【摘要】：2017年,中國證監(jiān)會主席劉士余以“珍珠論”來形容資本市場的改革發(fā)展。同樣,H電網(wǎng)公司的運營就像串珍珠項鏈,要有好的珍珠,那就是促進其業(yè)務(wù)發(fā)展的公司各個部門;需要扎實牢固的線來把珍珠串起來,那就是企業(yè)的發(fā)展戰(zhàn)略;珍珠項鏈在夏天怕汗需要呵護,那就是進行預(yù)算管理,來加強各個部門的協(xié)調(diào)發(fā)展同時將企業(yè)戰(zhàn)略落實。隨著電網(wǎng)建設(shè)步伐的加快和電力改革市場化的推進,加上電網(wǎng)建設(shè)周期長、進度要求高、建設(shè)風(fēng)險高的特點,傳統(tǒng)的企業(yè)管理模式很難匹配電網(wǎng)建設(shè)的要求,并在一定程度上制約公司的發(fā)展。本文首先將H電網(wǎng)公司預(yù)算管理現(xiàn)狀展開了分析闡述,H電網(wǎng)公司預(yù)算管理體系已經(jīng)較為成熟,但為適應(yīng)信息化改革新形勢,突出了財務(wù)實時管控戰(zhàn)略對應(yīng)預(yù)算管理的新要求。隨后,按照H電網(wǎng)目前存在的全面預(yù)算管理問題,構(gòu)建了全面預(yù)算管理體系的優(yōu)化方案。在編制預(yù)算過程中加入以EVA為主導(dǎo)的綜合預(yù)算內(nèi)容,用標(biāo)準(zhǔn)成本儲備加強了項目預(yù)算管理平臺應(yīng)用,并對金額巨大的H電網(wǎng)資本性項目進行了項目預(yù)算編制優(yōu)化。在預(yù)算執(zhí)行和控制中,增強了SAP系統(tǒng)的應(yīng)用,形成預(yù)算事前控制,對現(xiàn)金流量控制方案加以改進。在考核方面,以項目過程考核方案融入于BSC方法,將預(yù)算考核劃分為各子階段,加以動態(tài)實時考核。最后,已建立預(yù)算共享中心為保障措施,在H電網(wǎng)SAP套裝軟件的基礎(chǔ)上,加入SAP BPC提升其預(yù)算共享能力。
[Abstract]:In 2017, Liu Shiyu, chairman of the China Securities Regulatory Commission, described the reform and development of the capital market as "pearl theory". Necklaces need to be cared for in summer, that is, budget management, to strengthen the coordinated development of various departments and to implement the enterprise strategy. First of all, the budget management system of H Power Grid Company has been relatively mature, but in order to adapt to the new situation of information-based reform, highlighting the financial real-time control strategy corresponding to the new requirements of budget management. According to the existing problems of comprehensive budget management in H power grid, the optimization scheme of comprehensive budget management system is constructed. In the process of budget preparation, the content of comprehensive budget dominated by EVA is added, the application of project budget management platform is strengthened with standard cost reserve, and the project budget for capital projects of H power grid with huge amount of money is prepared. In the process of budget execution and control, the application of SAP system is strengthened, the budget control is formed beforehand, and the cash flow control scheme is improved. Shi, based on the SAP package of H power grid, joins SAP BPC to enhance its budget sharing capability.
