【摘要】：建立事前審核投資再定價(jià)的監(jiān)管機(jī)制需要建立規(guī)范的投資審核制度,核心是制定科學(xué)的投資審核依據(jù)和方法,投資成本節(jié)約的激勵(lì)機(jī)制、投資偏差調(diào)整機(jī)制。研究了中國(guó)電網(wǎng)投資監(jiān)管政策存在的問(wèn)題及英國(guó)、澳大利亞、美國(guó)等國(guó)家對(duì)投資審核的國(guó)際經(jīng)驗(yàn),針對(duì)中國(guó)目前改革情況提出在實(shí)踐中不斷完善投資監(jiān)管政策,構(gòu)建完整的投資監(jiān)審體系、客觀公正的監(jiān)管政策、行之有效的監(jiān)管方法的啟示。
[Abstract]:To establish the supervision mechanism of pre-audit investment repricing requires the establishment of a standardized investment audit system. The core is to establish scientific investment audit basis and methods incentive mechanism for saving investment cost and adjustment mechanism of investment deviation. This paper studies the problems existing in China's power grid investment supervision policy and the international experience of investment audit in Britain, Australia and the United States, and puts forward to improve the investment supervision policy in practice in view of the current situation of China's reform. Construction of a complete investment supervision and audit system, objective and fair supervision policy, effective supervision method enlightenment.
