經(jīng)濟發(fā)展伴隨著高能源需求。20世紀,豐富巨大規(guī)模開采的礦物燃料(煤和油)為主要能源,全球發(fā)展目前面臨著兩個主要問題,其一,主要石油生產(chǎn)國家石油資源的耗竭及政治不穩(wěn)定所導(dǎo)致的油價上升影響著全球經(jīng)濟的發(fā)展,其二,氣候變化所引起的環(huán)境問題使得人們更關(guān)注于溫室氣體的減少。包括生物燃料在內(nèi)的可再生能源可作為礦物燃料替代品。本文以生物燃料為研究對象,主要研究生物燃料政策及其與經(jīng)濟、農(nóng)業(yè)、能源之間的關(guān)系。發(fā)達國家的生物燃料政策引起生物燃料與食品的矛盾,這一矛盾已日益引起人們的廣泛關(guān)注。與其不同,中國生物燃料政策更關(guān)注于生物燃料與食品安全之間的協(xié)調(diào)均衡。中國已形成了一個可供其他國家參考的生物燃料樣本模式。論文綜述了生物燃料及其對食品經(jīng)濟及能源安全影響的相關(guān)理論及研究動態(tài),介紹了巴西美國生物燃料發(fā)展變化情況,分析了中國農(nóng)作物生物燃料政策,探討了中國發(fā)展農(nóng)作物生物燃料的動因,優(yōu)劣勢,著重研究了中國農(nóng)作物生物燃料政策與主要農(nóng)產(chǎn)品價格及能源價格的關(guān)系,以反映中國農(nóng)作物生物燃料政策對中國食品經(jīng)濟及能源安全的影響。研究表明中國所采用的農(nóng)作物生物燃料政策可作為其他國家發(fā)展生物燃料的參考模式。
