中國能源轉(zhuǎn)型的測定研究及與美、德的比較

【摘要】:能源轉(zhuǎn)型在全球已經(jīng)形成共識。科學(xué)地測定能源轉(zhuǎn)型程度能夠客觀地認識當(dāng)前的能源轉(zhuǎn)型,分清關(guān)鍵問題,做到"對癥下藥"。本文在對能源轉(zhuǎn)型的內(nèi)涵進行界定的基礎(chǔ)上,將能源轉(zhuǎn)型分為技術(shù)轉(zhuǎn)型和體制轉(zhuǎn)型,運用指標分析法分別測定了中國、美國和德國的能源轉(zhuǎn)型程度,德國的轉(zhuǎn)型程度略高于美國,均接近70%,遠高于中國42.2%的轉(zhuǎn)型程度。中國的能源技術(shù)轉(zhuǎn)型快于體制轉(zhuǎn)型,而美國和德國正好相反,且中國的技術(shù)轉(zhuǎn)型與體制轉(zhuǎn)型均遠低于美、德兩國。未來,中國的能源轉(zhuǎn)型不應(yīng)再繼續(xù)注重規(guī)模上的擴大,應(yīng)將重點轉(zhuǎn)移到能源體制轉(zhuǎn)型上。
[Abstract]:Energy transformation in the global consensus has been formed. Scientifically measuring the degree of energy transformation can objectively recognize the current energy transformation, distinguish the key problems, and achieve the "right remedy". On the basis of defining the connotation of energy transformation, the energy transformation is divided into technology transformation and system transformation. The degree of energy transformation in China, the United States and Germany is measured by using the index analysis method. Germany's transition rate is slightly higher than that of the United States, which is close to 70 percent, far higher than the 42.2 percent transition in China. China's energy technology transition is faster than its institutional transformation, while the United States and Germany are on the opposite side, and China's technological and institutional transition is much lower than that of the United States and Germany. In the future, China's energy transformation should not continue to focus on scale expansion, should be shifted to the energy system transformation.
