【摘要】：資源錯配的成因主要源自不同維度的企業(yè)異質(zhì)性和地區(qū)發(fā)展戰(zhàn)略的扭曲。采用"中國工業(yè)企業(yè)數(shù)據(jù)庫"數(shù)據(jù),利用C-D確定性前沿參數(shù)模型測算微觀企業(yè)全要素生產(chǎn)率,并用OP協(xié)方差法對各地區(qū)資源錯配程度進行測度,進而從微觀企業(yè)異質(zhì)性和地區(qū)發(fā)展戰(zhàn)略兩個層面分析我國資源錯配的成因,結(jié)果表明:企業(yè)TFP異質(zhì)性主要與其市場結(jié)構(gòu)(壟斷及規(guī)模經(jīng)濟)、所處地區(qū)(城市和省份)以及所有制等維度的差異有關(guān);地方政府違背比較優(yōu)勢的發(fā)展戰(zhàn)略加劇了資源錯配程度,造成各地區(qū)15.0%~52.7%的資源配置效率損失、12.8%~45.1%的全要素生產(chǎn)率損失以及2.4%~8.5%的產(chǎn)出損失。未來中國全要素生產(chǎn)率的提升,應(yīng)注重內(nèi)部競爭優(yōu)化,同時要發(fā)揮政府因勢利導(dǎo)的職能。
[Abstract]:The causes of resource mismatch are mainly from different dimensions of enterprise heterogeneity and distortion of regional development strategy. By using the data of China Industrial Enterprise Database and C-D deterministic frontier parameter model, the total factor productivity (TFP) of micro enterprises is measured, and the degree of resource mismatch in different regions is measured by OP covariance method. Then the causes of resource mismatch in China are analyzed from the perspectives of micro enterprise heterogeneity and regional development strategy. The results show that the heterogeneity of enterprise TFP is mainly related to its market structure (monopoly and economies of scale). The difference of the region (city and province) and the dimension of ownership is related to the difference of the region (city and province) and the dimension of ownership. The development strategy of local governments against comparative advantage has aggravated the mismatch of resources, resulting in a loss of 15.0% or 52.7% of the efficiency of resource allocation in various regions. The total factor productivity loss of 12.8% and the output loss of 2.4% were 45.1% and 8.5% respectively. In the future, the promotion of total factor productivity in China should pay attention to the optimization of internal competition and give play to the role of the government in guiding the situation.
