【摘要】：土地儲備是政府對土地市場進行宏觀控制的一種手段,具有促進城市有序發(fā)展、降低住房價格、平抑地價、抑制土地投機以及提高城市生態(tài)環(huán)境質(zhì)量等作用。雖然土地儲備有以上諸多好處,但在土地儲備的初期需投入大量的資金,地方政府的財政預算難以全額承擔,因此要進行土地儲備融資,其中銀行貸款為主要融資來源。但隨著我國經(jīng)濟制度的不斷完善,土地儲備機構(gòu)向銀行貸款越來越受到金融、財政、土地等政策的影響和制約。
[Abstract]:Land reserve is a means for the government to control the land market macroscopically. It can promote the orderly development of the city, reduce the housing price and stabilize the land price. The role of restraining land speculation and improving the quality of the urban ecological environment. Although land reserves have many benefits, they need to invest a large amount of money in the initial stage of the land reserve, and the local government's budget cannot be fully absorbed. Therefore, land reserve financing should be carried out, among which bank loan is the main source of financing, but with the continuous improvement of our country's economic system, the loan from land reserve institutions to banks is more and more influenced and restricted by the policies of finance, finance, land and so on.
