【摘要】：2014年下半年以來,國際油價從110美元/桶跌至今年最低不及48美元/桶,降幅高達(dá)56%以上,這個重大轉(zhuǎn)折,意味著持續(xù)10年的高油價時期的結(jié)束。油價斷崖式下跌,對石油公司經(jīng)營業(yè)績造成重創(chuàng)。LS企業(yè)集團是以石油鉆井為主業(yè)的集團,石油鉆井是一個高投入、高風(fēng)險、低利潤的行業(yè),鉆井利潤同油價行情息息相關(guān),油價下跌的越厲害,業(yè)主方給定鉆井服務(wù)價格也就越低。對鉆井施工企業(yè)而言,在油價斷崖式下跌的大環(huán)境下,如何在業(yè)主方給定的投資范圍內(nèi)完成承包鉆井工作量并實現(xiàn)最大限度的現(xiàn)金凈流入,資金集中管理起著舉足輕重的作用。在石油價格持續(xù)低迷的宏觀環(huán)境下,LS企業(yè)如何采用更為合理的方法集中管理好集團資金,降低成本,提高資金使用效率,防范流動性風(fēng)險,保障LS企業(yè)集團持續(xù)高效經(jīng)營是一個非常重要的課題。本文在梳理國內(nèi)外文獻(xiàn)研究中發(fā)現(xiàn)針對鉆井行業(yè)的特色資金集中管理論述較少,有待進(jìn)一步擴充和完善。本文以LS企業(yè)集團為研究對象,結(jié)合該集團鉆井行業(yè)特點,采用現(xiàn)金流維度管理、全面預(yù)算管理及內(nèi)部控制管理等相關(guān)理論,利用2013-2015年年報財務(wù)數(shù)據(jù),通過短期償債能力指標(biāo)、資金狀態(tài)指標(biāo)及應(yīng)收款存貨等相關(guān)財務(wù)指標(biāo),從多個角度對該集團資金管理的現(xiàn)狀進(jìn)行分析,發(fā)現(xiàn)該集團存在現(xiàn)金流維度構(gòu)成不合理、應(yīng)收賬款、存貨占用過高,周轉(zhuǎn)率低等資金集中管理的相關(guān)問題,通過深入剖析其存在的問題,給出加強應(yīng)收賬款、存貨清理、推行電子承兌匯票及完善資金計劃管理等建議,以達(dá)到提高LS企業(yè)集團資金使用效率和防范風(fēng)險的目的,同時也希望能對其他同行業(yè)企業(yè)集團資金集中管理提供有益借鑒。
[Abstract]:Since the second half of 2014, the international oil price has dropped from $110 per barrel to less than $48 per barrel this year, a significant turning point. It means the end of a 10-year period of high oil prices. Oil prices have fallen precipitously, causing heavy damage to the operating performance of oil companies. LS Enterprise Group is a group with oil drilling as its main business, and oil drilling is a high investment. In high-risk, low-margin industries, drilling profits are closely related to the price of oil prices. The more oil prices fall, the lower the price of drilling services given by owners. In the environment of falling oil price, how to complete the contract drilling workload and achieve the maximum net cash inflow within the investment range given by the owner. Centralized management of funds plays an important role. Under the macro environment of oil price downturn, how to adopt more reasonable methods to centralize the management of group funds and reduce costs. Improve the efficiency of the use of funds to prevent liquidity risks. It is a very important task to ensure the sustainable and efficient management of LS enterprise group. In this paper, it is found that there is less discussion on centralized management of special funds for drilling industry in combing domestic and foreign literature. To be further expanded and improved. This paper takes LS Enterprise Group as the research object, combined with the characteristics of the drilling industry of the Group, using cash flow dimension management, total budget management and internal control management and other related theories. Using the financial data of 2013-2015 annual report, through short-term solvency indicators, capital status indicators and receivables inventory and other related financial indicators. This paper analyzes the current situation of capital management in this group from several angles, and finds that there are some problems related to the centralized management of cash flow, such as unreasonable cash flow dimension, accounts receivable, high inventory occupation and low turnover rate. Through in-depth analysis of its existing problems, this paper puts forward some suggestions such as strengthening accounts receivable, clearing inventory, promoting electronic acceptance bill and perfecting the management of fund plan. In order to improve the efficiency of LS enterprise group capital use and prevent risks, it also hopes to provide useful reference for the centralized management of other enterprise groups in the same industry.
