【摘要】：由于不能對(duì)未來事項(xiàng)進(jìn)行完備地描述和約定,PPP項(xiàng)目是一種不完全合同的情況,利率的變動(dòng)會(huì)對(duì)不可證實(shí)的事前投資產(chǎn)生影響。通過構(gòu)建引入利率項(xiàng)的不完全合同模型,針對(duì)利率變動(dòng)對(duì)于PPP項(xiàng)目事前投資的影響進(jìn)行了研究。研究發(fā)現(xiàn):(1)與社會(huì)最優(yōu)水平相比,兩種所有制下成本創(chuàng)新投資和質(zhì)量創(chuàng)新投資均存在扭曲。(2)利率上升會(huì)對(duì)外部經(jīng)營(yíng)者構(gòu)成事前投資的負(fù)向激勵(lì)。(3)與社會(huì)最優(yōu)水平相比,利率上升時(shí),事前投資扭曲程度減弱;利率下降時(shí),事前投資扭曲程度增加。(4)政府應(yīng)當(dāng)根據(jù)不同的目標(biāo)合理選擇財(cái)稅政策。
[Abstract]:The PPP project is an incomplete contract because it is not possible to fully describe and agree on the future events. Interest rate changes will have an impact on unverifiable prior investment. An incomplete contract model is constructed to introduce interest rate terms. This paper studies the effect of interest rate change on the pre-investment of PPP project. The cost innovation investment and the quality innovation investment under the two kinds of ownership have twisting. 2) the interest rate rise will form the negative incentive. 3) compared with the social optimum level, the interest rate will rise. The distortion degree of investment in advance is weakened; When interest rates fall, the distortion of investment in advance increases. 4) the government should choose fiscal and taxation policies according to different objectives.
