【摘要】：目前我國的實際利用外商直接投資額已穩(wěn)居世界前列，但同時我國的環(huán)境狀況也日益惡化，相關政府部門則開始制定相應的環(huán)境規(guī)制政策，并在實踐中探究如何在實施嚴格的環(huán)境規(guī)制標準的同時，提高引入外資的質量和優(yōu)化產(chǎn)業(yè)結構分布，以實現(xiàn)環(huán)境和經(jīng)濟的可持續(xù)發(fā)展。 本文從微觀、宏觀和博弈的角度對環(huán)境規(guī)制和外商直接投資之間的影響機制進行理論分析；然后對我國外商直接投資、環(huán)境污染和環(huán)境規(guī)制的現(xiàn)狀進行統(tǒng)計分析，認為環(huán)境規(guī)制和外商直接投資兩者之間存在長期關系；在實證研究部分，通過選取國內30個省市自治區(qū)1998-2010年間的面板數(shù)據(jù)和我國1985-2011年間的時間序列數(shù)據(jù)，運用拓展的計量模型，定性和定量的研究環(huán)境規(guī)制對外商直接投資的影響，，實證研究得出的結果表明環(huán)境規(guī)制對我國引入FDI存在不顯著的負向影響，兩者之間存在長期協(xié)整關系；但環(huán)境規(guī)制水平的增長率變化對外商直接投資的增長率有顯著地負向影響，環(huán)境規(guī)制水平的增長率每增加1%，將導致實際使用外資額的增長率平均下降0.018%；根據(jù)實證分析得出的結論，本文從政府和企業(yè)兩個角度提出相應的對策建議，政府部門可以實施對企業(yè)的創(chuàng)新補貼、實施有差別的環(huán)境規(guī)制措施、服務外資和加強引導監(jiān)督來達到經(jīng)濟發(fā)展與環(huán)境保護的協(xié)調；企業(yè)則可以通過追求創(chuàng)新、企業(yè)合作和行業(yè)監(jiān)督等來獲取共贏，實現(xiàn)經(jīng)濟和環(huán)境的良性發(fā)展。
[Abstract]:At present, the actual use of foreign direct investment in China has been in the forefront of the world, but at the same time, the environment of our country is becoming worse and worse. The relevant government departments have begun to formulate corresponding environmental regulation policies, and explore how to improve the quality of the introduction of foreign capital and optimize the industrial structure while implementing the strict standard of environmental regulation in practice. In order to realize the sustainable development of the environment and economy.
This paper makes a theoretical analysis on the impact mechanism of environmental regulation and FDI from the perspective of microcosmic, macro and game, and then makes a statistical analysis on the current situation of foreign direct investment, environmental pollution and environmental regulation in China, and holds that there is a long-term relationship between the two parties of the environmental regulation and the foreign direct investment; in the empirical research department By selecting the panel data of the 30 provinces and autonomous regions of China for 1998-2010 years and the time series data of China for 1985-2011 years, using the expanded measurement model, the qualitative and quantitative study of the influence of environmental regulation on foreign direct investment, the result of empirical study shows that the environmental regulation has no significant negative effect on the introduction of FDI in China. There is a long-term cointegration relationship between the two, but the growth rate of the environmental regulation level has a significant negative impact on the growth rate of foreign direct investment. The growth rate of the environmental regulation level will increase by 1%, which will lead to an average decrease of 0.018% of the actual foreign capital use growth rate. The government and enterprises put forward the corresponding countermeasures and suggestions from two angles. The government departments can implement innovative subsidies to enterprises, implement different environmental regulation measures, serve foreign capital and strengthen guidance and supervision to achieve the coordination of economic development and environmental protection, and enterprises can obtain win-win results through the pursuit of innovation, enterprise cooperation and industry supervision. Realize the benign development of the economy and the environment.
