【摘要】：針對電網(wǎng)企業(yè)資產(chǎn)全壽命周期管理中存在的各環(huán)節(jié)技術(shù)方法和模型及應(yīng)用深度不統(tǒng)一、銜接配合不夠的問題,分析了電網(wǎng)實(shí)物資產(chǎn)管理關(guān)鍵業(yè)務(wù)及其管理決策需求,綜合全壽命周期成本(life cycle cost,LCC)、風(fēng)險(xiǎn)評估、優(yōu)先級排序、資產(chǎn)墻等技術(shù)方法,構(gòu)建了貫穿規(guī)劃計(jì)劃、采購建設(shè)、運(yùn)維檢修、退役處置等電網(wǎng)資產(chǎn)壽命周期全過程的管理決策方法框架體系,明確了各環(huán)節(jié)決策方法的實(shí)施思路,為統(tǒng)一電網(wǎng)資產(chǎn)管理全過程技術(shù)方法和模型,解決資產(chǎn)管理各業(yè)務(wù)環(huán)節(jié)方法不匹配、不協(xié)調(diào)以及與實(shí)際業(yè)務(wù)融合度差等問題提供了框架和基礎(chǔ)。
[Abstract]:Aiming at the problems of different technical methods and models in the whole life cycle management of power network assets, the application depth is not uniform, and the connection and coordination are not enough, the key business of power network real assets management and its management decision requirements are analyzed.Integrated with life cycle cost, risk assessment, priority ranking, asset wall and other technical methods, this paper constructs a plan through planning, procurement construction, operation and maintenance, maintenance and repair, etc.In order to unify the technical methods and models of the whole process of power network asset management, the framework system of management decision method for the whole life cycle of power network assets, such as decommissioning and disposal, is established.It provides the framework and foundation for solving the problems of mismatch, uncoordination and poor integration with the actual business of asset management.
