【摘要】：隨著電力體制改革的不斷深入,電力市場(chǎng)競(jìng)爭(zhēng)愈加激烈,加強(qiáng)內(nèi)部基礎(chǔ)管理,提高發(fā)電設(shè)備的效能管理和企業(yè)的整體績(jī)效是發(fā)電企業(yè)面對(duì)的一項(xiàng)重要課題。針對(duì)這一課題,本文在查閱大量國(guó)內(nèi)外相關(guān)文獻(xiàn)并就當(dāng)前發(fā)電設(shè)備效能管理現(xiàn)狀進(jìn)行全面分析的基礎(chǔ)上,分別從發(fā)電設(shè)備及其特點(diǎn)、發(fā)電設(shè)備的效能管理與存在的問(wèn)題等多個(gè)方面入手,對(duì)發(fā)電設(shè)備的效能管理問(wèn)題進(jìn)行了深入系統(tǒng)的分析,并在明確各部門(mén)和各崗位人員職能職責(zé)前提下,提出了發(fā)電設(shè)備效能管理的具體定義。同時(shí),結(jié)合大量相關(guān)文獻(xiàn)的分析,確定了當(dāng)前火力發(fā)電設(shè)備效能管理存在的問(wèn)題主要體現(xiàn)在組織管理不順暢、設(shè)備管理計(jì)劃不科學(xué)、設(shè)備管理缺乏必要的檢測(cè)器具、效能管理不嚴(yán)格、效能監(jiān)管和落實(shí)不到位、效能評(píng)價(jià)方法過(guò)于定性化這幾個(gè)方面,為進(jìn)一步針對(duì)性的研究和解決這一問(wèn)題提供了實(shí)證性依據(jù)。在此基礎(chǔ)上,為了實(shí)現(xiàn)對(duì)發(fā)電設(shè)備的有效管理,對(duì)當(dāng)前發(fā)電設(shè)備效能管理的評(píng)價(jià)方法進(jìn)行了分析和研究,并指出這些方法所存在的不足。為此,通過(guò)對(duì)設(shè)備效能管理評(píng)價(jià)的內(nèi)容的分析,確定了發(fā)電設(shè)備的效能管理主要是基于其崗位職責(zé),對(duì)職工設(shè)備管理安全意識(shí)、工作成績(jī)、工作能力和工作態(tài)度進(jìn)行的績(jī)效管理與評(píng)價(jià)。在明確這一概念的基礎(chǔ)上,從效能綜合評(píng)價(jià)法的基本內(nèi)涵入手,分別就如何對(duì)設(shè)備管理效能評(píng)價(jià)進(jìn)行了效能評(píng)價(jià)方法的理論分析,并提出了發(fā)電設(shè)備效能綜合評(píng)價(jià)法。針對(duì)該方法中如何確定效能評(píng)價(jià)指標(biāo)及其標(biāo)準(zhǔn)以及如何確定各個(gè)指標(biāo)的權(quán)重,進(jìn)行了深入的分析,給出了具體的解決方法。最后,在明確發(fā)電設(shè)備效能綜合評(píng)價(jià)法的評(píng)價(jià)流程、評(píng)價(jià)標(biāo)準(zhǔn)、評(píng)價(jià)依據(jù)的基礎(chǔ)上,以?xún)?nèi)蒙古某發(fā)電有限責(zé)任公司為例,就如何采用效能綜合評(píng)價(jià)法進(jìn)行了實(shí)際探討,為正確使用這一方法給出了明確的范例。
[Abstract]:With the deepening of the electric power system reform, the competition in the electricity market is becoming more and more fierce. It is an important task for the power generation enterprises to strengthen the internal basic management, improve the efficiency management of the power generation equipment and improve the overall performance of the enterprises. On the basis of consulting a large number of domestic and foreign literatures and analyzing the current situation of power generation equipment efficiency management, this paper analyzes the characteristics of power generation equipment. Starting with the efficiency management and existing problems of power generation equipment, this paper makes a deep and systematic analysis of the efficiency management of power generation equipment, and on the premise of clarifying the functions and responsibilities of various departments and posts, The definition of efficiency management of power generation equipment is put forward. At the same time, based on the analysis of a large number of related documents, it is determined that the problems existing in the efficiency management of thermal power generation equipment are mainly reflected in the unsmooth organization and management, the unscientific plan of the equipment management, and the lack of necessary testing equipment for the equipment management. The effectiveness management is not strict, the efficiency supervision and implementation are not in place, and the effectiveness evaluation method is too qualitative, which provides a practical basis for further research and solution of this problem. On this basis, in order to realize the effective management of generating equipment, this paper analyzes and studies the current evaluation methods of power generation equipment effectiveness management, and points out the shortcomings of these methods. Therefore, through the analysis of the content of equipment efficiency management evaluation, it is determined that the efficiency management of power generation equipment is mainly based on its post responsibility, safety awareness of equipment management, work achievements, Performance management and evaluation of work ability and attitude. On the basis of clarifying this concept, starting with the basic connotation of the efficiency comprehensive evaluation method, this paper makes a theoretical analysis on how to evaluate the efficiency of equipment management, and puts forward the comprehensive evaluation method of the efficiency of power generation equipment. Based on the analysis of how to determine the effectiveness evaluation index and its standard and how to determine the weight of each index in this method, the concrete solution is given. Finally, on the basis of clarifying the evaluation process, evaluation standard and evaluation basis of the comprehensive evaluation method for power generation equipment, taking a power generation limited liability company in Inner Mongolia as an example, the paper discusses how to adopt the comprehensive evaluation method of efficiency. A clear example is given for the correct use of this method.
