【摘要】："去產(chǎn)能"成為我國供給側(cè)改革的重中之重。去產(chǎn)能牽涉各方利益,不僅要淘汰已經(jīng)過剩的產(chǎn)能,還需要防止一些正在建設(shè)和擬定建設(shè)的新增產(chǎn)能的擴張,而且在這一過程中還涉及淘汰產(chǎn)能企業(yè)的轉(zhuǎn)型、資產(chǎn)處置、員工安置、債務(wù)債權(quán)等問題,政府需做好應(yīng)對去產(chǎn)能引發(fā)的一系列的社會風(fēng)險、金融風(fēng)險。
[Abstract]:"deproductivity" has become the top priority of China's supply-side reform. Deproduction capacity involves the interests of all parties. It is necessary not only to eliminate the already excess capacity, but also to prevent the expansion of some new capacity being built and planned. In the process, it also involves the transformation of production capacity enterprises and the disposal of assets. The government needs to deal with a series of social risks and financial risks caused by deproductivity.
