【摘要】：橫連東西、縱貫?zāi)媳钡母咚俟肥侵袊?guó)經(jīng)濟(jì)運(yùn)行的大動(dòng)脈,2016年中國(guó)新增高速公路6000多公里,總里程突破13萬(wàn)公里,增速全球第一。隨著路網(wǎng)的迅速擴(kuò)張,巨額的建設(shè)資金問(wèn)題使政府面臨巨大的財(cái)政壓力,于是政府逐漸將一部分高速公路的建設(shè)運(yùn)營(yíng)改為企業(yè)管理,因此所建高速公路在滿(mǎn)足大眾出行的公共性和服務(wù)性的同時(shí),還要在經(jīng)營(yíng)期內(nèi)償還貸款并取得一定的投資收益,也就是兼具社會(huì)效益和經(jīng)濟(jì)效益,這就必須通過(guò)一定的績(jī)效考核指標(biāo)體系,對(duì)高速公路運(yùn)營(yíng)企業(yè)的運(yùn)營(yíng)管理、財(cái)務(wù)評(píng)價(jià)、通行服務(wù)、養(yǎng)護(hù)管理、經(jīng)營(yíng)績(jī)效等方面的考核起到監(jiān)測(cè)、評(píng)價(jià)及引導(dǎo)的作用,通過(guò)精細(xì)管理、降本增效等手段實(shí)現(xiàn)雙重效益。本論文基于國(guó)內(nèi)外高速公路及相關(guān)行業(yè)績(jī)效考核實(shí)際經(jīng)驗(yàn)及理論研究,以關(guān)鍵績(jī)效指標(biāo)考核方法(KPI)為基礎(chǔ),對(duì)高速公路運(yùn)營(yíng)企業(yè)各方面指標(biāo)進(jìn)行篩選,得到客觀的、同向可比的關(guān)鍵績(jī)效指標(biāo),同時(shí),借助客觀賦權(quán)的分析方法——主成分分析法,對(duì)核心指標(biāo)進(jìn)行分析,形成規(guī)格化的分析手段,對(duì)各高速公路進(jìn)行成分分析,并得到具有宏觀把握的分值評(píng)測(cè)及排名,為管理者提供支撐數(shù)據(jù)。全文共分7章內(nèi)容。第1章為緒論部分,分析文章的研究背景、研究目的和研究意義,并著重分析了高速公路運(yùn)營(yíng)企業(yè)績(jī)效考核相關(guān)的國(guó)內(nèi)外研究現(xiàn)狀;第2章為研究現(xiàn)狀及理論綜述,介紹了KPI關(guān)鍵績(jī)效指標(biāo)考核方法以及主成分分析法等績(jī)效指標(biāo)權(quán)重設(shè)定方法;第3章對(duì)E公司現(xiàn)行的綜合績(jī)效考核體系進(jìn)行了分析,通過(guò)介紹考核體系的指標(biāo)構(gòu)成、指標(biāo)權(quán)重及結(jié)果運(yùn)用,總結(jié)出現(xiàn)行績(jī)效考核指標(biāo)體系存在的問(wèn)題,提出更新綜合績(jī)效考核指標(biāo)體系的緊迫性和必要性;第4章為E公司績(jī)效考核體系設(shè)計(jì),體系包括5類(lèi)、21項(xiàng)子指標(biāo),分別為經(jīng)濟(jì)效益指標(biāo)、通行服務(wù)指標(biāo)、養(yǎng)護(hù)管理指標(biāo)和經(jīng)營(yíng)績(jī)效指標(biāo)等。第5章為E公司績(jī)效考核指標(biāo)體系權(quán)重確定及實(shí)證分析,對(duì)E公司所管理的11條高速公路進(jìn)行評(píng)測(cè),按照結(jié)果對(duì)11條高速公路的運(yùn)行情況進(jìn)行初步的排序計(jì)算,為管理決策提供支撐。第6章對(duì)完善高速公路運(yùn)營(yíng)企業(yè)績(jī)效考核體系提出了具體的建議。第7章,通過(guò)對(duì)全文的總結(jié)歸納,指出本文的創(chuàng)新之處、不足和未來(lái)研究展望。本文通過(guò)研究,提出了高速公路運(yùn)營(yíng)企業(yè)績(jī)效考核指標(biāo)體系,包括經(jīng)濟(jì)效益指標(biāo)、通行服務(wù)指標(biāo)、養(yǎng)護(hù)管理指標(biāo)和經(jīng)營(yíng)績(jī)效指標(biāo)等5大類(lèi)21項(xiàng)子指標(biāo);并通過(guò)主成分分析法確定了關(guān)鍵績(jī)效指標(biāo)及權(quán)重,并利用4條典型高速公路運(yùn)營(yíng)企業(yè)數(shù)據(jù)進(jìn)行了分析排名,對(duì)績(jī)效考核指標(biāo)體系進(jìn)行了驗(yàn)證,結(jié)果表明該體系能夠反應(yīng)E公司所轄高速公路運(yùn)營(yíng)企業(yè)實(shí)際績(jī)效情況,為高速公路運(yùn)營(yíng)企業(yè)績(jī)效管理和績(jī)效考核提供了新思路。
[Abstract]:The east-west, north-south highway is the main artery of China's economic operation. In 2016, China added more than 6, 000 kilometers of highways, with a total mileage of more than 130,000 kilometers. With the rapid expansion of the road network, the government is faced with huge financial pressure due to the huge construction funds, so the government gradually changed the construction and operation of part of the highway to enterprise management. Therefore, the highway built to meet the public travel and service, but also in the operating period to repay loans and obtain a certain return on investment, that is, both social and economic benefits. It is necessary to monitor the operation management, financial evaluation, general service, maintenance management, management performance and other aspects of expressway operation enterprises through a certain performance evaluation index system. The function of evaluation and guidance, through