國電泉州熱電有限公司監(jiān)控信息系統(tǒng)項目后評價研究

【摘要】:互聯(lián)網(wǎng)技術和通信技術迅猛發(fā)展,推動著發(fā)電企業(yè)在信息化和控制技術方面的進步和變革。但分散控制系統(tǒng)、現(xiàn)場總線系統(tǒng)以及各種辦公、生產(chǎn)管理決策系統(tǒng)之間不能做到數(shù)據(jù)的互聯(lián)互通,形成了信息孤島。廠級監(jiān)控信息系統(tǒng)(以下簡稱SIS)的出現(xiàn)解決了這一難題。通過對已完成項目進行后評價研究,能夠讓其他火電廠在實施SIS項目時有所參考,保證項目質(zhì)量,提高項目成功率。相比于其他行業(yè)的項目后評價工作,發(fā)電企業(yè)的信息化項目的后評價工作處于起步階段。供電企業(yè)的信息項目研究可以作為借鑒,在此基礎上,構建適合發(fā)電企業(yè)的信息化項目實施效果后評價研究模式成為當務之急。本文闡述了選題的背景和意義,論述了國內(nèi)外后評價研究的現(xiàn)狀,介紹了項目后評價理論的相關概念和方法。接下來介紹了國電泉州熱電有限公司SIS系統(tǒng)項目的情況,比較了《中國國電集團公司項目后評價指南》與《中央企業(yè)固定資產(chǎn)投資項目后評價工作指南》,并以此為基礎,根據(jù)項目的實際情況,結合用戶和專家的意見,對相關評價指標進行了調(diào)整,構建了本項目的評價指標體系。本文在項目進行后評價分析方面,采用了基于層次分析法建立的項目后評價指標體系,確定相應的指標權重,同時采用項目成功度法計算出項目的最終得分,其評級結果為A,表明項目是成功的。本文的研究表明,通過構建合理的指標體系,對發(fā)電企業(yè)的廠級監(jiān)控信息系統(tǒng)項目進行合理有效的后評價分析,可以為發(fā)電企業(yè)管理者的決策提供更為全面的支持,也表明信息系統(tǒng)建設項目對于發(fā)電企業(yè)的提質(zhì)增效具有促進作用。通過本文的分析研究,希望能夠對發(fā)電企業(yè)的廠級監(jiān)控信息系統(tǒng)項目的建設應用以及評價提供一定的借鑒經(jīng)驗。
[Abstract]:The rapid development of Internet technology and communication technology has promoted the progress and transformation of power generation enterprises in information technology and control technology. However, decentralized control systems, fieldbus systems and various office systems, production management decision-making systems can not achieve data interconnection, forming an information island. Plant-level monitoring information system (hereinafter referred to as SIS) to solve this problem. Through the post-evaluation study of completed projects, other thermal power plants can make reference to implement SIS projects, ensure the project quality and improve the success rate of the projects. Compared with the post-evaluation work in other industries, the post-evaluation of the information project of power generation enterprises is still in its infancy. The information project research of power supply enterprises can be used as a reference. On this basis, it is urgent to construct a research model of post-evaluation of the implementation effect of information projects suitable for power generation enterprises. This paper expounds the background and significance of the topic, discusses the present situation of post-evaluation research at home and abroad, and introduces the related concepts and methods of post-evaluation theory. Then it introduces the SIS system project of Guodian Quanzhou Thermal Power Co., Ltd., compares the Project Post-Evaluation Guide of China Guodian Group Company with the Central Enterprise fixed assets Investment Project Post Evaluation work Guide, and takes this as the basis. According to the actual situation of the project and the opinions of the users and experts, the relevant evaluation indexes are adjusted and the evaluation index system of the project is constructed. In this paper, the post-evaluation index system based on AHP is adopted to determine the corresponding index weight, and the final score of the project is calculated by the method of project success degree. Its rating of A indicates that the project is successful. The research in this paper shows that by constructing a reasonable index system and carrying out reasonable and effective post-evaluation and analysis on the power plant level monitoring information system project, it can provide more comprehensive support for the decision-making of the power generation enterprise managers. It also shows that the information system construction project can improve the quality and efficiency of power generation enterprises. Through the analysis and research of this paper, it is hoped that it can provide some reference experience for the construction, application and evaluation of plant level monitoring information system project in power generation enterprises.
