【摘要】：在中國(guó)新能源產(chǎn)業(yè)快速發(fā)展的背后隱藏著諸多產(chǎn)業(yè)短板,融資困難便是其中之一,以國(guó)有企業(yè)和地方融資平臺(tái)為主體推動(dòng)新能源基礎(chǔ)設(shè)施建設(shè)的模式依然受到傳統(tǒng)融資方式的掣肘。本文從新能源產(chǎn)業(yè)融資現(xiàn)狀出發(fā),研究在新能源基礎(chǔ)設(shè)施建設(shè)和綜合產(chǎn)業(yè)基地建設(shè)中,政府與企業(yè)采取PPP融資模式的可行性及風(fēng)險(xiǎn)識(shí)別,并提出力保PPP融資模式順利推行的政策措施。
[Abstract]:Behind the rapid development of China's new energy industry, there are many industry weaknesses, and financing difficulties are one of them. The mode of promoting the construction of new energy infrastructure with state-owned enterprises and local financing platforms as the main body is still constrained by the traditional financing methods. Based on the present situation of new energy industry financing, this paper studies the feasibility and risk identification of government and enterprise adopting PPP financing mode in the construction of new energy infrastructure and comprehensive industrial base. And put forward the PPP financing model to ensure the smooth implementation of the policy measures.
