【摘要】：當(dāng)前,全球知識產(chǎn)權(quán)競爭風(fēng)起云涌,人類社會正邁入一個(gè)“知識產(chǎn)權(quán)驅(qū)動的時(shí)代”。知識產(chǎn)權(quán)超越傳統(tǒng)資產(chǎn)成為影響企業(yè)自主創(chuàng)新力和市場競爭力的戰(zhàn)略資源和核心要素。十八屆三中全會提出:“加強(qiáng)知識產(chǎn)權(quán)運(yùn)用和保護(hù),健全技術(shù)創(chuàng)新激勵機(jī)制�！敝R產(chǎn)權(quán)的保護(hù)對于社會的發(fā)展具有重要的推動作用,近年得到快速發(fā)展。伴隨知識產(chǎn)權(quán)制度在國家經(jīng)濟(jì)、社會發(fā)展和技術(shù)進(jìn)步中戰(zhàn)略地位的進(jìn)一步提升,知識產(chǎn)權(quán)管理已成為各鋼鐵企業(yè)經(jīng)營管理的重要組成部分。國內(nèi)外鋼鐵企業(yè)在知識產(chǎn)權(quán)管理方面積累了很多成功經(jīng)驗(yàn),相比而言,重慶鋼鐵集團(tuán)在知識產(chǎn)權(quán)管理方面存在制度建設(shè)不完善、意識欠缺、缺少專職管理部門等突出問題,與國內(nèi)外其他鋼鐵企業(yè)存在一定差距。因此,探析重慶鋼鐵集團(tuán)知識產(chǎn)權(quán)管理存在問題,以此提出一系列相應(yīng)對策,對于重鋼集團(tuán)快速發(fā)展具有重要意義。本文采用理論與實(shí)踐相結(jié)合的方法,詳細(xì)分析了重鋼集團(tuán)知識產(chǎn)權(quán)管理存在的問題,并提出了一系列加強(qiáng)管理的對策,對于提升鋼鐵企業(yè)知識產(chǎn)權(quán)管理能力具有一定的參考價(jià)值。本文從知識產(chǎn)權(quán)與知識產(chǎn)權(quán)管理等相關(guān)基礎(chǔ)理論出發(fā),通過借鑒國內(nèi)外先進(jìn)鋼鐵企業(yè)知識產(chǎn)權(quán)管理辦法及對策的成功經(jīng)驗(yàn),對日韓鋼鐵及我國寶鋼、武鋼等國內(nèi)外先進(jìn)鋼鐵企業(yè)的知識產(chǎn)權(quán)管理進(jìn)行分析,并通過分析與比較研究,探索知識產(chǎn)權(quán)管理的先進(jìn)理念與成熟做法,在重鋼集團(tuán)知識產(chǎn)權(quán)管理現(xiàn)狀存在問題與原因探析的基礎(chǔ)上,借鑒其先進(jìn)知識產(chǎn)權(quán)管理的做法,提出當(dāng)前提高重鋼集團(tuán)知識產(chǎn)權(quán)管理水平的具體建議及對策。
[Abstract]:At present, the global intellectual property competition is surging, human society is entering a "intellectual property-driven era." Intellectual property transcends traditional assets and becomes the strategic resource and core factor that affects the independent innovation and market competitiveness of enterprises. The third Plenary session of the 18th CPC Central Committee proposed: "strengthen the use and protection of intellectual property rights and improve the incentive mechanism for technological innovation." The protection of intellectual property plays an important role in the development of society and has developed rapidly in recent years. With the further improvement of the strategic position of the intellectual property system in the national economy, social development and technological progress, intellectual property management has become an important part of the management of iron and steel enterprises. Domestic and foreign iron and steel enterprises have accumulated a lot of successful experience in intellectual property management. In contrast, Chongqing Iron and Steel Group has some outstanding problems in intellectual property management, such as imperfect system construction, lack of consciousness, lack of full-time management departments, etc. There is a certain gap with other iron and steel enterprises at home and abroad. Therefore, it is of great significance for the rapid development of Chongqing Iron and Steel Group to probe into the existing problems in intellectual property management of Chongqing Iron and Steel Group and put forward a series of corresponding countermeasures. By combining theory with practice, this paper analyzes in detail the problems existing in the management of intellectual property in Zhonggang Group, and puts forward a series of countermeasures to strengthen the management. It has certain reference value for improving the intellectual property management ability of iron and steel enterprises. Based on the relevant basic theories of intellectual property rights and intellectual property management, and through the successful experience of domestic and foreign advanced iron and steel enterprises' intellectual property management methods and countermeasures, this paper analyzes the Japanese and Korean steel and iron and steel and China's Baoshan Iron and Steel Co., Ltd. WISCO and other advanced iron and steel enterprises at home and abroad to conduct an analysis of intellectual property management, and through the analysis and comparative study, explore the intellectual property management of advanced concepts and mature practices, On the basis of analyzing the existing problems and reasons of the current situation of intellectual property management of Chongqing Iron and Steel Group, and referring to its practice of advanced intellectual property management, this paper puts forward some concrete suggestions and countermeasures for improving the level of intellectual property management of Chongqing Iron and Steel Group.
