【摘要】：本文基于天然水文循環(huán)的基本原理,闡述了河湖濕地、叢林草地等開放空間的水文水力與水生態(tài)特性及其在城市雨洪管理中調(diào)蓄雨洪、凈化水質(zhì)、支持生物多樣化等功能,以及在城市規(guī)劃中保護、設(shè)計和利用這些自然空間的方法。在此基礎(chǔ)上,進一步探討了整合各類人工與自然雨洪設(shè)施,規(guī)劃構(gòu)建城市—社區(qū)—源頭三層尺度的城市雨洪基礎(chǔ)設(shè)施框架,并借鑒西方發(fā)達國家在城市化進程中的經(jīng)驗教訓(xùn),提出了城市規(guī)劃應(yīng)以雨洪基礎(chǔ)設(shè)施先行的理念,為我國城市化進程中雨洪基礎(chǔ)設(shè)施改造以及未來的城市規(guī)劃提供參考。
[Abstract]:Based on the basic principle of natural hydrological cycle, the hydro-hydraulic and hydro-ecological characteristics of open space such as river, lake wetland, jungle grassland and so on, as well as the regulation and storage of rainwater and purification of water quality in urban storm-flood management are described in this paper. On the basis of supporting biodiversity and other functions, as well as methods of protecting, designing and utilizing these natural spaces in urban planning, the integration of various artificial and natural rain flood facilities is further discussed. Planning and constructing the urban storm-flood infrastructure framework on the scale of three levels of city-community-source, and drawing lessons from the experience of western developed countries in the process of urbanization. The idea that rain flood infrastructure should be the first in urban planning is put forward, which provides a reference for the reconstruction of rain flood infrastructure and the future urban planning in the process of urbanization in China.
