【摘要】：對(duì)城區(qū)居民老舊住宅小區(qū)公共供配電設(shè)施進(jìn)行治理,長久以來一直都備受黨和政府高度的關(guān)注,中央曾反復(fù)要求各地政府要結(jié)合自身實(shí)際,積極探索對(duì)城區(qū)居民老舊住宅小區(qū)公共配電設(shè)施進(jìn)行有序的改造和治理。中央城市工作會(huì)議也多次指出,各級(jí)黨委政府要不斷優(yōu)化城市治理思路,提升城市治理水平,下大力氣解決目前普遍存在的城市病等突出問題。而對(duì)老舊小區(qū)供配電設(shè)施實(shí)施治理,不僅是“根治”城市病的重要組成部分,更是各級(jí)政府強(qiáng)化公共管理職能、全面建設(shè)小康社會(huì)的重要組成部分。自貢市政府對(duì)老舊小區(qū)供配電設(shè)施實(shí)施治理,就是在居民老舊住宅小區(qū)公共配電設(shè)施運(yùn)行維護(hù)管理關(guān)系復(fù)雜、居民用電安全隱患問題突出、服務(wù)缺位等難題背景下進(jìn)行的,本文對(duì)自貢市政府治理老舊小區(qū)供配電設(shè)施情況進(jìn)行系統(tǒng)解剖和分析,找出治理老舊小區(qū)供配電設(shè)施實(shí)施的內(nèi)在規(guī)律。從公共管理學(xué)的視角出發(fā),在借鑒各地成功經(jīng)驗(yàn)的基礎(chǔ)上,有針對(duì)性地提出政府在治理老舊小區(qū)供配電設(shè)施實(shí)施的對(duì)策和建議。本研究以選題的背景和意義為主要切入點(diǎn),通過整理和回顧國內(nèi)外相關(guān)研究成果,確立了本文的主要的研究思路和研究內(nèi)容,同時(shí)也闡明了政府及電力部門對(duì)老舊小區(qū)供配電設(shè)施治理實(shí)施的相關(guān)概念。在分析相關(guān)理論的基礎(chǔ)上直接進(jìn)入主題,以四川省自貢市治理老舊小區(qū)供配電設(shè)施治理實(shí)施的情況進(jìn)行了分析,主要從我國供配電設(shè)施治理的歷史演進(jìn)和基本情況等方面進(jìn)行闡述。在對(duì)老舊小區(qū)供配電設(shè)施治理實(shí)施治理的歷史演進(jìn)和基本情況等方面進(jìn)行闡述后,分析了自貢市治理老舊小區(qū)供配電設(shè)施實(shí)施的背景條件、適用原則、典型性和相關(guān)具體內(nèi)容,通過運(yùn)行機(jī)制、管理機(jī)制、效益機(jī)制三方面對(duì)治理實(shí)施進(jìn)行了全面系統(tǒng)的分析。
[Abstract]:The administration of public power supply and distribution facilities in old residential areas of urban residents has long been highly concerned by the Party and the government. The Central Committee has repeatedly asked local governments to integrate their own reality. Actively explore the urban residents old residential district public distribution facilities for orderly transformation and governance. The Central Urban work Conference has also pointed out time and again that party committees and governments at all levels should constantly optimize urban governance ideas, upgrade the level of urban governance, and make great efforts to solve outstanding problems such as widespread urban diseases. It is not only an important part of "radical cure" of urban diseases, but also an important part of all levels of government to strengthen the function of public administration and build a well-off society in an all-round way. The government of Zigong city implements the administration of the power supply and distribution facilities in the old residential area, which is carried out against the background of the difficult problems of the operation, maintenance and management of the public distribution facilities in the old residential areas, the prominent hidden dangers of the residents' electricity use, the absence of services, and other difficult problems. This paper makes a systematic analysis and analysis on the situation of Zigong city government governing the power supply and distribution facilities in the old residential area, and finds out the inherent law of the implementation of the management of the old district power supply and distribution facilities. From the perspective of public management and on the basis of the successful experiences of various places, the paper puts forward the countermeasures and suggestions for the government to implement the management of power supply and distribution facilities in the old residential areas. This research takes the background and significance of the topic as the main breakthrough point, through collating and reviewing the related research results at home and abroad, has established the main research thought and research content of this paper. At the same time, the related concepts of the government and the electric power department on the management of the power supply and distribution facilities in the old residential area are expounded. Based on the analysis of relevant theories, the paper directly enters the theme and analyzes the implementation of the management of power supply and distribution facilities in the old residential areas in Zigong City, Sichuan Province. Mainly from the historical evolution and basic situation of power supply and distribution facilities management in China. After expounding the historical evolution and basic situation of the administration of the power supply and distribution facilities in the old residential area, the paper analyzes the background conditions, applicable principles, typicality and relevant specific contents of the implementation of the management of the old power supply and distribution facilities in the old residential area in Zigong city. Through the operation mechanism, the management mechanism, the benefit mechanism has carried on the comprehensive and systematic analysis to the governance implementation.
