【摘要】:公共住房建設的相對滯后使得城市中低收入家庭的住房問題得不到較好的解決。首先,當前中國的住房供應市場失衡,住房供給過度依賴于商品房;其次,住房保障制度不完善,無法給予最需保障的群體以幫助;第三,公共住房的建設管理制度不健全,公共住房建設失控。大力發(fā)展公共住房成為解決中國城市中低收入家庭住房難問題的必由之路。本文從公共住房的形態(tài)特質視角出發(fā)研究公共住房體系的建構策略,旨在探討以下三個問題:1)為什么要建設公共住房;2)怎么建設公共住房;3)公共住房應該建成什么樣。針對以上問題,本文從以下方面著手進行研究。首先,界定了公共住房的概念和定義,限定了明確的研究范圍,和其他形態(tài)的保障性住房以示區(qū)分。其次,回顧了住房發(fā)展的歷史,梳理出公共住房產生與發(fā)展的脈絡,分析比較了國內外不同國家公共住房發(fā)展建設特點,歸納出公共住房所取得的成就與存在的不足。再次,從權屬、建筑和管理三個方面深度剖析了公共住房獨具的特征屬性。權屬問題是理清公共住房本質特點的首要問題,使用權與所有權相分離是公共住房最鮮明的特點;通過分析比較不同國家的公共住房管理經驗,歸納出公共住房在運營機構、服務對象、管理機制等方面的管理特點;此外,從類型、密度、尺度三個層次分析了公共住房的建筑類型特點。最后,結合中國公共住房的發(fā)展歷史和現(xiàn)實問題,并以天津市公共住房建設為例進行綜合分析,提出了面向中國國情的公共住房發(fā)展的策略建議:第一,應從政策上做到產權明晰,確保體現(xiàn)公平的公共住房保障能夠成功實現(xiàn);第二,在公共住房規(guī)劃上要結合城市的總體產業(yè)發(fā)展合理規(guī)劃,踐行混合居住的規(guī)劃理念,加大配套服務的公共化程度;第三,在建筑設計階段要充分考慮標準化和通用性的設計理念,確保建造階段的工業(yè)化的可能,并對于居住群體具有良好的適應性;第四在公共住房項目管理層面同樣要實現(xiàn)標準化和精細化的管理方式。
[Abstract]:The relative lag in the construction of public housing makes the housing problem of urban low- and middle-income families can not be solved better. Firstly, the current housing supply market in China is out of balance, housing supply is too dependent on commercial housing; Second, the housing security system is not perfect, unable to provide the most needed groups to help; Third, the construction management system of public housing is not perfect. The construction of public housing is out of control. Vigorously developing public housing has become the only way to solve the housing problem of low-income families in Chinese cities. This paper studies the construction of public housing system from the perspective of the shape and characteristics of public housing. Slightly. The purpose is to explore the following three questions: 1) Why to build public housing; 2) how to build public housing; 3) what kind of public housing should be built. In view of the above problems, this paper starts with the following aspects. Firstly, it defines the concept and definition of public housing, and limits the clear scope of research. Secondly, it reviews the history of housing development, combs out the emergence and development of public housing, analyzes and compares the characteristics of public housing development in different countries at home and abroad. Summed up the achievements and shortcomings of public housing. Thirdly, from the ownership. Three aspects of construction and management deeply analyze the unique characteristics of public housing. Ownership is the most important issue to clarify the essential characteristics of public housing, the separation of the right to use and ownership is the most distinct characteristics of public housing; By analyzing and comparing the experiences of public housing management in different countries, this paper concludes the management characteristics of public housing in the aspects of operation organization, service object, management mechanism and so on. In addition, this paper analyzes the architectural characteristics of public housing from three levels: type, density and scale. Finally, it combines the history and reality of the development of public housing in China. Taking the construction of public housing in Tianjin as an example, the paper puts forward some suggestions for the development of public housing in China: firstly, we should make the property right clear from the policy point of view. (a) ensure that equitable public housing security is successfully achieved; Second, the public housing planning should be combined with the overall industrial development of the city reasonable planning, practice the planning concept of mixed housing, and increase the degree of publicity of supporting services; Thirdly, in the stage of architectural design, we should fully consider the concept of standardization and versatility, ensure the possibility of industrialization in the construction stage, and have good adaptability to the residential groups. 4th in the public housing project management level to achieve standardization and refinement of the management.
