【摘要】：分析"三規(guī)"不協(xié)調(diào)產(chǎn)生的根源,指出在城市層面實現(xiàn)"三規(guī)合一"的城鄉(xiāng)總體規(guī)劃的目標和內(nèi)涵。進而提出結(jié)合區(qū)域政策輸入制定整體發(fā)展戰(zhàn)略,結(jié)合產(chǎn)業(yè)類型與土地承載力劃定四類主體功能區(qū),結(jié)合人口預測和產(chǎn)業(yè)布局確定市域城鎮(zhèn)體系,以"統(tǒng)一口徑、總量控制、城鄉(xiāng)統(tǒng)籌、布局一致"為原則協(xié)調(diào)土地利用規(guī)劃,通過"四條線"進行空間管制,建立"行政三分"、部門協(xié)作的規(guī)劃決策機制實施規(guī)劃等,從規(guī)劃編制、管治到實施的完整路徑,以期提供一個在我國當前行政體制下實現(xiàn)"一個城市一個空間,一個空間一個規(guī)劃"的新思路。
[Abstract]:This paper analyzes the origin of the "three rules" incoordination, and points out the goal and connotation of the urban and rural overall planning at the urban level. Then combined with the regional policy input formulation of overall development strategy, combined with industry type and land delimitation of the four main functional areas bearing capacity, combined with population forecasts and determine the industrial distribution and urban system, with "unified caliber, total control, urban and rural, consistent layout" as the principle of coordination of land use planning, space control by "four line", establish "three administrative division" and "sectoral collaboration planning decision-making mechanism for the implementation of planning, planning and governance from the full path to the implementation, providing a space for a city" in China's current administrative system to new ideas, planning a space.
