基于PCM模式的BD電力公司業(yè)擴工程質(zhì)量管理研究

【摘要】:電力業(yè)擴工程直接面向終端用戶,是電力企業(yè)的一個重要環(huán)節(jié),對國家和社會的經(jīng)濟發(fā)展及人民的生產(chǎn)和生活都有著至關(guān)重要的作用。工程質(zhì)量的保證和管理效率的高低,直接決定終端用戶的用電質(zhì)量。對于業(yè)擴工程施工過程來說,影響質(zhì)量和進度的因素有很多,由于其具有施工工藝復雜、生產(chǎn)環(huán)節(jié)多、參與方多、影響質(zhì)量的因素多等特點,這就導致了在工程會因為受到上述各種因素的干擾,業(yè)擴工程的質(zhì)量也會因此受到影響。但是,業(yè)擴工程又是配電網(wǎng)穩(wěn)定運行的重要保障,因此,我們要在業(yè)擴工程的質(zhì)量管理上需要采用有效的方法和手段,通過對國內(nèi)外關(guān)于工程質(zhì)量管理方面的理論,再引入PCM模式與業(yè)擴工程質(zhì)量管理相結(jié)合,以達到不斷提高業(yè)擴工程質(zhì)量管理水平的目的。本文以北京電力公司業(yè)擴工程質(zhì)量管理為主要研究對象,首先分析了國內(nèi)電力工程質(zhì)量管理研究現(xiàn)狀和存在的問題,對傳統(tǒng)的業(yè)擴工程質(zhì)量管理方法和模式進行的介紹;其次,通過測繪、設計、施工和竣工驗收四個階段對影響業(yè)擴工程質(zhì)量有關(guān)因素進行了分析,提出了業(yè)擴工程施工質(zhì)量管理的有效方法;通過對業(yè)擴工程質(zhì)量管理進行分析研究,提出業(yè)擴質(zhì)量管理的工作內(nèi)容要貫穿項目全過程,業(yè)擴工程的質(zhì)量管理要強調(diào)對項目的所有活動和工作質(zhì)量的管理。業(yè)擴工程質(zhì)量保證體系要在有效運作的同時最大限度發(fā)揮作用,針對影響業(yè)擴工程質(zhì)量的因素要有效控制,全面加強業(yè)擴工程質(zhì)量管理。在對比業(yè)擴工程質(zhì)量現(xiàn)狀管理模式與PCM管理模式之后,證明了PCM模式應用在業(yè)擴工程質(zhì)量管理中的優(yōu)點,彌補了現(xiàn)有管理模式的不足之處。通過本文的研究不僅在一定程度上提高了業(yè)擴工程的質(zhì)量管理水平,對以往工程中存在的問題提出了有針對性的解決辦法。為今后業(yè)擴工程的順利、有序開展奠定了一定的基礎(chǔ),并在一定程度上提供數(shù)據(jù)支持和理論支撐。為應對進一步深化電力體制改革,電力行業(yè)開展高效、優(yōu)質(zhì)的服務提供了強有力的支撐。為廣大配電網(wǎng)的建設管理、施工、監(jiān)理單位在實施過程中的質(zhì)量保證提供了有力的理論支持,為加快配電網(wǎng)建設改造,推進轉(zhuǎn)型升級,服務經(jīng)濟社會發(fā)展貢獻出一份力量。
[Abstract]:The electric power expansion project is an important link of the electric power enterprise, which is directly oriented to the end users. It plays an important role in the economic development of the country and society, as well as the production and life of the people. The guarantee of engineering quality and the efficiency of management directly determine the power quality of end users. There are many factors that affect the quality and progress of the construction process of the project, because of its complex construction technology, more production links, more participants, more factors affecting the quality, etc. As a result, the quality of the expansion project will be affected by the above factors. However, the industrial expansion project is also an important guarantee for the stable operation of the distribution network. Therefore, we need to adopt effective methods and means in the quality management of the industrial expansion project, through the theory of engineering quality management at home and abroad. In order to improve the quality management level of the project, the PCM model is combined with the quality management of the industry expansion project. This paper takes the quality management of Beijing Electric Power Company as the main research object. Firstly, this paper analyzes the current situation and existing problems of domestic power engineering quality management, introduces the traditional methods and models of quality management. Through the four stages of surveying and mapping, design, construction and completion acceptance, the factors affecting the quality of the project are analyzed, and the effective methods of construction quality management of the project are put forward, and the quality management of the project is analyzed and studied. It is pointed out that the content of quality management should run through the whole process of the project, and the quality management of the project should emphasize the management of all activities and work quality of the project. The quality assurance system of the industrial expansion project should be operated effectively at the same time, and the factors affecting the quality of the industry expansion project should be effectively controlled, and the quality management of the industry expansion project should be strengthened in an all-round way. After comparing the current management mode of project quality with that of PCM, this paper proves the advantages of the application of PCM mode in quality management of project expansion, and makes up for the deficiency of the existing management mode. The research in this paper not only improves the quality management level of the industrial expansion project to a certain extent, but also puts forward targeted solutions to the problems existing in the past projects. It lays a certain foundation for the smooth and orderly development of the industry expansion project in the future, and provides data support and theoretical support to a certain extent. In order to further deepen the reform of the power system, the electric power industry to carry out efficient, quality services to provide a strong support. It provides powerful theoretical support for the construction, management, construction and supervision of the distribution network in the process of implementation, and contributes a contribution to speeding up the construction and transformation of the distribution network, promoting the transformation and upgrading, and serving the economic and social development.
