【摘要】：在當(dāng)前國際國內(nèi)經(jīng)濟(jì)形勢下,企業(yè)盈利狀況下滑,與前一段時期相比企業(yè)采取了緊縮投資政策。投資計劃管理是投資管理體系的龍頭,是確定企業(yè)投資布局、節(jié)奏的重要管理手段,是企業(yè)經(jīng)營績效管理鏈條中重要一環(huán)。項(xiàng)目投資計劃如何合理安排受到高度重視,是目前亟待解決的重要課題。在新時期投資計劃管理過程中必須轉(zhuǎn)變以往粗獷式管理模式,加強(qiáng)精細(xì)化管理,應(yīng)對不斷增大的電力投資項(xiàng)目市場風(fēng)險,提高投資的有效性和精準(zhǔn)性,確保項(xiàng)目的整體投資效益。本文通過文獻(xiàn)研究、總結(jié)歸納、實(shí)例探討等方式對項(xiàng)目投資計劃管理進(jìn)行了全面而深入的研究和探討。在分析現(xiàn)有火電基建項(xiàng)目年度投資計劃初步審核、年度投資計劃審核、投資計劃完成考核等投資計劃管理現(xiàn)狀的基礎(chǔ)上,從戰(zhàn)略層面抓住主要問題及問題的主要方面對投資計劃管理進(jìn)行了系統(tǒng)的優(yōu)化研究。首先針對年度投資計劃初步審核提出更應(yīng)重視投資計劃總額的合理性,以百萬機(jī)組火電基建項(xiàng)目為樣本,對項(xiàng)目投資計劃完成與主要進(jìn)度節(jié)點(diǎn)完成、主機(jī)及主要輔機(jī)付款條件與主要進(jìn)度節(jié)點(diǎn)完成等大量數(shù)據(jù)進(jìn)行分析、研究,建立了投資計劃完成、主機(jī)及主要輔機(jī)付款條件與主要進(jìn)度的內(nèi)在匹配關(guān)系。其次針對年度投資計劃審核,提出必須對火電項(xiàng)目投資節(jié)奏進(jìn)行把握,按照貼近市場、貼近實(shí)際的原則對現(xiàn)有火電項(xiàng)目財務(wù)評價主要邊界條件選取進(jìn)行優(yōu)化設(shè)計,并構(gòu)建了包括經(jīng)濟(jì)、建設(shè)、技術(shù)、環(huán)保等指標(biāo)的火電項(xiàng)目投資計劃排序決策指標(biāo)體系,在項(xiàng)目中優(yōu)中選優(yōu),按照綜合效益優(yōu)先原則安排建設(shè)資金。最后針對投資計劃完成考核,提出增加投資計劃考核評價深度,由單一指標(biāo)優(yōu)化建立多指標(biāo)考核體系。并以有關(guān)火電項(xiàng)目實(shí)例進(jìn)行驗(yàn)證。通過驗(yàn)證檢驗(yàn)了投資計劃管理優(yōu)化研究成果的實(shí)操性和有效性。本文對發(fā)電公司在火電項(xiàng)目投資計劃管控上有一定的借鑒意義,對強(qiáng)化投資風(fēng)險的約束機(jī)制、進(jìn)行科學(xué)決策具有一定參考價值。
[Abstract]:Under the current international and domestic economic situation, the profit situation of enterprises has declined, compared with the previous period, the enterprises have adopted the policy of tightening investment. Investment plan management is the leading part of the investment management system, an important management means to determine the investment layout and rhythm of enterprises, and an important link in the chain of enterprise performance management. How to arrange the project investment plan is attached great importance, which is an important subject to be solved. In the process of investment plan management in the new period, we must change the previous rough management mode, strengthen the fine management, deal with the increasing market risk of electric power investment project, and improve the efficiency and precision of investment. Ensure the overall investment benefit of the project. In this paper, the project investment plan management is studied comprehensively and deeply through literature research, summary and summary, case study and so on. On the basis of analyzing the current situation of investment plan management of existing thermal power infrastructure projects, such as the initial audit of annual investment plan, the annual investment plan review, and the completion of investment plan assessment, This paper studies the optimization of investment plan management from the strategic level. First of all, in view of the initial audit of the annual investment plan, it is suggested that more attention should be paid to the reasonableness of the total investment plan. Taking a million units thermal power infrastructure project as a sample, the completion of the project investment plan and the completion of the main progress node are made. A large number of data such as payment condition of main engine and main auxiliary machine and completion of main progress node are analyzed and studied. A decision index system for ranking investment plan of thermal power projects including economy, construction, technology and environmental protection is constructed, which selects the best in the project and arranges the construction funds according to the principle of comprehensive benefit priority. Finally, aiming at the completion of the appraisal of investment plan, it is proposed to increase the evaluation depth of investment plan and establish a multi-index assessment system by single index optimization. And the relevant thermal power project examples to verify. The practicability and validity of the research results of investment plan management optimization are tested by verification. This paper has some reference significance for power generation company in the control of investment plan of thermal power project, and has certain reference value for strengthening the restriction mechanism of investment risk and making scientific decision.
