【摘要】：電力業(yè)擴(kuò)工程直接面向終端用戶,是電力企業(yè)的一個(gè)重要環(huán)節(jié),對(duì)國家和社會(huì)的經(jīng)濟(jì)發(fā)展及人民的生產(chǎn)和生活都有著至關(guān)重要的作用。工程質(zhì)量的保證和管理效率的高低,直接決定終端用戶的用電質(zhì)量。對(duì)于業(yè)擴(kuò)工程施工過程來說,影響質(zhì)量和進(jìn)度的因素有很多,由于其具有施工工藝復(fù)雜、生產(chǎn)環(huán)節(jié)多、參與方多、影響質(zhì)量的因素多等特點(diǎn),這就導(dǎo)致了在工程會(huì)因?yàn)槭艿缴鲜龈鞣N因素的干擾,業(yè)擴(kuò)工程的質(zhì)量也會(huì)因此受到影響。但是,業(yè)擴(kuò)工程又是配電網(wǎng)穩(wěn)定運(yùn)行的重要保障,因此,我們要在業(yè)擴(kuò)工程的質(zhì)量管理上需要采用有效的方法和手段,通過對(duì)國內(nèi)外關(guān)于工程質(zhì)量管理方面的理論,再引入PCM模式與業(yè)擴(kuò)工程質(zhì)量管理相結(jié)合,以達(dá)到不斷提高業(yè)擴(kuò)工程質(zhì)量管理水平的目的。本文以北京電力公司業(yè)擴(kuò)工程質(zhì)量管理為主要研究對(duì)象,首先分析了國內(nèi)電力工程質(zhì)量管理研究現(xiàn)狀和存在的問題,對(duì)傳統(tǒng)的業(yè)擴(kuò)工程質(zhì)量管理方法和模式進(jìn)行的介紹;其次,通過測繪、設(shè)計(jì)、施工和竣工驗(yàn)收四個(gè)階段對(duì)影響業(yè)擴(kuò)工程質(zhì)量有關(guān)因素進(jìn)行了分析,提出了業(yè)擴(kuò)工程施工質(zhì)量管理的有效方法;通過對(duì)業(yè)擴(kuò)工程質(zhì)量管理進(jìn)行分析研究,提出業(yè)擴(kuò)質(zhì)量管理的工作內(nèi)容要貫穿項(xiàng)目全過程,業(yè)擴(kuò)工程的質(zhì)量管理要強(qiáng)調(diào)對(duì)項(xiàng)目的所有活動(dòng)和工作質(zhì)量的管理。業(yè)擴(kuò)工程質(zhì)量保證體系要在有效運(yùn)作的同時(shí)最大限度發(fā)揮作用,針對(duì)影響業(yè)擴(kuò)工程質(zhì)量的因素要有效控制,全面加強(qiáng)業(yè)擴(kuò)工程質(zhì)量管理。在對(duì)比業(yè)擴(kuò)工程質(zhì)量現(xiàn)狀管理模式與PCM管理模式之后,證明了PCM模式應(yīng)用在業(yè)擴(kuò)工程質(zhì)量管理中的優(yōu)點(diǎn),彌補(bǔ)了現(xiàn)有管理模式的不足之處。通過本文的研究不僅在一定程度上提高了業(yè)擴(kuò)工程的質(zhì)量管理水平,對(duì)以往工程中存在的問題提出了有針對(duì)性的解決辦法。為今后業(yè)擴(kuò)工程的順利、有序開展奠定了一定的基礎(chǔ),并在一定程度上提供數(shù)據(jù)支持和理論支撐。為應(yīng)對(duì)進(jìn)一步深化電力體制改革,電力行業(yè)開展高效、優(yōu)質(zhì)的服務(wù)提供了強(qiáng)有力的支撐。為廣大配電網(wǎng)的建設(shè)管理、施工、監(jiān)理單位在實(shí)施過程中的質(zhì)量保證提供了有力的理論支持,為加快配電網(wǎng)建設(shè)改造,推進(jìn)轉(zhuǎn)型升級(jí),服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展貢獻(xiàn)出一份力量。
[Abstract]:The electric power expansion project is an important link of the electric power enterprise, which is directly oriented to the end users. It plays an important role in the economic development of the country and society, as well as the production and life of the people. The guarantee of engineering quality and the efficiency of management directly determine the power quality of end users. There are many factors that affect the quality and progress of the construction process of the project, because of its complex construction technology, more production links, more participants, more factors affecting the quality, etc. As a result, the quality of the expansion project will be affected by the above factors. However, the industrial expansion project is also an important guarantee for the stable operation of the distribution network. Therefore, we need to adopt effective methods and means in the quality management of the industrial expansion project, through the theory of engineering quality management at home and abroad. In order to improve the quality management level of the project, the PCM model is combined with the quality management of the industry expansion project. This paper takes the quality management of Beijing Electric Power Company as the main research object. Firstly, this paper analyzes the current situation and existing problems of domestic power engineering quality management, introduces the traditional methods and models of quality management. Through the four stages of surveying and mapping, design, construction and completion acceptance, the factors affecting the quality of the project are analyzed, and the effective methods of construction quality management of the project are put forward, and the quality management of the project is analyzed and studied. It is pointed out that the content of quality management should run through the whole process of the project, and the quality management of the project should emphasize the management of all activities and work quality of the project. The quality assurance system of the industrial expansion project should be operated effectively at the same time, and the factors affecting the quality of the industry expansion project should be effectively controlled, and the quality management of the industry expansion project should be strengthened in an all-round way. After comparing the current management mode of project quality with that of PCM, this paper proves the advantages of the application of PCM mode in quality management of project expansion, and makes up for the deficiency of the existing management mode. The research in this paper not only improves the quality management level of the industrial expansion project to a certain extent, but also puts forward targeted solutions to the problems existing in the past projects. It lays a certain foundation for the smooth and orderly development of the industry expansion project in the future, and provides data support and theoretical support to a certain extent. In order to further deepen the reform of the power system, the electric power industry to carry out efficient, quality services to provide a strong support. It provides powerful theoretical support for the construction, management, construction and supervision of the distribution network in the process of implementation, and contributes a contribution to speeding up the construction and transformation of the distribution network, promoting the transformation and upgrading, and serving the economic and social development.
