基于SFA的我國電力行業(yè)技術(shù)效率及其影響因素研究

【摘要】:隨著社會的不斷發(fā)展,人們的生活越來越離不開電,電力行業(yè)作為我國基礎(chǔ)性行業(yè)之一,與我國國民經(jīng)濟(jì)的發(fā)展息息相關(guān)。自2002年電力市場體制改革以來,我國電力行業(yè)取得了顯著的成績,至2014年我國發(fā)電量增長339%,發(fā)電設(shè)備裝機(jī)容量超過美國,位于世界首位,風(fēng)能、太陽能等新能源發(fā)電比重也不斷增加。然而,研究表明我國電力行業(yè)整體效率水平仍然偏低,與發(fā)達(dá)國家差距還是很大。2015年國家供給側(cè)改革啟動,新一輪的電力體制改革正在有序進(jìn)行當(dāng)中,過去的十多年電力改革到底起到怎樣的效果,電力行業(yè)技術(shù)效率受到哪些因素的影響,之后的改革過程中應(yīng)該要注意些什么?本文利用隨機(jī)前沿分析方法,采用我國31個(gè)省(市、自治區(qū))2005-2014年電力行業(yè)數(shù)據(jù),建立道格-拉斯超對數(shù)生產(chǎn)函數(shù)模型,研究我國電力行業(yè)技術(shù)效率及其影響因素,檢驗(yàn)我國電力市場體制改革的效果并提出相關(guān)政策建議。本文第一部分為文章導(dǎo)論,交待本次研究的背景、意義及思路等;第二部分闡述了技術(shù)效率理論的相關(guān)知識及其測度方法,然后對技術(shù)效率研究相關(guān)文獻(xiàn)進(jìn)行評述;第三部分從企業(yè)層面和行業(yè)層面分析了我國電力行業(yè)技術(shù)效率影響因素;第四部分為實(shí)證研究部分;第五部分依據(jù)實(shí)證分析結(jié)果提出相關(guān)政策建議并總結(jié)本文研究不足及今后研究展望。本文通過測算得出:我國電力行業(yè)平均技術(shù)效率值為0.67,整體仍處于偏低水平。本文從時(shí)間上縱向比較發(fā)現(xiàn)電力市場改革以來電力行業(yè)效率并沒有明顯的提高,整體在0.65-0.68之間波動;從地區(qū)上橫向比較發(fā)現(xiàn)各省之間相差比較大,整體上呈由東部地區(qū)向中部地區(qū)、西部地區(qū)梯度降低的趨勢。本文從所有制結(jié)構(gòu)、企業(yè)規(guī)模、環(huán)境規(guī)制及地區(qū)經(jīng)濟(jì)發(fā)展水平四個(gè)方面分析了我國電力行業(yè)技術(shù)效率的影響因素。結(jié)果表明:國資比重與技術(shù)效率呈反相關(guān),國有資本過高會抑制技術(shù)效率提高;企業(yè)平均規(guī)模與技術(shù)效率呈U型相關(guān)關(guān)系,只有超過臨界值之后我國電力行業(yè)才存在規(guī)模效應(yīng);環(huán)境規(guī)制與技術(shù)效率呈U型相關(guān)關(guān)系,持續(xù)加強(qiáng)環(huán)境規(guī)制能促進(jìn)技術(shù)效率提高;地區(qū)經(jīng)濟(jì)發(fā)展水平雖然與技術(shù)效率顯著正向相關(guān),但其影響系數(shù)極小。本文最后給出電力市場體制改革的相關(guān)政策建議,本文認(rèn)為產(chǎn)權(quán)結(jié)構(gòu)多元化、繼續(xù)實(shí)行“上大壓小”政策、持續(xù)加強(qiáng)環(huán)境規(guī)制及協(xié)調(diào)電力與地區(qū)經(jīng)濟(jì)發(fā)展將有利于電力市場改善。
[Abstract]:With the continuous development of society, people's lives are more and more inseparable from electricity. As one of the basic industries in China, the electric power industry is closely related to the development of our national economy. Since the reform of the electric power market system in 2002, the electric power industry of our country has made remarkable achievements. By 2014, the electricity generating capacity of our country has increased by 339%, and the installed capacity of the power generation equipment has surpassed that of the United States, ranking first in the world. Solar energy and other new energy generation proportion is also increasing. However, the study shows that the overall efficiency level of China's power industry is still low, and there is still a big gap with developed countries. In 2015, the national supply-side reform began, and a new round of power system reform is proceeding in an orderly manner. What is the effect of the electric power reform in the past ten years, what factors have affected the technical efficiency of the electric power industry, and what should be paid attention to in the later reform process? In this paper, using the data of 31 provinces (municipalities and autonomous regions) from 2005 to 2014, a model of Dogg-Rass super-logarithmic production function is established to study the technical efficiency of power industry and its influencing factors in our country, using the stochastic frontier analysis method and the data from 31 provinces (municipalities and autonomous regions) from 2005 to 2014. To test the effect of China's electricity market system reform and put forward relevant policy recommendations. The first part of this paper is the introduction of the article, which explains the background, significance and ideas of this research. The second part describes the relevant knowledge of the theory of technical efficiency and its measurement methods, and then reviews the relevant literature on the research of technical efficiency. The third part analyzes the influencing factors of power industry technical efficiency from the enterprise level and the industry level, the fourth part is the empirical research part; The fifth part is based on the empirical analysis results to put forward the relevant policy recommendations and summarizes the lack of research and future research prospects. This paper concludes that the average technical efficiency of power industry in China is 0.67, which is still on the low side. The paper shows that the efficiency of electric power industry has not been improved obviously since the reform of power market, and the whole fluctuation is between 0.65-0.68, and the regional horizontal comparison shows that there is a big difference between provinces. As a whole, the gradient is decreasing from the eastern region to the central region and the western region. This paper analyzes the factors affecting the technical efficiency of power industry in China from four aspects: ownership structure, enterprise scale, environmental regulation and the level of regional economic development. The results show that the proportion of state-owned capital is inversely related to the technical efficiency, the excessive state-owned capital will restrain the improvement of the technical efficiency, the average scale of the enterprise and the technical efficiency are U-shaped, and only after the critical value is exceeded, can the scale effect exist in the electric power industry of our country. The relationship between environmental regulation and technical efficiency is U-shaped, and continuous strengthening of environmental regulation can promote the improvement of technical efficiency. Although the level of regional economic development is significantly positively correlated with technical efficiency, its influence coefficient is very small. Finally, the paper gives some policy suggestions on the reform of power market system. This paper holds that the structure of property rights is diversified, and the policy of "big power over small" continues to be carried out. Sustainable strengthening of environmental regulation and coordination of electricity and regional economic development will be conducive to the improvement of the electricity market.
