【摘要】：隨著我國經(jīng)濟結構的調整和轉型,經(jīng)濟發(fā)展增速減緩,生產型企業(yè)出現(xiàn)應收賬款增多、資金回收周期長和不能如期收回欠款的情況,企業(yè)不良債權的大量增加造成流動資金緊張的問題日漸嚴重。由于傳統(tǒng)銀行貸款融資往往需要提供抵、質押資產擔保,造成企業(yè)在自身有限的資產條件下通過貸款融資來補充流動資金愈發(fā)困難,需要尋求新的融資渠道。而四大金融資產管理公司面臨著商業(yè)化轉型,不斷拓展新的業(yè)務領域,對非金融機構不良資產,如企業(yè)應收賬款不良債權的收購業(yè)務已被提出并實際開展,也契合了企業(yè)尋求新的融資渠道的需要。隨著該類業(yè)務的深入推進,項目運作過程中不同程度出現(xiàn)了擔保措施不足、風控措施不能全部落實、影響債權安全的重大事項未及時發(fā)現(xiàn)并有效應對等問題。各類風險的不斷出現(xiàn),直接影響到收購債權的安全運作和順利退出。如何實現(xiàn)對項目運作風險的全面識別和有效控制成為制約此類業(yè)務發(fā)展的首要問題。本文從金融資產管理公司的視角出發(fā),對開展非金融機構不良資產收購和處置業(yè)務過程中,如何有效控制項目風險進行了分析和研究。本文首先對非金融機構應收賬款不良債權收購項目風險控制研究的背景、意義進行了闡述,對擬采用的研究方法和前期理論研究成果進行了介紹。之后,以金融資產管理公司收購遼撫鋼鐵持有的上海鋼鐵、大連鋼鐵應收賬款不良債權項目為載體,簡要介紹了項目運作情況,以及識別項目風險所使用的主要方法,對決定該項目是否可行的宏觀風險識別結果進行了論述。在此基礎上,將遼撫鋼鐵公司應收賬款不良債權收購項目分為前期調查、中期實施和后期管理3個階段,對每個階段存在的風險按照風險分析、風險控制的思路展開研究。根據(jù)遼撫鋼鐵應收賬款不良債權收購項目各階段調查取得的財務數(shù)據(jù)和信息資料,運用專家調查法、財務報表法、環(huán)境觀察法等分析方法,查找每個階段可能出現(xiàn)的不利因素及潛在風險點,對每個風險點進行系統(tǒng)分析,并提出相應的管理方法和控制措施。對于金融資產管理公司收購遼撫鋼鐵持有的上海鋼鐵、大連鋼鐵應收賬款不良債權項目風險控制的研究,首先,豐富了金融資產管理公司開展非金融機構不良資產收購業(yè)務風險管理的理論研究。以遼撫鋼鐵應收賬款不良債權收購項目為載體,對該類業(yè)務運作過程中各階段可能存在的風險點進行研究和分析,為同類項目的風險防控提供了系統(tǒng)、科學的管理方法和具體措施。其次,通過對具體項目的分析研究可見,非金融機構不良資產收購業(yè)務的風險通過采取有效的應對措施加以預防,項目風險是可控的,該類業(yè)務可以進一步推廣實施。在業(yè)務創(chuàng)新過程中,通過有效防范風險,有利于促進金融資產管理公司培養(yǎng)和提升核心競爭力。再次,非金融機構不良資產收購業(yè)務的廣泛開展,也為各類企業(yè)又增加了一條在傳統(tǒng)銀行貸款等方式以外的可行的融資渠道,能夠為企業(yè)經(jīng)營發(fā)展提供新的、有效的金融支持。
[Abstract]:With the adjustment of our economic structure and the transformation of economic development, the growth rate slowed down, production enterprises accounts receivable increased, the recovery of funds can not be recovered and the long cycle of arrears cases, bad creditor's rights of enterprises resulted in a substantial increase in tight liquidity problems have become increasingly serious. Because the traditional bank loan financing is often required to provide credit guarantee, pledge of assets that caused by enterprises in their limited assets under the condition of financing through loans to supplement liquidity more difficult, need to seek new financing channels. And the four major financial Asset Management Co facing business transformation, continuously expand new areas of business, the non-performing assets of financial institutions, such as bad debt accounts receivable of enterprises should have been the acquisition of business this paper puts forward and development, but also fit the needs of enterprises to seek new financing channels. With the deepening of business operation in the process of the project. Different degree appeared insufficient security measures, risk control measures are not fully implemented, the major issues affecting the security of creditor's rights is not found in time and effect of equivalence problem. All kinds of risks appear, directly affect the safe operation of the acquisition debt and a smooth exit. How to achieve a comprehensive recognition of the project operation risk and control effectively become the most important issue this restricts business development. This article from the perspective of financial Asset Management Co, to carry out non acquisition and disposal of non-performing assets of financial institutions in the business process, how to effectively control the project risks are analyzed and studied. Firstly, the accounts receivable bad debt acquisition project risk control research background of non financial institutions should, significance. The research methods adopted and previous theoretical research results are introduced. Then, the financial Asset Management Co acquired Liaoning Fushun Steel Iron Hold the Shanghai iron and steel, Dalian iron and steel accounts receivable bad debt project as the carrier, briefly introduces the operation situation of the project, and the main methods used to identify project risks, to determine whether the macro risk identification feasible results of the project are discussed. On this basis, the Liao Fu Steel Corp accounts receivable bad debt acquisition project for the preliminary investigation, the mid and post implementation of risk management in 3 stages, each stage exists according to the risk analysis, risk control research ideas. According to the Liao Fu steel should be made every stage of the survey accounts receivable bad debt acquisition project's financial data and information, using the method of expert investigation, financial report, environmental observation the analysis method, and potential risk of negative factors to find every possible stage, systematic analysis of each risk point, and put forward the corresponding management methods And control measures for the acquisition of Asset Management Co. Financial holdings in Shanghai iron and steel iron and steel Liao Fu, Dalian iron and steel research, the risk control of accounts receivable bad debt project first, enrich the financial Asset Management Co to carry out theoretical research of business risk management of non-performing assets acquired non financial institutions. In Liao Fu steel accounts receivable bad debt acquisition projects as the carrier, may in every stage of the business operation risks in the process of research and analysis, provides a system for risk prevention and control of similar projects, scientific management methods and specific measures. Second, through the analysis of the specific project visible, the risk of bad assets acquisitions of non-financial institutions to prevent the effective response measures of project risk is controllable, the business can further promote the implementation of business. In the process of innovation, through the effective prevention of wind Insurance, is conducive to the promotion of financial Asset Management Co to foster and enhance the core competitiveness.
