【摘要】：瑞典礦業(yè)發(fā)展對(duì)其發(fā)達(dá)的工業(yè)具有重大貢獻(xiàn)。其工業(yè)化、城市化過(guò)程中,對(duì)礦業(yè)影響國(guó)家利益認(rèn)識(shí)逐步深刻,并先后劃定145個(gè)國(guó)家利益礦區(qū),形成了系統(tǒng)的管理政策體系。在梳理中國(guó)國(guó)家規(guī)劃礦區(qū)和對(duì)國(guó)民經(jīng)濟(jì)具有重要價(jià)值的礦區(qū)歷史沿革和政策變化的基礎(chǔ)上,總結(jié)了中國(guó)"兩區(qū)"的計(jì)劃開(kāi)采、動(dòng)態(tài)調(diào)整、權(quán)限下放、礦權(quán)設(shè)置等四類管理措施;比較了中瑞兩國(guó)在設(shè)區(qū)初衷、規(guī)模設(shè)計(jì)、動(dòng)態(tài)調(diào)整機(jī)制、管理模式、環(huán)境保護(hù)管理的五個(gè)異同點(diǎn);提出了優(yōu)化中國(guó)"兩區(qū)"管理,加強(qiáng)生態(tài)文明建設(shè),編制礦業(yè)權(quán)設(shè)置區(qū)劃,完善動(dòng)態(tài)調(diào)整機(jī)制,加強(qiáng)信息化管理,創(chuàng)新監(jiān)管服務(wù)機(jī)制的五項(xiàng)政策建議。
[Abstract]:The development of Swedish mining industry has made a great contribution to its developed industry. In the process of industrialization and urbanization, the mining industry has a deep understanding of the national interests, and 145 national interest mining areas have been delineated successively, forming a systematic management policy system. On the basis of combing the historical evolution and policy changes of China's national planning mining areas and mining areas of important value to the national economy, this paper summarizes four kinds of management measures, such as planned mining, dynamic adjustment, decentralization of authority and establishment of mining rights in "two zones" of China. This paper compares the five similarities and differences between China and Switzerland in terms of the original intention, scale design, dynamic adjustment mechanism, management mode and environmental protection management of the two countries, and proposes to optimize the management of the "two zones" in China, strengthen the construction of ecological civilization, and compile the division of mining rights. Improve the dynamic adjustment mechanism, strengthen the information management, innovative supervision and service mechanism of the five policy recommendations.
