【摘要】：建設(shè)工程項(xiàng)目具有建設(shè)周期長、投資大、不確定性因素多等特點(diǎn),在建設(shè)工程項(xiàng)目實(shí)施的過程中每個(gè)環(huán)節(jié)都面臨著各種各樣的風(fēng)險(xiǎn),而風(fēng)險(xiǎn)一旦發(fā)生,在沒有預(yù)見性和相應(yīng)的控制措施時(shí),就會導(dǎo)致?lián)p失的發(fā)生,這種損失往往是無法挽回的,甚至是連帶性的、失去控制的。風(fēng)險(xiǎn)管理在我國起步較晚,國內(nèi)建設(shè)工程項(xiàng)目的管理目前大多停留在粗放型的管理階段,對風(fēng)險(xiǎn)管理的重要性還缺乏足夠的認(rèn)識,將風(fēng)險(xiǎn)管理系統(tǒng)的用于建設(shè)工程項(xiàng)目管理的更是少之又少。因此,如何加強(qiáng)項(xiàng)目管理人員的風(fēng)險(xiǎn)管理意識,并推進(jìn)風(fēng)險(xiǎn)管理在建設(shè)工程項(xiàng)目管理當(dāng)中的應(yīng)用顯得尤為重要,這個(gè)過程包括了從無到有、逐步完善和改進(jìn)創(chuàng)新。一個(gè)完善、成熟的建設(shè)工程風(fēng)險(xiǎn)管理體系的建立需要科研人員和管理人員積極的探索和努力。本文以中科院沈陽自動化研究所GX項(xiàng)目的風(fēng)險(xiǎn)管理為研究對象。通過對GX項(xiàng)目風(fēng)險(xiǎn)管理的案例描述,將項(xiàng)目在實(shí)施過程中的風(fēng)險(xiǎn)管理辦法、管理結(jié)果重現(xiàn)。依據(jù)風(fēng)險(xiǎn)識別、風(fēng)險(xiǎn)評價(jià)、風(fēng)險(xiǎn)應(yīng)對與控制等相關(guān)理論,對GX項(xiàng)目的風(fēng)險(xiǎn)管理實(shí)踐進(jìn)行分析,研究在該項(xiàng)目在風(fēng)險(xiǎn)管理過程中存在的缺陷及動態(tài)性的不足,總結(jié)動態(tài)風(fēng)險(xiǎn)管理帶來的改進(jìn),剖析該項(xiàng)目實(shí)施動態(tài)風(fēng)險(xiǎn)管理遇到的困難、所需條件等。以期對類似工程項(xiàng)目的風(fēng)險(xiǎn)管理工作提供一定的參考。本文的研究擬從以下五個(gè)方面展開:第一部分是緒論,主要闡述了論文的研究背景,研究目的與意義以及研究內(nèi)容與思路。第二部分是建設(shè)工程項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)理論概述,分析總結(jié)國內(nèi)外現(xiàn)有的風(fēng)險(xiǎn)識別、風(fēng)險(xiǎn)評價(jià)、風(fēng)險(xiǎn)應(yīng)對與控制的相關(guān)理論的特征、內(nèi)涵,并對建設(shè)工程項(xiàng)目動態(tài)風(fēng)險(xiǎn)管理進(jìn)行了概述。第三部分是案例描述部分,通過對中科院沈陽自動化所GX項(xiàng)目風(fēng)險(xiǎn)管理的過程的描述,重現(xiàn)了包括自動化所GX項(xiàng)目在項(xiàng)目申報(bào)、招標(biāo)方案的制定、質(zhì)量管理等各個(gè)環(huán)節(jié)的項(xiàng)目風(fēng)險(xiǎn)管理實(shí)踐,展現(xiàn)了自動化所GX項(xiàng)目風(fēng)險(xiǎn)管理的結(jié)果。第四部分是案例分析,在第三部分案例描述的基礎(chǔ)上,依據(jù)風(fēng)險(xiǎn)識別、風(fēng)險(xiǎn)評價(jià)和風(fēng)險(xiǎn)應(yīng)對與控制等相關(guān)理論,總結(jié)GX項(xiàng)目在風(fēng)險(xiǎn)管理實(shí)踐中的缺陷與動態(tài)性不足,分析該項(xiàng)目風(fēng)險(xiǎn)管理的優(yōu)點(diǎn)與不足。第五部分是結(jié)論,總結(jié)本文研究結(jié)論,提出進(jìn)一步的展望。
[Abstract]:Construction projects have a long construction period, large investment, the characteristics of many uncertain factors, in the process of the construction project implementation in each link are faced with various risks, and once the risk occurs, in the absence of the foresight and the corresponding control measures, will be leading to the occurrence of loss, this loss is often not save, even joint, out of control. Risk management started late in our country, the management stage of the domestic construction project management at present mostly in the extensive type, the importance of risk management is also a lack of adequate knowledge of the risk management system for construction project management and even less less. Therefore, how to strengthen the project management personnel's awareness of risk management, and promote the application of risk management in construction project management is particularly important, this process includes from to With gradual improvement innovation. A perfect risk management system of construction engineering, mature to build scientific and management personnel of active exploration and effort. The risk management of the CAS Shenyang Institute of automation GX project as the research object. Based on the GX project risk management case description, the project in the implementation process in the way of risk management, management results reproduce. According to the risk identification, risk assessment, risk control and other related theories, the GX project risk management practice analysis, defects and deficiencies in dynamic the project exists in the risk management process, summarize the improvements of dynamic risk management, analyzes the difficulties of dynamic the risk management encountered in the implementation of the project, the required conditions. To provide a reference for similar engineering project risk management in the period. This study intends to from the following five Aspects: the first part is the introduction, mainly expounds the research background, research purpose and significance, research content and ideas. The second part is an overview of the theory of risk management of construction projects, analyzed and summarized the existing risk recognition at home and abroad, the risk assessment, characteristics, theory of risk response and control the connotation, and the construction project dynamic risk management are summarized. The third part is the case description part, through the process of the Chinese Academy of Sciences Shenyang Institute of automation of the GX project risk management are described, including automatic reproduce the GX project in the project application, develop bidding scheme and practice of project risk management in all aspects of quality management, show the Institute of automation of GX project risk management. The fourth part is the analysis of the case, based on the description of the third part is the case on the basis of risk identification, risk evaluation and The theory of risk response and control, summarizes the defects and dynamic defects of GX project in risk management practice, and analyzes the advantages and disadvantages of the project risk management. The fifth part is the conclusion, summarizes the conclusions of this study, and puts forward further prospects.
