【摘要】：水資源是基礎(chǔ)性的自然資源和戰(zhàn)略性的經(jīng)濟(jì)資源,水利為國(guó)民經(jīng)濟(jì)和社會(huì)的持續(xù)穩(wěn)定發(fā)展提供著重要的基礎(chǔ)性保障。近年來(lái),我國(guó)水利投資穩(wěn)步增加,中央水利投資計(jì)劃年均達(dá)1600億元左右。為管好用好水利資金,確保國(guó)家“水安全”,必須積極推進(jìn)水利資金預(yù)算績(jī)效管理,提高水利預(yù)算資金效益,規(guī)范水利預(yù)算績(jī)效評(píng)價(jià)方法,建立起科學(xué)、合理的績(jī)效評(píng)價(jià)管理體系。TH水利管理局是具有行政職能的派出機(jī)構(gòu),在流域內(nèi)代表水利部發(fā)揮各項(xiàng)職能。TH水利管理局的主要職能有:監(jiān)督管理職能、保障職能。監(jiān)督管理流域內(nèi)各項(xiàng)工作,保障流域水資源開(kāi)發(fā)利用的合理性和科學(xué)性,開(kāi)展水資源保護(hù)工作和水行政監(jiān)察執(zhí)法工作。據(jù)統(tǒng)計(jì),“十二五”期間,中央財(cái)政支出的用于保障該流域水資源的合理開(kāi)發(fā)利用、管理監(jiān)督和重要水利工程的建設(shè)資金達(dá)180億元。盡管TH水利管理局按照《水利部中央級(jí)預(yù)算管理辦法》、《水利部預(yù)算項(xiàng)目?jī)?chǔ)備管理暫行辦法》等要求,積極探索開(kāi)展水利資金預(yù)算績(jī)效管理評(píng)價(jià)工作,但也存在一些問(wèn)題,亟待進(jìn)一步改進(jìn)加強(qiáng)。鑒于此,本文選題TH水利管理局預(yù)算績(jī)效管理研究,以期為強(qiáng)化水利資金預(yù)算績(jī)效管理工作做出貢獻(xiàn)。本文首先通過(guò)系統(tǒng)梳理國(guó)內(nèi)外有關(guān)文獻(xiàn)對(duì)相關(guān)概念進(jìn)行界定,并研讀有關(guān)法律法規(guī)。調(diào)研TH水利管理局預(yù)算績(jī)效管理工作開(kāi)展情況,歸攏主要問(wèn)題并發(fā)掘存在問(wèn)題的諸多原因。在此基礎(chǔ)上,提出加強(qiáng)TH水利管理局預(yù)算績(jī)效管理的若干對(duì)策建議,并構(gòu)建定量與定性相結(jié)合的TH水利管理局預(yù)算績(jī)效評(píng)價(jià)指標(biāo)體系,最后擬定TH水利管理局預(yù)算績(jī)效管理實(shí)施辦法(征求意見(jiàn)稿),以改進(jìn)加強(qiáng)TH水利管理局預(yù)算績(jī)效管理工作。
[Abstract]:Water resources are basic natural resources and strategic economic resources. Water conservancy provides an important basic guarantee for the sustained and stable development of national economy and society. In recent years, China's investment in water conservancy steadily increased, the central water investment plan reached an average of 160 billion yuan. In order to make good use of water conservancy funds and ensure the country's "water safety", it is necessary to actively promote the performance management of water conservancy funds budget, improve the funds efficiency of water conservancy budgets, standardize the methods of water conservancy budget performance evaluation, and establish a scientific system. The reasonable performance evaluation management system. Th Water Conservancy Administration Bureau is a local agency with administrative function. On behalf of the Ministry of Water Resources in the basin, the main functions of the Water Conservancy Administration Bureau are as follows: supervision and management function, safeguard function. To supervise and manage all the work in the basin, to ensure the rationality and scientific nature of the exploitation and utilization of water resources, to carry out the work of water resources protection and water administrative supervision and law enforcement. According to statistics, during the 12th Five-Year Plan period, the central government spent 18 billion yuan on ensuring the rational development and utilization of water resources in the basin, management, supervision and construction of important water conservancy projects. In accordance with the requirements of the Central Budget Management measures of the Ministry of Water Resources and the interim measures for the Reserve Management of Budget items of the Ministry of Water Resources, th Water Conservancy Administration has actively explored and carried out the evaluation of the performance management of water resources funds budget, but there are still some problems. Further improvement and strengthening are urgently needed. In view of this, this paper selected th water conservancy administration budget performance management research, in order to strengthen the water conservancy fund budget performance management work to make the contribution. Firstly, this paper defines the relevant concepts by combing the domestic and foreign literature, and studies the relevant laws and regulations. This paper investigates the development of budget performance management in th Water Conservancy Administration Bureau, collects the main problems and finds out the causes of the problems. On this basis, some countermeasures and suggestions for strengthening budget performance management of th Water Conservancy Administration are put forward, and a quantitative and qualitative evaluation index system for budget performance of th Water Conservancy Administration is constructed. Finally, the implementation method of budget performance management of th water conservancy administration is drawn up (draft of soliciting opinions), in order to improve and strengthen budget performance management of th water conservancy administration.
