【摘要】：隨著全球科技競(jìng)爭(zhēng)加劇,技術(shù)創(chuàng)新變得越來越復(fù)雜,軍民科技協(xié)同創(chuàng)新是應(yīng)對(duì)創(chuàng)新環(huán)境變化、推動(dòng)軍民科技創(chuàng)新資源共享、提高國(guó)家創(chuàng)新能力的重要路徑,也是構(gòu)建國(guó)家創(chuàng)新體系的關(guān)鍵環(huán)節(jié)。從人才、政府、產(chǎn)業(yè)及制度等方面,分析美國(guó)、日本、俄羅斯、以色列四國(guó)軍民科技協(xié)同創(chuàng)新模式,對(duì)我國(guó)構(gòu)建由政府、軍隊(duì)、軍屬科研院所、高等院校、企業(yè)及中介組織為主體的軍民科技協(xié)同創(chuàng)新體系有一定借鑒意義。為推動(dòng)軍民科技協(xié)同創(chuàng)新,我國(guó)應(yīng)破除軍民融合制度藩籬,優(yōu)化科技協(xié)同創(chuàng)新環(huán)境;構(gòu)筑協(xié)同創(chuàng)新平臺(tái),推動(dòng)新興產(chǎn)業(yè)空間集聚;重視軍民兩用人才建設(shè),推動(dòng)科學(xué)技術(shù)合作交流;加大科研資金投入力度,拓寬科技研發(fā)融資渠道;提高自主科技創(chuàng)新能力,加強(qiáng)國(guó)際技術(shù)合作。
[Abstract]:With the aggravation of global scientific and technological competition, technological innovation becomes more and more complicated. The cooperative innovation of military-civilian science and technology is an important way to cope with the change of innovation environment, to promote the sharing of scientific and technological innovation resources between military and civil, and to improve the ability of national innovation. It is also a key link in building a national innovation system. From the aspects of talent, government, industry and system, this paper analyzes the cooperative innovation model of military-civilian science and technology among the United States, Japan, Russia and Israel, and constructs the scientific research institutes and institutions of higher learning by the government, the military, the military affiliated scientific research institutes, and the institutions of higher learning in China. The cooperative innovation system of military and civilian science and technology with enterprises and intermediary organizations as the main body has certain reference significance. In order to promote the cooperative innovation of military-civilian science and technology, our country should break down the barrier of military-civilian fusion system, optimize the environment of scientific and technological coordination and innovation, build a collaborative innovation platform, and promote the spatial agglomeration of emerging industries. We should pay attention to the construction of dual-use talents, promote scientific and technological cooperation and exchange, increase the investment in scientific research funds, broaden the channels for financing scientific research and development, improve our independent scientific and technological innovation capabilities, and strengthen international technical cooperation.