the means of fine management, reducing cost and increasing efficiency, to achieve dual benefits. This paper based on the domestic and foreign highway and related industries performance evaluation practical experience and theoretical research. Based on the evaluation method of key performance indicators (KPI), the key performance indicators of expressway operation enterprises are screened, and the objective and comparable key performance indicators are obtained at the same time. With the objective weight of the analysis method-principal component analysis, to analyze the core indicators, the formation of standardized means of analysis, the composition analysis of each highway. The paper is divided into seven chapters. Chapter 1 is the introduction part, which analyzes the research background, purpose and significance of the research. And emphatically analyzed the expressway operation enterprise performance appraisal correlation domestic and foreign research present situation; The second chapter is the research status and the theory summary, introduced the KPI key performance index appraisal method as well as the principal component analysis method and so on performance index weight setting method; Chapter 3 analyzes the current comprehensive performance appraisal system of E Company, and summarizes the existing problems in the current performance appraisal index system by introducing the index composition, index weight and the application of the results of the evaluation system. The urgency and necessity of updating the index system of comprehensive performance appraisal are put forward. Chapter 4 is the design of E company performance appraisal system. The system includes 5 kinds and 21 sub-indexes, which are economic benefit index and general service index. The fifth chapter is the weight determination and empirical analysis of E company's performance appraisal index system, the evaluation of 11 highways managed by E company. According to the results of 11 freeway operation of the preliminary ranking calculation for the management decision to provide support. Chapter 6 to improve the performance evaluation system of expressway operation enterprises put forward specific recommendations. Chapter 7. Through the summary of the full text, pointed out the innovation of this paper, shortcomings and future research prospects. Through the study, this paper proposed the performance evaluation index system of expressway operation enterprises, including economic benefits indicators. General service index, maintenance management index and management performance index, etc. And through the principal component analysis to determine the key performance indicators and weights, and the use of four typical expressway operation enterprise data to analyze the ranking, performance evaluation index system has been verified. The results show that the system can reflect the actual performance of expressway operating enterprises under E company, and provide a new way of thinking for performance management and performance evaluation of expressway operation enterprises.
