【摘要】：以2007—2013年中國(guó)30個(gè)省、直轄市和自治區(qū)為樣本,在測(cè)算了樣本地區(qū)工商業(yè)對(duì)居民的電價(jià)交叉補(bǔ)貼額的同時(shí),從經(jīng)濟(jì)、資源和生態(tài)三個(gè)維度構(gòu)建了反映地區(qū)社會(huì)總福利水平指標(biāo)體系且對(duì)其進(jìn)行測(cè)度,進(jìn)而設(shè)計(jì)動(dòng)態(tài)面板數(shù)據(jù)模型,分別從全國(guó)和分地區(qū)兩個(gè)層面實(shí)證評(píng)估了電價(jià)交叉補(bǔ)貼政策的社會(huì)福利效應(yīng)。結(jié)果表明,從全國(guó)層面來(lái)看,電價(jià)交叉補(bǔ)貼政策能顯著改善經(jīng)濟(jì)福利和生態(tài)福利,但不影響社會(huì)總福利及其資源福利;進(jìn)一步地,從分地區(qū)樣本來(lái)看,東部地區(qū)電價(jià)交叉補(bǔ)貼政策能顯著改善該地區(qū)生態(tài)福利,而中西部地區(qū)電價(jià)交叉補(bǔ)貼政策能顯著改善該地區(qū)社會(huì)總福利及其資源福利。
[Abstract]:Taking 30 provinces, municipalities and autonomous regions of China from 2007 to 2013 as samples, we calculated the amount of cross-subsidization of electricity prices by industry and commerce to residents in the sample areas, and at the same time, from the economic perspective, The index system of reflecting the total social welfare level of the region is constructed from the three dimensions of resources and ecology, and then the dynamic panel data model is designed. The social welfare effect of electricity price cross-subsidy policy is evaluated from the national and regional levels. The results show that, at the national level, the cross-subsidy policy of electricity price can significantly improve economic welfare and ecological welfare, but does not affect the overall social welfare and its resource welfare. The cross-subsidy policy of electricity price in eastern China can significantly improve the ecological welfare in this region, while the cross-subsidy policy in the central and western regions can significantly improve the total social welfare and the welfare of resources in this region.
