【摘要】：每一種內(nèi)部控制框架都是一種理論模型,是解析內(nèi)部控制的一種思維方式,實(shí)際應(yīng)用時必須與單位實(shí)際有機(jī)結(jié)合。我國公辦大學(xué)在遵循《行政事業(yè)單位內(nèi)部控制規(guī)范(試行)》設(shè)計內(nèi)部控制制度時,必須充分研究我國公辦大學(xué)的事業(yè)單位屬性和自有特征,有針對性地特異化設(shè)計。具體來說,在按照合規(guī)、報告、經(jīng)營的順序進(jìn)行三維目標(biāo)定位基礎(chǔ)上,我國公辦大學(xué)內(nèi)部控制不應(yīng)僅僅聚焦在具體經(jīng)濟(jì)業(yè)務(wù)層面,還應(yīng)涵蓋頂層決策層面,具體內(nèi)部控制制度構(gòu)建應(yīng)與現(xiàn)有大學(xué)管理制度有機(jī)融合,把內(nèi)部控制的相關(guān)要求有機(jī)融入大學(xué)現(xiàn)行管理制度中。對頂層決策層面控制不僅需要一些內(nèi)部控制方法,還要適當(dāng)借助一些外部治理手段,在具體內(nèi)部控制制度設(shè)計時,不僅應(yīng)重視大學(xué)內(nèi)部環(huán)境要素,還應(yīng)關(guān)注我國的高等教育政策、干部人事制度、財政管理制度、反腐倡廉制度等外部制度環(huán)境因素。
[Abstract]:Each internal control framework is a theoretical model and a mode of thinking for the analysis of internal control. When our country's public universities follow the Standard of Internal Control of Administrative institutions (try out), when designing the internal control system, we must fully study the attributes of public institutions and their own characteristics, and design them specifically and pertinently. Specifically, on the basis of three-dimensional target orientation in accordance with compliance, reporting and business order, the internal control of our country's public universities should not only focus on the specific economic and business level, but also cover the top level of decision-making. The construction of specific internal control system should be integrated with the existing university management system, and the relevant requirements of internal control should be incorporated into the current university management system. The top level decision-making level control needs not only some internal control methods, but also some external governance means. In the design of specific internal control system, we should not only attach importance to the internal environmental elements of the university. We should also pay attention to the external institutional environment factors such as higher education policy, cadre and personnel system, financial management system, anti-corruption system and so on.
