天藍(lán)、地綠、水清”的城鄉(xiāng)生態(tài)建設(shè)重要發(fā)展思路與途徑。舊有城鎮(zhèn)化建設(shè)進(jìn)程后的國土“千瘡百孔”，城鄉(xiāng)空間生態(tài)環(huán)境惡化，城鄉(xiāng)居民生活品質(zhì)下降，需要適應(yīng)于以城鄉(xiāng)生態(tài)宜居為首要目標(biāo)，走集約、綠色、城鄉(xiāng)特色分明的新型城鎮(zhèn)化發(fā)展路線的城鄉(xiāng)生態(tài)建設(shè)規(guī)劃框架與理論，，同時需要起到縫合彌補(bǔ)、整合改良、提綱挈領(lǐng)作用的規(guī)劃方法來修補(bǔ)、縫合、改良、統(tǒng)籌現(xiàn)有城鄉(xiāng)環(huán)境物質(zhì)空間。 新型城鎮(zhèn)化城鄉(xiāng)生態(tài)建設(shè)要實(shí)現(xiàn)美麗中國建設(shè)，本質(zhì)上要求城鄉(xiāng)規(guī)劃更好地應(yīng)對生態(tài)效應(yīng)、社會效應(yīng)和經(jīng)濟(jì)效應(yīng)綜合性，綠色基礎(chǔ)設(shè)施正是在這種社會、經(jīng)濟(jì)和生態(tài)需求的背景下產(chǎn)生的，是一個服務(wù)于環(huán)境、社會和經(jīng)濟(jì)健康、綜合效益發(fā)展的生態(tài)學(xué)框架，立足于平衡土地開發(fā)與環(huán)境資源關(guān)系的統(tǒng)籌城鄉(xiāng)自然、人文生態(tài)生活支持系統(tǒng)�？梢哉f，綠色基礎(chǔ)設(shè)施正是針對我國新型城鎮(zhèn)化城鄉(xiāng)生態(tài)建設(shè)的重要規(guī)劃理論與方法，但二者尚未實(shí)現(xiàn)真正實(shí)質(zhì)意義上的系統(tǒng)銜接。因此，本文的研究目的是探索城鄉(xiāng)規(guī)劃專業(yè)角度如何通過綠色基礎(chǔ)設(shè)施規(guī)劃框架體系構(gòu)建與城鄉(xiāng)綠色空間系統(tǒng)用地布局落實(shí)等實(shí)現(xiàn)自然、人文生態(tài)環(huán)境美好的理想家園這一新型城鎮(zhèn)化的最終物質(zhì)空間環(huán)境目標(biāo)。 本研究核心建構(gòu)基于新型城鎮(zhèn)化城鄉(xiāng)綠色空間網(wǎng)絡(luò)體系建設(shè)的綠色基礎(chǔ)設(shè)施規(guī)劃框架，從技術(shù)手段層面以綠色基礎(chǔ)設(shè)施線性要素系統(tǒng)、面狀要素系統(tǒng)、點(diǎn)狀要素系統(tǒng)以及綠色生態(tài)技術(shù)工程系統(tǒng)為新型城鎮(zhèn)化城鄉(xiāng)綠色空間規(guī)劃具體落實(shí)層面，建構(gòu)起定性、定量相結(jié)合的城鄉(xiāng)綠色空間不同層級的各要素系統(tǒng)規(guī)劃設(shè)計方法與用地布局落實(shí)技術(shù)框架，同時提出能夠應(yīng)用于不同尺度的綠色基礎(chǔ)設(shè)施規(guī)劃具體策略，以對城鄉(xiāng)綠色空間系統(tǒng)進(jìn)行整體優(yōu)化，并針對新型城鎮(zhèn)化綠色基礎(chǔ)設(shè)施規(guī)劃實(shí)施、長效管理與維護(hù)提出具體策略。
[Abstract]:The new urbanization is not only the traditional "enclosure", "zaochengyundong", "reflection predatory" old town, but also the construction of "beautiful Chinese", build "sky blue, green, clean urban and rural ecological construction is an important development way. The old urbanization process of building the land" in a disastrous state ", ecological environment of urban and rural spatial deterioration, decline the quality of life of urban and rural residents, need to adapt to the urban and rural ecological environment is the primary goal, take intensive, green ecological construction, urban and rural development planning new town features distinctive urban and rural route plan framework and theory, also need to make up for the integration of modified suture, and action planning method to repair, suture, modified, and the existing urban and rural environment of physical space.
The new urbanization and urban ecological construction to achieve beautiful Chinese construction, with better ecological effect of urban and rural planning requirements in essence, comprehensive social and economic effects, green infrastructure is in this social demand, economic and ecological background, is a service in the environmental, social and economic health, ecology framework the comprehensive benefits of the development of nature based on the balance of urban and rural land development and environmental resources, human ecological life support system. It can be said that the green infrastructure is important for planning theory and method of urban and rural ecological construction of new towns in China, but the two has not yet achieved the real essence of the convergence of the system. Therefore, the purpose of this study is to explore the urban and rural planning perspective through the green infrastructure planning framework system implementation and system layout of green space in urban and rural areas The goal of the final material space environment is to realize the natural and ideal homestead of the humanistic and ecological environment.
The study on the core construction of new urbanization urban green space network system based on the framework of green infrastructure planning, from the technical level to green infrastructure linear element system, areafeatures system, points system and green ecological engineering system for the green space of urban and rural planning and implementation of the new urbanization level, construct a qualitative design the elements of system planning of green space in urban and rural areas of different levels of combining quantitative and land layout implementation framework, and puts forward the green foundation can be applied to different scale facilities planning strategies to optimize the whole system of green space in urban and rural areas, and for the new urbanization planning and implementation of green infrastructure, long-term management strategies put forward and maintenance.
