【摘要】：市場(chǎng)監(jiān)控是電力市場(chǎng)監(jiān)管的重要內(nèi)容,是發(fā)達(dá)國(guó)家對(duì)電力批發(fā)市場(chǎng)的強(qiáng)制性要求。本文根據(jù)美國(guó)電力市場(chǎng)監(jiān)控實(shí)踐,對(duì)電力市場(chǎng)監(jiān)控的必要性、監(jiān)控機(jī)構(gòu)設(shè)置及職能、電力市場(chǎng)監(jiān)控的內(nèi)容和手段等進(jìn)行闡述與分析,以期對(duì)我國(guó)電力市場(chǎng)改革提供有益的參考和借鑒。與其他商品市場(chǎng)不同,電力市場(chǎng)的實(shí)時(shí)平衡和需求彈性小特征,決定了電力市場(chǎng)容易受到市場(chǎng)力和操縱行為的影響。美國(guó)電力市場(chǎng)運(yùn)行20多年的經(jīng)驗(yàn)告訴我們,法律框架下的市場(chǎng)監(jiān)管體系、強(qiáng)有力的市場(chǎng)監(jiān)控機(jī)制,是發(fā)現(xiàn)電力市場(chǎng)設(shè)計(jì)缺陷、保障電力市場(chǎng)平穩(wěn)正常運(yùn)行的關(guān)鍵。
[Abstract]:Market monitoring is an important content of electricity market supervision, and it is a mandatory requirement of electricity wholesale market in developed countries. According to the practice of electricity market monitoring in the United States, this paper expounds and analyzes the necessity of electricity market monitoring, the establishment and functions of monitoring institutions, the content and means of electricity market monitoring, etc. With a view to providing a useful reference for the reform of China's electricity market. Different from other commodity markets, the power market is vulnerable to market power and manipulation due to its real-time equilibrium and small demand elasticity. The experience of American electricity market running for more than 20 years tells us that the market supervision system under the legal framework and the strong market monitoring mechanism are the key to discover the design defects of the electricity market and ensure the smooth and normal operation of the electricity market.
