【摘要】：正近年來(lái),國(guó)家科技投入的總量和強(qiáng)度快速增長(zhǎng),但科研院所的科技管理方式與快速增長(zhǎng)的科研資金還不完全適應(yīng),在科研項(xiàng)目和資金管理方面還存在不少問(wèn)題,長(zhǎng)期以來(lái)科技經(jīng)費(fèi)管理松散,資源配置能力和效率不高。因此從體系入手,提高財(cái)政資金使用效益,增強(qiáng)科研人員的積極性和創(chuàng)造性,在規(guī)范資金使用、穩(wěn)定科技人才隊(duì)伍和提升研究所綜合技術(shù)能力建設(shè)上,強(qiáng)化科研院所單位法人責(zé)任,統(tǒng)籌規(guī)劃,協(xié)同推進(jìn)是深入貫徹落實(shí)兩個(gè)《意見(jiàn)》精神
[Abstract]:In recent years, the total amount and intensity of national scientific and technological investment has increased rapidly, but the scientific and technological management mode of scientific research institutes is not fully adapted to the rapidly increasing scientific research funds, and there are still many problems in the field of scientific research projects and fund management. For a long time, science and technology fund management is loose, resource allocation ability and efficiency are not high. Therefore, starting with the system, we should improve the efficiency of the use of financial funds, enhance the enthusiasm and creativity of scientific research personnel, standardize the use of funds, stabilize the contingent of scientific and technological personnel, and enhance the comprehensive technical capacity building of the Institute. Strengthening the legal person responsibility of scientific research institutes, planning as a whole, and promoting collaboratively is to carry out the spirit of "two opinions" in depth.
